A cadre of the People’s Liberation Front of India (PLFI), a breakaway faction of the Communist Party of India-Maoist (CPI-Maoist), was arrested by Police from Asro village, under Sisai Police Station area in Gumla District on April 1, reports The Times of India. Dayanand Yadav, a member of the squad of PLFI ‘sub-zonal commander’ Sanjay Tiger, was arrested from his village along with a pistol, four bullets, a motorcycle, and three mobile sets. Yadav confessed before Police that PLFI is currently waging war against a rival group called Paharichita for establishing supremacy in the area.

A Press Information Bureau –Defence Wing (PIB-DW) release said that after receiving information of desertion of a cadre belonging to United Socialist Revolutionary Army (USRA) with arms and ammunition from Chongkhajao designate Suspension of Operation (SoO) camp on March 31, 2013, multidirectional search operations were launched in Phailan and Saigum areas to apprehend the deserter with weapons, The Sangai Express reports. The release added that the effort led to recovery of one AK-56 Rifle with magazine, one G-3 Rifle with two magazines, two Italian made pistols and 37 live rounds from a Jhoom hut on April 1. The cadre had abandoned the weapon due to sustained search operations launched by the Security Forces, thus averting a major fire fight in civil areas, maintained the release.

Security Forces (SF) neutralized a militant hideout and recovered huge cache of arms and ammunition on April 10 during an operation launched since April 8 after reports of militant movement in the Rajwar forest of Kupwara District, reports Daily Excelsior. Six rifles, nine RPG grenades/rounds, 36 RPG Booster, 19 AK magazines, 25 rounds of AK ammunition, 500 grams of RDX, six pistol silencer, 119 UBGL rounds and two disposal rocket launchers were found concealed in a box in a Nallah in the Waderbala area of the forest.

The Communist Party of India-Maoist (CPI-Maoist) cadres on April 11 blasted around seven wings of a building of the State Irrigation department in Aurangabad District, reports The Hindu. The incident took place around 2.30 a.m. near Bigha village in Deo block, on the Deo-Abma road. Around 50 to 100 hundred Maoists attacked the building and blasted it, the Police said. “The building has seven structures, which were being repaired by the Irrigation department. Two of them have been severely damaged, while the remaining five have been partially damaged,” Daljeet Singh, Superintendent of Police, Aurangabad, told The Hindu. The Police have also recovered a “live cane bomb, which we have defused. It kept to trap the police and the bomb disposal squad,” Mr. Singh said. He said there was no plan to move teams of the Central Reserve Police Force (CRPF) to the building.

Four Communist Party of India-Maoist (CPI-Maoist) cadres, a Policeman and two villagers were killed in an encounter between the Maoists and Commandos of an anti-Naxal [Left-Wing Extremism (LWE)] unit, C-60, in a forest of Dhanora in Gadchiroli District on April 12, reports The Times of India. Sources said that C-60 Commandos launched a Search Operation in Sindesur forest in north Gadchiroli after receiving tip off that some LWEs had assembled near Sindesur village and were likely to address villagers in a meeting following lunch. Several LWEs were injured in the firing but bodies of three women and one male rebel were recovered. One SLR and a Bharmar rifle were also recovered. C-60 Commando Govind Farkade was the first to be killed. The Police have identified the slain LWEs as Pankaj Gawade, Champa Tursam, Vasanti Kowachi and Sangeeta Atram belonging to Dhanora Local Organizational Squad and Platoon 15.

Satya Ranjan Panda, Deputy Commandant, BSF, said "We had intelligence inputs regarding existence of the unit and an operation was launched to unearth it. A team of BSF personnel from our Podapadar camp spotted the unit around 10.30 am". The security personnel also recovered Maoist belongings from the spot which includes a lathe machine, a drilling machine, a mixer, an iron wielding machine, a battery testing meter, steel containers, two empty cases of claymore mines, at least four gun barrels, two pairs of ultra uniforms, Maoist literature and as many as 50 types of spare parts used in gun were also seized.

