Nagaraj on January 4 claimed that insurgency has been largely contained in the State with only eight extremist-related incidents registered in the State during 2014 whereas it was nine in the year 2013, reports The Assam Tribune. The number of abduction cases has reduced to eight in the year 2014 against ten in the previous year and only one kidnapped person is still in militant captivity adds The Telegraph. "A major achievement was the seizure of a huge cache of arms and ammunition by Assam Rifles jawans from Mizoram on July 2 last year. Acting on specific information, the Assam Rifles jawans of the 45th battalion seized six AK-series rifles, three G-3 rifles and one light machine gun. Twenty-five NLFT [National Liberation Front of Tripura] militants surrendered to the state government in 2014," Nagaraj said.Times of India further reports that DGP K Nagaraj, during his interaction with the media, added, "Since November 2013, Bangladesh Army, Rapid Action Battalion and Border Guards of Bangladesh have conducted a number of operations against Indian militants, destroyed several NLFT camps and seized a huge cache of arms and ammunition ".

Chief Minister Manik Sarkar on January 26 said that his government would not allow any attempt to divide the state, reports The Business Standard."A section of people are trying to split the state and to disturb the peace. The Left Front government would resist the move with its all out efforts," Sarkar said after unfurling the tricolour at the Assam Rifles ground in Agratala. CM Manik Sarkar, who holds the home portfolio, said that the State Government has successfully tamed the over 40-year-old terrorism problem in the state but some people are trying to revive militancy for narrow political interests. He said: "Despite the security forces best efforts and people' resistance, terrorism is yet to be curbed entirely. The militants still have camps in neighbouring Bangladesh." The Indigenous People's Front of Tripura (IPFT), a tribal-based political party, has been demanding a separate state to be carved out of Tripura, by upgrading the Tripura Tribal Areas Autonomous District Council (TTAADC).The TTAADC was formed by amending the Constitution in 1985 for the socio-economic development of the tribals, who constitute one third of State's 3.7 million populations.

Union Minister for Home Affairs Rajnath Singh would hold meeting with Tripura Chief Minister Manik Sarkar and Mizoram Chief Minister Lalthanhawla on February 14 (today) for repatriation of about 32,000 displaced Reang (Bru) tribals lodged in evacuation camps in North Tripura. . Replying to a calling attention motion in the Tripura assembly, State Revenue Minister Badal Chowdhury said 35,326 people from 6,800 families of the Reang community had fled their ancestral home since October 1997 and Tripura government sheltered them on humanitarian grounds. He also said that State Chief Minister alerted the Prime Minister repeatedly but only 5,294 Reangs from 1,030 families could be sent back since May 2010 to Mizoram. At present 31,223 Reangs of 5,286 families are sheltered in evacuee camps in Kanchanpur of North Tripura district.

Chief Minister Manik Sarkar, replying to a question on militant formations operating in the state, informed the State Assembly that approximately 80 to 100 militants are left in the banned Biswamohan faction of National Liberation Front of Tripura (NLFT-BM) and only 3 to 4 militants remain with All Tripura Tiger Force (ATTF), reports Tripurainfo on February 19. Meanwhile, replying to the query, Minister for Tribal Welfare Aghore Debbarma said there was no question of implementing Inner Line permit (ILP) around the Tripura Tribal Autonomous District Council (TTADC) areas of the State, reports The Telegraph."Tripura's topography, present demographic composition and the nature of politics preclude the extension of ILP," Debbarma said, adding that the demand was "divisive and fissiparous".Debbarma said then Left Front Chief Minister, late Dasharath Deb, had corresponded with the Centre demanding ILP in two letters in 1994 and 1996 but the Union home ministry had ruled this out.

National Liberation Front of Tripura (NLFT) would hold tripartite talks with Government of India (GoI) and Tripura Government on April 4, reports Tripura Info. An official on April 2 stated that “A tripartite meeting between officials of the central and Tripura governments and leaders of NLFT militant group is likely to be held in Shillong on April 4”.A top Tripura State Government official stated that “NLFT led by its self-styled chief Biswamohan Debbarma expressed its willingness to the central government a few months back to hold talks. The union home ministry sought opinion of the state government in this regard. The Tripura government gave positive response”. Tripura militant groups NLFT and All Tripura Tiger Force (ATTF) shelter and avail arms training in Bangladesh, which shares 856-km border with Tripura. According to a Union Home Ministry (MHA) report, GoI has ceasefire agreement with five terrorist outfits of Assam, two in Manipur.

