One gun smuggler identified as Abdul Rauf of village Shakhikanisahil in Karimganj District was arrested on April 10. 19 gelatin sticks, 23 detonators and one 12 bore Smooth Bore Muzzle Loading (SBML) rifle were recovered from him.

Times of India reports that a Communist Party of India-Maoist (CPI-Maoist) squad member, identified as Kalu Mahato was arrested from Niharia village near Jhargram in West Midnapore District in the evening of April 11. "Kalu Mahato was wanted for several murders and landmine explosions at Kharbandi and Murakhati areas of Jhargram. He will be produced before the Jhargram court on Tuesday [April 12]," said Jhargram Superintendent of Police Pravin Tripathi. Acting on a tip-off, the Central Reserve Police Force (CRPF) Battalion No. 184 raided Niharia forests and arrested Mahato. Mahato, according to Police, is the member of Maoist leader Goutam's squad. Police recovered one pipe gun, three rounds of 8mm and 20 rounds of 12-bore cartridges, five detonators and one challenger from him.

Times of India reports that Chichgarh squad of Anti-Naxal [Left Wing Extremism] Special Action Force recovered arms and ammunition from Communist Party of India-Maoist (CPI-Maoist) hideouts between Chichgarh and Maisuli forests in Gondia District in the early hours of April 11. This ammunition was being accumulated here for some future attack in this region. The estimated cost of this ammunition is over INR 16,000. While the Chichgarh anti-Naxal squad was on routine combing operation, it received a tip-off that some ammunition has been stashed away in the forest. The squad recovered the cache that included two stengun magazines, one stengun, 9mm pistols with 56 live rounds and material related to Maoist movement.

Times of India reports that four leaders of the Communist Party of India-Maoist (CPI-Maoist) were arrested by Madhya Pradesh Police from an arms dump in the State capital Bhopal on April 10. The arrested leaders have been identified as Divakar Patil, Sunitha, Pentaiah and Ramesh. "A Police Officer from Guntur was summoned to confirm the identities of the rebel leaders," a source said. While Divakar is a native of Bapatla town, the other three were residents of Ponnur and Amruthalur towns in Guntur District in Andhra Pradesh. They had joined the Naxal [Left Wing Extremism] movement a decade ago and worked in Bollapalli, Veldurthy and Pullalacheruvu dalams (squad) for more than six years. "They shifted their base to MP following the aggressive Police hunt in the Nallamala region in the last four years," sources said. The antecedents of the arrested Maoists are yet to be known, police believe they might have been working in coordination with the armed dalams in the forests. "They initially worked as weapon carriers in Guntur District and subsequently promoted," a Police official said.

Former Sub Divisional Magistrate (SDM) of Mendhar in Poonch District, Choudhary Mukhtiar, who had gone underground as his involvement figured in issuance of fake gun license was arrested on April 12 by a Special Investigating Team (SIT) of the Police from the house of his brother-in-law at Dalpatian Mohalla in Jammu more than two months after he went racket, reports Daily Excelsior. The former SDM Mendhar is also wanted by Tulja Police Station in Pune, Maharashtra where three First Information Report (FIRs) have been registered by Police in connection with fake gun license racket, which also had its roots in states of Haryana, Rajasthan and Gujarat besides Maharashtra. The SFs neutralised the transit camp of the Maoists and recovered fire arms and explosives. According to the Senior Superintendent of Police (SSP) Akhilesh Jha, 100 rounds of fire were exchanged with the Maoists during the course of operation that lasted 15 minutes. Though there was no casualty, report indicated that the Maoists retreated to the West Bengal. In three major successful operations, carried out on April 21 Security Forces (SFs) killed two top Lashkar-e-Toiba (LeT) militants in Kishtwar District, captured three hawala (illegal money transfer) operators in Banihal of Ramban District and seized explosives from Panchayat (village level local self-government) building at Khari, Banihal, which had been dumped by militants to disrupt Panchayat elections, scheduled for May 16, reports Daily Excelsior. SFs eliminated two dreaded LeT militants, Mohammad Sultan Bhat (‘district commander’ of LeT) alias Noman, resident of Naik Mohalla, Saranwa in Kishtwar District and Jaan Mohammad of Chatroo in Doda District, who happened to be close associates of Lashkar ‘divisional commander’ Salman alias Habib Gujjar alias Jameel in Kishtwar. However, two more LeT militants including Salman himself and Mohammad Ishaq Lone have managed to escape from the encounter site. Recoveries made from the site of encounter included one AK-47 rifle with two magazines, one grenade and a large quantity of ammunition and explosive material. Of three hawala operators captured by Police, one was Sheikh’s brother-in-law Barkat Ali Dar. Superintendent of Police (SP) Ramban Anil Magotra said, adding that hawala consignment was delivered at Bijbehara in Anantnag District at the behest of Sheikh. The seized hawala money was meant for militants and their families. Along with Dar, two other operators Farhad Ali Khanday and Mohammad Ramzan Hajam (both from Banihal) were also arrested by SFs and INR 1.99 lakh were recovered from their possession. According to Deputy Inspector General of Police (DIG) Soumendra Priyadarshi, South West range, these landmines were planted by the Maoists to block the Police Forces reaching the mountains last month when they had organised a meeting along with the Chasi Mulia Adivasi Sangh (CMAS) of Narayanpatna. The recovery included 180 gelatine sticks, four detonators and about 30 metres of wire. Looking at the amount of explosives recovered, Priyadarshi said that the landmine could have blown off a heavy vehicle with ease.