An aide of Sabyasachi Panda, the Chief of the Odisha Maobadi Party, a splinter group of the Communist Party of India-Maoist (CPI-Maoist), identified as Kandra Dalabehera alias Paster was arrested from Richaguda forest under Badagarh Police Station limits in Ganjam District, on April 13, during an anti-Maoist operation, reports The New Indian Express. The operation was carried out jointly by the Special Operation Group (SOG), Central Reserve Police Force (CRPF), Ganjam District Voluntary Force (DVF) and Gajapati Police. Ganjam Superintendent of Police (SP), Asish Kumar Singh, said the operation was launched in the triangular area of Badagada, Sheragada and Mohana Police Stations from the mid-night of April 11 and ended on April 14 morning. Following interrogation, Kandra took Police to a camp of Sabyasachi in the forest of Richaguda. However, taking advantage of thick forest cover, Sabyasachi and his cadres managed to escape. Police destroyed the camp and seized at least seven rifles, including one each 7.62 MM Self Loading Rifle (SLR) and .303 rifle, over 100 live ammunition, magazine pouches, five pairs of dresses, Maoist literature and books, cooking utensils, batteries, medicines, grocery items and several other items.

On a tip off about the presence of Maoists in the forest, a search was launched by Greyhounds force of Andhra Pradesh and District force early in the morning, Sukma Superintendent of Police (SP) Abishek Shandilya said. On spotting the SFs, Maoists opened fire and in the retaliatory action, eight Maoists were killed, he said, adding some arms were also recovered from the encounter spot. Two militants were hiding in an orchard at village Wagub in Sopore area of the District, who upon seeing the SF fired upon the advancing parties and in the retaliatory fire one militant, identified as Shabir Ahmad Sheikh alias Tameem alias Sufiyan, was killed. Acting on a tip off, the Special Task Force (STF) of Kolkata Police arrested two senior Communist Party of India-Maoist (CPI-Maoist) leaders, identified as Sabyasachi Goswami alias Kishore and Zakir Hussain, from Jadavpur area in Kolkata, on April 18 night, reports The Indian Express. Two improvised fire arms, four rounds of ammunition and Maoists documents were seized from their possession. Police said Goswami, who is a state committee member of the CPI-Maoist, was arrested in 2006 and was released on bail. However, his lawyer claimed that Goswami was acquitted of all the charges in 2011. According to the Police, Goswami, who was the city committee secretary of the CPI-Maoist, was replaced by the young Maoist leader Abhishek Mukherjee after his arrest. Mukherjee too was arrested in September last year. A senior Police officer said "Goswami was close to Maoist leader Kishenji. He has admitted that he met Kishenji several times before the latter was killed in an encounter. Goswami was trying to reorganise and restructure the city committee after Mukherjee's arrest."

Five rifles, three pistols and 43 rounds of ammunition, Improvised Explosive Device (IED), a cylinder besides six Police uniforms were recovered from them. East Champaran Superintendent of Police (SP), Vinay Kumar, said a Police team led by Assistant Superintendent of Police (ASP) (Operations) Sanjay Kumar Singh laid a trap in the area and arrested all nine Maoists, who were planning to unleash violence at the village to avenge the killing of Allah Paswan, who was recently killed by another Maoist faction. Kulvinderjeet Singh alias Khalsa, who pleaded guilty in the blasts case and Baljinder Singh alias Badshah had allegedly committed bank robberies in Delhi a few years ago. Baljinder was arrested in four cases, including a case registered under Maharashtra Control of Organised Crime Act (MCOCA), the law to deal with organized crime. On March 30, 2012, Baljinder had escaped from custody while he was being escorted to Punjab for a hearing. Two sophisticated pistols, a spent shell, a magazine and 16 live cartridges were recovered from the accused. Special commissioner, special cell, S. N. Shrivastava said Kulvinderjeet was found in possession of a fake identity card of Punjab Police and was impersonating as Police inspector Paramjit while Baljinder was impersonating as head constable Baldev Singh. Police say, in 1995 Kulvinderjeet, his brother Hardeep Singh and another man, Rajwinder Singh, were involved in a plot to throw grenades at tourists outside Red Fort. Rajwinder exploded one at the fort while two others did not explode. The same day, the three men left on a train and Kulvinderjeet exploded one grenade at Samaipur Badli (Delhi) railway station while another was thrown at Sonipat Railway station. Two more grenades planted on the railway track in Panipat were detected in time. Kulvinderjeet is also said to have set off a bomb near Delhi Darbar restaurant in Connaught Place in 1995, causing several casualties.

