On April 10, cadres of the Communist Party of India-Maoist (CPI-Maoist) blew up two adjacent schools that housed a Central Reserve Police Force (CRPF) picket at Banahara village under Haveli Khadagpur police station in the Munger district, reports Telegraph. Confirming the incident, Munger Superintendent of Police Ravindran Shankaran told that the Maoists used dynamite to blow up the schools. He also said that a couple of ‘can bombs’ has been recovered from the places of the attack. No casualty, however, has been reported as the attack took place in the wee hours when no one was present at the spot.

A Lashkar-e-Toiba (LeT) plot to assassinate Chief Minister Ghulam Nabi Azad at the first ever public rally in newly created Ramban district was foiled by the police with the arrest of four militants, including a suspected Congress party worker and his wife. A Pakistani Fidayeen (suicide squad), who had entered Ramban on April 11-night along with an automatic AK rifle and half a dozen grenades, managed to escape as the LeT plot was foiled by the Intelligence Bureau (IB) and police minutes before Azad entered the rally venue in Ramban town, according to Daily Excelsior. Official sources said that acting on a specific input developed by the IB about the LeT plot, police arrested a suspected Congress worker, Farooq Ahmed Wani, and his wife Haseena Begum minutes before the arrival of Azad.

Security force (SF) personnel shot dead five top cadres of the Lashkar-e-Toiba (LeT), Jaish-e-Mohammed (JeM) and Hizb-ul-Mujahideen (HM) in an encounter at Navapachi area in the Doda district on April 13, Daily Excelsior reported. Deputy Inspector General of Police (Udhampur-Doda range), Lalat Indu Mohanty, disclosed that SFs launched a search operation at Tatta Pani in Navapachi in the early hours of April 13 after securing information that five top commanders of three outfits were holding a joint meeting to co-ordinate their activities and step-up militancy in Doda district. As the troops reached close to the hide-outs the militants opened firing, which was replied by the SF personnel and in the consequent encounter all five militants were killed. Out of five, identity of three of them was established as Imtiyaz, Abu Buzana and Gulfam, all commanders of three different outfits. Three AK rifles with 10 magazines, one pistol with two magazines, six grenades and one I-Com wireless set were recovered from their possession.

Terrorists abducted two civilians, identified as Mohammed Ayub and Munawar Din, from village Kundeli Chilli in the Gandoh area of Doda district. After securing information from the civilians regarding the abduction, security forces (SFs) launched a search operation in the Judi Bagda forest area where both civilians were being held captive. In the ensuing encounter, one of the civilians, Ayub, attempted to escape from captivity. However, he was shot dead by the terrorists. Later, the SF personnel killed one terrorist, Mohammed Saif of the Harkat-ul-Mujahideen (HuM) and also succeeded in rescuing the other civilian. At least two terrorists reportedly managed to escape during the cross-firing. A senior police officer told Daily Excelsior that a top Lashkar-e-Toiba (LeT) militant, Showkat Ahmed, was arrested from the capital Srinagar on April 24. During interrogation, he revealed that the LeT, Jaish-e-Mohammed (JeM) and Hizb-ul-Mujahideen (HM) had hatched a joint conspiracy to assassinate the Chief Minister at Bandipora during his rally. Police raided a militant hideout on the outskirts of Srinagar from where two associates of Showkat were also arrested. They included one Pakistani, Abu Sikander. This was the second such plot foiled by security forces in the last 12 days. On April 14, police had arrested four persons, including a couple, for plotting to kill Azad.

Statesman reports that a sub-inspector of the Central Reserve Police Force (CRPF) and two suspected cadres of the Communist Party of India-Maoist (CPI-Maoist) were killed during in an exchange of fire near MV 79 village in the Malkangiri district on April 29. Four CRPF personnel and two civilians were injured also in the encounter which lasted for more than two hours. The encounter took place after the CRPF personnel followed a group of Maoists who had opened fire in a weekly market of MV 79 village. Unconfirmed reports said that a villager was killed in the attack. The Maoists managed had snatched an AK-47 and an SLR from the security forces. Subsequently, the security forces recovered two AK-47 rifles, including the one which had been taken away, from the site of the encounter.

The Hindu reports that the CRPF platoon was returning after a combing operation to flush out Maoists from villages under the Konch police station of the district. The CRPF personnel retaliated and in the encounter that lasted about 30 minutes neither side suffered any casualties. A large cache of arms and ammunition including three rifles earlier looted from a police station, an SLR, a country-made rifle, and over 300 live cartridges of various calibers were recovered from the fleeing Maoists, claimed the CRPF sources. Patna Daily reports that CPI-Maoist area commander Hridaya Ravi Das was subsequently arrested by the security forces. The arrested Maoist was involved in several previous attacks on police stations.