Police have arrested two police personnel, identified as Mahroof Ahmed, a Follower in Police Department and Parvez Ahmed, a Special Police Officer (SPO) with Commando Group, both residents of Mendhar, along with Liaquat Hussain of Balakot who is with 156 Territorial Army (TA) as a jawan (trooper), for their involvement in militancy and recovered two Pakistan made pistols from their possession in Mendhar town of Poonch District on April 22, reports Daily Excelsior. The police and TA personnel were being quizzed to ascertain identity of the militants, who had been supplying weapons to them for further deliveries to their colleagues. Police suspected a link between recent recovery of pistols from Bhati Dhar forests in Poonch District and the pistols recovered from SPO and TA jawan as all of them were of same make. The Deputy Inspector General (DIG) Rajouri-Poonch Range stated that, "Definitely, the arrested policemen and TA jawan were involved in militancy. They were working for the militants, which is evident from the fact that they were in possession of Pakistan made pistols. We are subjecting the arrested persons to sustained questioning to ascertain the source of weapons.” A FIR No. 52/11 under Sections 7/25 Arms Act, 120-B and 122 Ranjit Penal Code (RPC) has been registered against the accused at Mendhar Police Station for further investigations.

Acting on a tip-off, troopers of the elite anti-Naxal [Left Wing Extremism] Special Operation Group (SOG) and the District Volunteer Force (DVF) arrived at the Tentulipadar village and raided Nakamamudi forest under Chitrakonda Police limits and were challenged by the Maoists camped there. “The force retaliated after the Maoists fired at them,” Deputy Inspector General of Police (DIG) Soumendra Priyadarshi, said. After an hour long exchange of fire between both the sides, the Police were able to kill the woman cadre on the spot, while the rest of the Maoists managed to escape from the site. Huge cache of arms & ammunitions including one .303 rifle, a .12 gun, SBML gun, one live landmine, several hand-grenades, country made gun, claymore mines, a DVD player, tape-recorders, a bag of Maoist literatures and 16 pairs of dress were recovered from the encounter site, the Police said. Gajla is believed to be from neighbouring Andhra Pradesh.