Inspector General of Police (IGP-Law and Order) LR Bishnoi said, “We have information that following panchayat elections in Goalpara, the Rabha National Liberation Force is again trying to gain strength by purchasing arms and ammunition. The outfit, which is mostly active in the district, had received a blow when eight of its cadres were killed in encounters during the past seven-eight months. Another five cadres had surrendered. Drishti Rajkhowa of Ulfa had asked a leader of the outfit, Deepak Rabha, to regroup and promised them support in this regard.”Bishnoi further said, “All the five arrested are cadres of RNLF and were heading towards Assam-Meghalaya border in Byrnihat to procure arms for the outfit. The procurement of arms was being planned to strengthen the outfit after the Panchayat polls,” adds The Assam Tribune. While the RNLF cadres have been identified as Bipul Rabha (32), Loteswar Rabha (32), Baidhya Rabha (32), Chittaranjan Rabha (40) and Rupam Rabha (35), the arms dealers were Jrewall Bey (31) and Kharej alias Res (35). According to the Police, the blast occurred on National Highway (NH) 26 at a culvert between Sakirai and Kauguntha villages near Ralegada in Sunki ghat area under Pottangi Police Station limits around 9 a.m. The BSF personnel were on leave and on their way in three vehicles to Visakhapatnam from Balimela area of Malkangiri District to board trains. Each vehicle was carrying seven BSF personnel. A man, who escaped unhurt, said their vehicles were first fired at by Maoists hiding on a nearby hill. The BSF personnel fired back. However, their third vehicle was blasted while crossing the culvert. The vehicle was thrown off the road and was destroyed. Two of the injured were in a serious condition and they were being shifted to Visakhapatnam for treatment. Koraput Superintendent of Police Avinash Kumar rushed to the spot with extra force, who were also fired at by the Maoists. Kumar narrowly escaped a bullet. Security Force (SF) personnel have cordoned off the hill and rounded up some suspicious persons from the area, who are being interrogated at Pottangi Police Station. SFs seized a grenade and wire used to detonate the landmine from the hill. Some food stuff were also found at the spot, hinting that it was an ambush.

The Security Force personnel were on anti-Maoist operations for the last two days in interior parts of Gangalur after they received information about the Maoists hiding in Kurcholi and Bodlapusnar areas. The deceased was identified as Hemla Munna (29), a member of military company II of the CPI-Maoist. Several others received bullet injuries, but ultras managed to take them to dense forest, Police said. Those engaged in assembling the guns fled on seeing the Police. No arrests have been made thus far. The Shillong Times reports that Garo National liberation Army (GNLA) militants triggered an Improvised Explosive Device (IED) blast targeting six Police personnel, travelling in a bullet proof truck, at Nengkhra in the East Garo Hills District on August 7. “It was a claymore IED put on the roadside of the culvert. Two IEDs were placed but one did not explode. Our vehicle sustained slight damage but is in running condition,” said Superintendent of Police J F K Marak. Police retrieved another such device which failed to explode. Around 30 meters of fuse wire used to charge the firing mechanism was also retrieved from the site of the ambush. The IED blast was reportedly undertaken by a special militant team of the GNLA under direct operational command of its ‘chief’ Sohan D Shira reportedly to avenge the death of a senior leader and ‘deputy area commander’ Pilon M Sangma alias Markus of its central command who was shot dead in a Police operation on July 19. The Independent faction of United Liberation Front of Asom (ULFA-I) is suspected to have supplied the IED to the GNLA for operational use.