A tripartite meeting between the officials of Tripura and Mizoram governments and refugee leaders took this decision,” According to Tripura Relief and Rehabilitation Minister Badal Choudhury, there are 5,286 tribal families comprising 31,223 men, women and children sheltered in seven camps in Kanchanpur and Panisagar sub-divisions under North Tripura District adjoining Mizoram. Mizoram Government earlier sought around INR 700 million of financial assistance from the MHA.

Manik Sarkar expressed apprehension about the Biswamohan Debbarma faction of National Liberation Front of Tripura (NLFT-BM) militants sheltering in 16 camps across the Indo-Bangladesh border. Three of these camps are near the border and attacks are mounted on the Indian side from there, he said. “Some recent incidents in other parts of the region indicate that they are trying to revive their cadres under a common umbrella and launch a massive attack on security forces,” the CM said. In addition, CM Manik Sarkar also gave a proposal for constructive dialogue with the misguided tribal youths, especially youths associated with banned outfit of Tripura, NLFT-BM reports Tripurainfo. Addressing the meeting of the chief ministers of the Northeastern States on security and development with Union Home Minister Rajnath Singh on July 11 at Guwahati, Sarkar said NLFT-BM extremists are still hiding across the border, which is major source of threat for peace and harmony in the North East state. He also urged that the cadres and leaders of militants should be apprehended by the Bangladesh and other neighbouring countries of Northeastern region and handed over to Indian authority.CM Manik Sarkar added that so far two rounds of talks have been held with NLFT. Despite the ongoing peace process, NLFT-BM militants have been constantly trying to revive and rejuvenate their shattered organization. Not a single person turned up on the third day of the seven-day verification camp for Bru refugees at Naisingpara relief camp in North Tripura District on July 30, reports The Telegraph. The camp houses 2,469 Bru families. The verification was conducted in four relief camps since June. But barring a woman identified as Porati, no refugee was willing to return to Mizoram. Mizoram Additional Home Secretary Lalbiakzama confirmed this and added, "Bru refugees residing in various relief camps in North Tripura have raised a new set of demands. Only a woman reported at the camp in Hamsapara and was willing to be repatriated ". Asked about the fate of the refugees who refused to turn up at the verification centres, Lalbiakzama said the Centre would take the final call. He added that the Supreme Court was also monitoring the repatriation process. The refugees willing to return to Mizoram will be rehabilitated in Mamit, Kolasib and Lunglei Districts. The Mizoram government has offered a rehabilitation package of INR 85,000 for each family along with food allowance for six months.

Last month, NLFT chief Biswamohan Debbarma, who is allegedly taking shelter in Bangladesh, had addressed a letter to the UMHA expressing his outfit's desire to lay down arms and join the mainstream but he had set undisclosed political terms and proposed that Mizo National Front (MNF) leader and former Mizoram Chief Minister (CM) Zoramthanga and former militant leader and Tripura MLA (Member of Legislative Assembly) Bijay Kumar Hrangkhawal be allowed to act emissaries on the outfit's behalf. A senior intelligence officer said the ministry has ruled out any precondition, political or otherwise, and refused emissaries in the talks. A formal communication in this regard has already been sent to Debbarma. "It has been made clear to the NLFT that there will be no political concession or even discussion on the matter. The Centre will do nothing over the state government, so political demands cannot be raised. Only modalities for surrender, date and other related details will be discussed when the talks are held," he said. He explained that political concession within the parameters of the Constitution could be considered for groups that claim to represent a section of people. "In Tripura, the political process is vibrant with more than 90 per cent people cutting across ethnic lines participating in successive elections. Hence, there is no question of political demand or concession to the NLFT," the official said. He added that if the NLFT leadership agrees, representatives of the state government would attend the final round of discussion for finalising the modalities of surrender and the rehabilitation package.

There is no threat from the Islamic State (IS/ISIS) terror group along India’s borders in the northeastern states, a Border Security Force (BSF) official said in Agartala on December 1, reports Morung Express. “There is no threat of IS terrorists on India’s northeastern frontier. Our border is safe and secured,” BSF Tripura frontier Inspector General (IG) M.F. Farooqui said. “The IS is not an issue in this frontier and there is no impact of the terrorist group in this border,” he added. He said that from 25 battalions in 1965, the BSF now has 186 battalions comprising 2.5 lakh troopers and officers currently posted on 13 frontiers, including three frontiers in the northeastern states. The BSF on the 856-km Tripura frontier has seized contraband valued at INR 9.52 crore this year. The BSF official said the number of camps of militants in northeast India was decreasing in neighbouring Bangladesh as the present Government in that country was very supportive of “All disputed issues with Bangladesh have been religiously followed up by the BSF,” he said.