Telegraph reports that the arrested include the prime accused in the killing of the Communist Party of India-Marxist-Leninist (CPI-ML) Member of Legislative Assembly Mahendra Singh, Jayant alias Kunal alias Tuddu, who was arrested along with his accomplice Prakash while receiving treatment at Sankara Nethralaya in Chennai, capital of Tamil Nadu. Others were identified as Prayag Mahto alias Prahlad of Nawadih in Bokaro, Basudev Mahto of Madhupur in Girdih and Arup Tuddu of Degagaddha in Nawadih. Pappu Jain, an arms supplier-cum-businessman from Madhupur in the Girdih district, besides two youths of Patna, who are arms dealers, were also arrested during separate raids. Without specifying the circumstances or dates of these arrests, police said that more than INR 950,000 in currency notes, 250 cartridges, two laptops, few cell-phones, Maoist literature and training materials were recovered from Ranchi, Giridih, Patna and bordering areas of Jharkhand and Bihar. The police also found five extortion notices meant for Imphal-based businessmen. Raghuvanshi described the arrests of Vishnu alias Shridhar Krishnan Srinivasan, a Central Committee member of the outfit and Vikram alias Vernin Gonsalves, a member of the outfit’s Maharshtra State Committee as a "a big catch." Two pistols, gelatin sticks, 106 CDs, pen drives, a laptop and photographs were recovered from the arrested duo. The Director-General of Police P.S. Pasricha said that the two were also linked to Arun Ferreira, a left-wing extremist who was arrested by Nagpur police in May 2007. The Punjab Police have foiled an attempt by Babbar Khalsa International (BKI) terrorists to assassinate the Sirsa-based Sacha Sauda (a sect) chief, Gurmeet Ram Raheem Singh, and heads of two other sects, UNI reported. The Senior Superintendent of Police (Kapurthala), Rakesh Aggarwal, informed that three members of the BKI module, identified as Gurinder Singh, Zorawar Singh alias Zora and Parmider Singh alias Babloo, were arrested and two Improvised Explosive Devices (IED) assembled by using 9.75 kg high quality RDX recovered. The police also seized 300 grams of RDX, two detonators, two timers, 40 cartridges of different bores, four boxes of other explosive material, two kg of copper wire and two mobile phones along with several other articles. Aggarwal disclosed that 12 other BKI gang members, including its kingpin Gurpreet Singh, were still at large. Aggarwal said the module was assigned the task to assassinate Gurmeet Ram Raheem Singh besides Baba Ashutosh, head of the Noormahal based Divya Jyoti Sansthan, and Baba Bhaniara Wala. Besides several politicians, including the Anti-Terrorists Front chairperson and former All India Youth Congress chief Maninderjit Singh Bitta, was also on the hit list of this group, he said. Another Babbar Khalsa module comprising Sandip Singh of Rurrka Khurad, Harminder Singh of Ludhiana, Bhabdip Singh and Bhapinder Singh of district Hoshiarpur, Sarabjit Singh of Ludhiana and Dilbag Singh of Amritsar is reportedly still at large. Gurpreet Singh is an active BKI militant and had received training in assembling explosive devices in Pakistan and he had been given the task by the outfit’s chief Wadhawa Singh to revive terrorism in Punjab.

However, no arrests were made. The Inspector-General of Police (eastern range), B.L. Buam, said that police surrounded the camps, about 25-km from the Bangladesh border, around 4.30am (IST). "The exchange of fire lasted for 40 minutes," said Buam, adding, the militants of both groups are engaged in extortion in the Jaintia Hills coal belt. He stated that the police received information about the camps while interrogating two HNLC militants who were arrested on December 16. The duo, identified as Pynhunlang Kharbani, the ‘area commander’ of HNLC in Jaintia Hills, and Robinson Lyngdoh Lyngkhoi, were arrested up from Chiehruphi village in the Jaintia Hills.

Imocha confessed that he along with another one PREPAK cadre, Krishna, exploded a hand grenade in Thangal Bazaar on October 1 injuring three civilians. Colonel Lalit Mohan Pant, PRO of the Assam Rifles, said "Radio communication between the underground indicate several fatal casualties to their cadres and a scores of them injured. Some cadres are missing believed to have deserted their group". He added that one ‘lieutenant colonel’ Pathao instructed the cadres to vacate their camp and move towards Myanmar. So far a total of 170 IEDs have been recovered and subsequently destroyed, the officer said.

One Chinese pistol, a revolver with six rounds of ammunition and INR 40,000 was recovered after the encounter. The police said the extortionist, Sucheng Marak from Rewak village, was the leader of a gang involved in extorting money from government offices in South Garo Hills. The gang had been collecting money in the name of the Achik force for the past month after serving demand notes to government offices. A few magistrates and block development officers also received demand notes, the police said.

Eight kilograms of explosives, one RPG round, eight magazines, nine fired lethod cases, 15 blankets, four 9 volt batteries, one 12 volt car batteries, eight jerricans, 13 plates, 12 bowls, one entrenching tool, one duty register, and a medicine drum were recovered.
