Replying to questions raised by the opposition Members of Legislative Assembly on March 12, Chief Minister Manik Sarkar said, that during the last three years as many as 871 militants belonging to the ATTF, National Liberation Front of Tripura (NLFT) and Borok National Council of Tripura (BNCT) have surrendered, reports Tripurainfo. Out of the 871 who surrendered between 2006 and January 2009, only 367 deposited arms and ammunition, he added. The Chief Minister also said that approximately 180 to 200 NLFT and 80 to 90 ATTF militants are still underground. According to Assam Tribune, the Union Ministry of Home Affairs (MHA), on the recommendation of the Tripura Government, extended the Armed Forces Special Powers Act (AFSPA) in 40 Police station areas of Tripura on April 28. Official sources said the MHA accepted the proposal of the Tripura Government and extended the tenure of the promulgation of AFSPA for another six months. Even as the insurgency has come down drastically, it has not been wiped out completely, so the MHA extended the Act fully in 34 and partly in six police station areas of the State to flush out militants, an unnamed Police official said. The AFSPA was promulgated in Tripura in early 1997 following a spate of violence by tribal insurgents, the official added.

Sentinel reports that the Mizoram Government has decided to take back the Bru refugees who are residing in six refugee camps in north Tripura. During a meeting of all political parties convened by the Mizoram Home Minister R. Lalzirliana at Aizawl a few days back, matters pertaining to the repatriation of the Brus, who migrated to Tripura in late 1997 when the Bru National Liberation Front (BNLF) cadres asked them to leave Mizoram or be in the crossfire as they were launching armed rebellions against the Government and the people of Mizoram, were discussed. The meeting concluded that identification of bonafide Bru citizens precedes repatriation and that the identification is based on electoral roll of 1993 and ration cards prior to 1997. It also agreed that the identification process be completed before September 15, 2009. Home Minister Lalzirliana was quoted as saying that the repatriation of Bru refugees would begin soon after the completion of identification process.

Chief Minister Manik Sarkar on August 18 asked the Union Government to enter into an extradition treaty with Bangladesh to get hold of the militants hiding in the neighbouring country, according to Assam Tribune. “I feel that the time is now ripe for entering into an extradition treaty with Bangladesh for which the Union Government may like to take necessary steps,” Sarkar said, while addressing the Chief Ministers Conference on Internal Security in New Delhi. Stressing that Bangladesh continues to be a safe haven for militants active in India’s North East, he said Tripura was being used as a corridor for their movement. The State Government has been sharing information on the existence of terrorist camps in Bangladesh with the Centre, he said. Sarkar, who also hold the Home Minister’s portfolio, has demanded increasing of the strength of the Border Security Force for effective management of the 856-km long porous border with Bangladesh. “For effective guarding of the borders, there is a need to set up additional 40 border outposts in Tripura for which five additional battalions of BSF [Border Security Force] would be required,” he added.

A Regional Cooperation Mechanism (RCM) would soon be set up under which the Police of the eight States, the Central Paramilitary Forces and Intelligence Agencies would work in close coordination to tackle militant outfits operating in northeast States more effectively, Tripura Director General of Police (DGP) Pranay Sahay said on November 4, reports Sentinel. The proposed RCM will be of help to the Security Agencies since militant outfits had developed links with each other and were using each other’s territory to move about easily. “Under the proposed RCM, the District Police chiefs of all the eight North-eastern States, intelligence and Central Para Military Force (CPMF) officials would work in close coordination and share information among each other,” added Pranay Sahay. The formation of the RCM and finalisation of other strategies to deal with the terrorists and effective border management were adopted at a meeting in Shillong, where Police and Intelligence chiefs of the North-eastern States along with senior officials of the Intelligence Bureau (IB), Research and Analysis Wing (RAW), Assam Rifles, Army and Indo Tibetan Border Police (ITBP) were present. “The meeting also chalked out some line of action to carry out joint operations against the militants who are moving from one state to another and travelling to neighbouring countries using different states as corridors,” Sahay said, adding that State Police and the CPMF would share the interrogation reports of surrendered and arrested militants. The Shillong meeting also requested the Union Home Ministry to set up an arms depot in Northeast India, so that the States can easily procure sophisticated arms and ammunition. At present the northeastern States have been purchasing arms and ammunition from the north and south Indian States, resulting in huge wastage of money and time, he said. The northeast DGPs have also urged the Centre to allow them to increase the strength of the Mobile Task Force (MTF) and Prevention of Infiltration Force (PIF) to check illegal infiltration from across the border. The northeastern States, especially Manipur and Tripura, have also pressed upon the Centre to sanction wages for the Special Police Officers (SPO) in line with Jammu and Kashmir and Chhattisgarh.

The Union Government has granted INR 330 million to help the Mizoram Government for rehabilitating Bru refugees, who fled the State in 1996 to seek shelter in Tripura in the wake of an ethic backlash by the Mizos, reports Telegraph. Mizoram Chief Minister Lalthanhawla on December 13 said the Union Ministry of Home Affairs (MHA) had drawn up a road map for the repatriation of the Bru refugees, numbering about 36,000, from Tripura’s six camps spread over Kanchanpur sub-divisionin in the North District. The details of the road map included, among others, the transportation, food and medical needs for the journey from the camps to Mizoram and to build homes and distribute farmland.

The Director General of the Border Security Force (BSF) Raman Srivastava announced that nine more border outposts (BOPs) would be set up besides relocating 17 BOPs along the 856-km-long India-Bangladesh border in Tripura to prevent Northeast insurgents from entering Indian territory from Bangladesh, reports Shillong Times. According to him, the BSF is looking for new land near the Zero Line of the international border for setting up 26 BOPs for more stringent vigil along the India-Bangladesh border so that insurgents using the soil of the neighbouring country cannot infiltrate into Indian territory. At present, there are 245 BOPs along the Tripura border. Over 370 militants from two main insurgent groups - All Tripura Tiger Force (ATTF) and National Liberation Front of Tripura (NLFT)- surrendered in 2009. According to Deputy Inspector General (Police Control) Nepal Das, interrogation of surrendered militants revealed that an "acute food crisis" was grappling militant camps and the insurgents "were not being paid money" that ultimately forced them to lay down arms.

The Tripura Chief Minister Manik Sarkar cited augmentation and modernisation of Security Forces, their deployment in strategic positions and barbed wire fencing along the long porous India-Bangladesh border as major factors for the success in the fight against insurgency. He also lauded the role of the Government in Bangladesh, which encircles the hilly State on three sides, in pushing out militants seeking refuge in its land that led to the arrest of several militants including top United Liberation Front of Asom (ULFA) leaders Chitraban Hazarika and Sashadhar Chowdhury.