The deceased were identified as Jeremiya Narzary, a Class X student, and Pranjit Narzary, a Class VI student. A Class VII student, Nikodim Narzary, sustained serious injuries and has been sent to the Gauhati Medical College and Hospital. Chirang Superintendent of Police (SP), Ranjan Bhuyan, said both the deceased were members of the NDFB-IKS and an AK-47 rifle, 15 rounds of ammunition and a hand grenade had been recovered from them. “Nikodim could be either innocent or a linkman of the outfit. He seems to have sustained injuries in the crossfire. As far as the two slain militants are concerned, we are absolutely sure that they are members of the Songbijit faction of the NDFB and are suspected to have been involved in extortion and abductions in that area.” However, the killings have raised tension in the District and allegations of fake encounter were levelled against the SFs.

The Assam rifles press release said that the combined team while conducting combing operation in a hilly and a thickly wooded area, were fired upon at about 6.30 am. During the ensuing exchange of gun fire the SFs killed three suspected KNF-N cadres, all wearing combat pattern dress. One M-16 Rifle with 300 live rounds, one AK 47 Rifle with 93 live rounds, one G-3 Rifle with 173 live rounds, four live rounds of 12 Bore Rifle, 34 live rounds of US Carbine, two notebooks containing incriminating details and other war like stores were recovered from their possession. In the fire fight, one armed cadre was possibly injured; however, he managed to escape under the cover of dense jungle. Significantly, the KNF-N is not a party to the Suspension of Operations (SoO) pact with the Government of India and the State Government.

The Maoists were arrested while they were hiding in forests of Kamardih and Mauhadih under Shankargarh Police Station area, Balrampur Superintendent of Police (SP) GS Darro said. Since December 21, a joint team of Central Reserve Police Force (CRPF) and district force had been on an area domination exercise in forests of Kamardiah, on the border of Balrampur-Jashpur Districts connecting Jharkhand. Those arrested were Amar Sai, Salik Ram, Bhajan, Raju, Matru and Chhapi. A joint team of Special Operation Group (SOG) and Police from Malkangiri and Koraput Districts eliminated the Maoist during a joint combing operation in the forests near Chhiliba under Machkund area of Malkangiri District. He was a senior member of Andhra-Odisha Border Malkangiri Maoist Divisional Committee. He was involved in many incidents of murder including the killing of 38 security personnel in Chitrakonda reservoir in Malkangiri District, extortion and land mine blasts. However, about four other Maoists managed to escape from the encounter site. A hand grenade and a pistol were recovered from the site.

The exchange of fire took place when the security personnel raided a secret Maoist camp inside jungle near Indragada in Raikia Police Station limits. There were no reports of casualties or injuries from any side. The Maoists in the camp managed to escape into the dense jungle. But arms, ammunition, explosives and other material of Maoists were seized from the deserted camp. Kandhamal Superintendent of Police (SP) Kanwar Vishal Singh said a special operation was launched jointly by the personnel of the District Voluntary Force (DVF) of Kandhamal and Ganjam District on December 24 to unearth the secret camp of Maoists. Information regarding the camp came from a diary seized from a Maoist named Pratap Pradhan who was arrested during an extortion attempt two days ago. The seized items included two rifles, fifteen 9 mm ammunition, five bullets of SLR, one grenade, two landmines each weighing more than 10 kg, 13 detonators, four pairs of Maoist uniform, and two chargers of VHF communication sets, etc.

A Srinagar based defence spokesman said, “During the searches, major haul of weapons including 20 AK 47 Rifles and 20 Pistols along with huge amount of ammunition, hidden one kilometer inside the Line of Control were recovered”.