An intercept of a Pakistani militant, Mehmoodi, presently operating from Muzaffarabad in Pakistan occupied Kashmir (PoK) and his conversation with Abu Moosa on April 23 gave the SFs clues about the location of the militant leading to his killing along with his associate. According to Inspector General of Police (Jammu) Dilbagh Singh SFs launched operation along Dandi Nullah (stream) in Aakhran belt of Banihal in Ramban District in the night after developing specific inputs about movement of Moosa and his associate Zulqarnain in the area. However, the encounter started in the morning of April 24, in which both the militants were killed. Zulqarnain, who had operated as bodyguard of Abu Moosa and later became a top militant of the outfit, was active in the militancy for past nine years. Jhargram Additional Superintendent of Police (ASP) Mukesh Kumar said Rama, wanted in several cases of murder and kidnapping, was picked up following a tip off. Police said Gautam Rana, a resident of Kharbandi village, was active in Sankrail in Jhargram and Beliabera areas, adds Times of India. He was involved in several murders, including that of abducted Police constable Sarkar Hembram. He was also the key accused in the explosions at Kharbandi and Patashimul gram Panchayats (village level local self-Government institution). Rana was arrested in December 2009 but released on bail. The Police have recovered a large quantity of Naxal [Left Wing Extremism] literature, laptops, CDs, audio, video tapes, press notes and cash amounting to INR 455, 000 cash from her. “Sushma heads the base in Pune, which they have been using since 2008. The group targets urban hutments and areas in industrial belts to spread their ideology and recruit tribals. The base in Pune ensured that these two [Angela and Sushma] organise procurement of weapons, flash cameras and other equipment needed by the group. She was involved in handling the salary, in arranging financial assistance, a safe haven for the group members, medical assistance and procurement and storage of weapons. She was also involved in sending the weapons safely when needed to locations decided," said Maria. “Sushma was working as a marketing agent in a Pune-based company under the name Shradha Gurav. Ghasi belonged to a village near Araku valley in Vishakhapatnam District of Andhra Pradesh, joined the Maoist movement long ago and worked for the East Godavari Division. Superintendent of Police Kanti Rana Tata said that the slain Naxalite cadre was CPI-ML Praja Pratighatana Gundala area committee ‘commander’ Gampala Shankar, the brother of the outfit's State ‘secretary’ Mohan. Two more Naxalite cadres sustained bullet wounds in the exchange of fire, he said adding that they were rushed to a hospital in Khammam. PTI reports that following a tip-off regarding the presence of about 10 cadres of the Communist Party of India-Maoist (CPI-Maoist), the Central Reserve Police Force (CRPF) troopers, local Police and District Voluntary Force (DVF) raided a Maoists camp at Bali Hills in Keonjhar District in the night of April 9. The Maoist camp was neutralised and the Police recovered a huge cache of explosives. "This is the biggest haul from any Maoist camp in the District," Keonjhar Superintendent of Police (SP) Ashish Singh told reporters adding that the Security Force Personnel had to defuse some land mines in order to reach the Maoist camp. The recovered materials included one Global Positioning System (GPS) set, 72 detonators, battery, country made guns, gelatin sticks, electric fuse wire, country made bomb, landmines, CD, radio, medicines, thermometers, Maoist literature, books, letters, posters, leaflets and other items, the SP said. The Maoists having links with Maoist leader Sushil had put up the camp to train their cadre inside the forests of the District, the SP added.

The UDLA was formed by some breakaway leaders and cadres of the United Liberation Front of Barak Valley (ULFBV), a militant outfit that laid down arms and returned to the mainstream in 2008. Sentinel reports that Security Forces (SFs) arrested one National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) militant identified as ‘Collector’ Teliam Panka (39) from Deomali in Tirap District of Arunachal Pradesh on August 31. One .22 mm country-made pistol, four live rounds and a forged driving license were recovered from him. He was recruited by ‘Colonel’ Absolon Thangkul in 2000. He was trained at General Head Quarter (GHQ), Dimapur with effect from November 2005 to January 2006. Since the termination of training, he had been operating in Tirap District. Interrogation also revealed that he had been managing and coordinating activities of NSCN-IM and was involved in providing logistic support, mobilizing armed groups and arranging administrative requirements of the outfit in Tirap. Reportedly, the arrested cadre has also disclosed several names of active sympathizers of the outfit in the District.

Four Garo National Liberation Army (GNLA) militants, including the ‘deputy commander-in-chief’ of the outfit, Roster Marak, a Police deserter, were killed in an encounter with the Special Weapon and Tactics (SWAT) team of the State Police at Bolkengre, a village located just four kms from Williamnagar town of East Khasi Hills District on August 9. The other three have been identified as Peter Momin alias Bruno, Hentison Sangma and Jekhyl Marak. Two of the militants, Darwin D Shira and Bilgrim M Sangma managed to escape under the cover of darkness. A sub-inspector of the SWAT was also injured during the encounter. This was the first successful operation after the intensified trail that started against GNLA militants in East Garo Hills. Police recovered one AK-81 rifle with 2 magazines, a grenade launcher with five live grenades, a powerful MKS rifle of 5.56 calibre, Chinese M20 pistol, five Chinese hand grenades, two large army grenades, one cylindrical grenade and 332 number of assorted ammunition including Insas, MKS, sniper and .32 calibre bullets from the encounter site, adds Shillong Times.

The arrested cadres were identified as PLFI ‘area commanders’ Ashish Gope alias Keshwar and Amit Oraon, besides Nandu Mahto, Animesh Ekka and Ajay Toppo alias Sunil who hails from Bartoli, Gumla Superintendent of Police Jatin Narwal said. Explosives including two landmines, four electronic detonators and a few metres of live wire, Maoist posters, banners and handwritten letters were recovered from the possession of the arrestees. The Police said following a tip-off that Maoists are planting explosives on Chandrapur-Dangasorada road within Chandrapur Police limits in the night of December 11, the operation was chalked out. Sub-Divisional Police Officer (SDPO) of Bissamkatak, R Prakash, said, "They joined the Maoist organization five years ago and are armed cadres.
