In a separate incident, unidentified terrorists killed a civilian in Shalimar, near Srinagar. Meanwhile, unidentified terrorists fired rockets at the Rajouri residence of a former State Minister and leader of the ruling National Conference (NC), Talib Hussain. Hussain was not present at his residence at the time of the attack. This was the second attack on his residence. Earlier, on December 24, 2001, unidentified terrorists snatched eight rifles from SF personnel guarding the leader’s residence.

The site of the attack is close to the State’s border with Himachal Pradesh. News reports said SF personnel, who were engaged in preparing the firing range, were first attacked with rockets, from atop a nearby hill. Then they were fired at. Police suspect that the terrorists probably belonged to outfits active in Jammu and Kashmir.

In Srinagar, 10 security force (SF) personnel and 15 civilians were injured when unidentified terrorists lobbed a hand grenade at Jehangir Chowk. News reports said a defused grenade was lobbed first, prompting many civilians to run away. As policemen gathered to investigate, a live grenade was lobbed which exploded and caused the injuries. Two of the injured personnel died later at a hospital. In a second grenade attack the city, two SF personnel were injured when a grenade was thrown on a patrol party. There were no arrests in either attack. Unconfirmed news reports added that two SF personnel were killed and seven others injured when unidentified terrorists attacked an SF camp in Darhal, Rajouri district; the terrorists managed to escape after the attack. In the same district, a civilian was abducted and killed by unidentified terrorists at Jamola.

Four postal employees were injured when a parcel bomb exploded at the Surya Nagar sub post office in the premises of Veterinary College of Orissa University of Agriculture and Technology (OUAT) near Siripur under Khandagiri police station limits, on January 3. Official sources said the registered parcel was being stamped when it exploded. The Chief Post Master General, who visited the scene of the blast, said the name of the consignee could not be ascertained as the postal department had dispensed with the practice of keeping duplicate copies of the receipt given to the sender of the parcel. The district police chief said that residue materials collected have indicated that the parcel had Electronic Explosive Device (EED). The explosive devices is suspected to have been triggered with a remote and contained a timer.

In two massacres by unidentified terrorists in Doda district on the night of January 6, seven people were killed. In the first massacre, unidentified terrorists first lobbed grenades into the residence of a Village Defence Committee (VDC) member at Luddu. As the residents rushed out in panic, the terrorists opened fire killing three family members. Consequently, other VDC members engaged the terrorists until security force (SF) reinforcements reached. A civilian was killed and four people, including a Special Police Officer (SPO), were injured in the encounter. The terrorists managed to escape without suffering any casualties. In the nearby Ramsu village, another group of unidentified terrorists attacked the residence of a VDC member. Earlier, on March 13 night the PWG Naxalites had blasted the Bhamini Mandal Revenue Office. They planted landmines at a culvert on the road leading to the office, anticipating the visit of police officers the next morning. According to official sources, the incident took place when the police team was going to inspect the damaged building. As the vehicle reached Ghanasar village, the Naxalites set off the landmine with the help of a battery-operated remote control device. After the blast, two police parties conducting combing operations in the nearby areas rushed to the spot and an encounter ensued which lasted for several hours. The Naxalites managed to escape.

According to media reports, a terrorist walked into the prayer hall and hurled six grenades on worshipers and later managed to escape from the incident site. Some eye witness accounts, however, have indicated the presence of two or three terrorists. Amongst those killed were Barbara Green, wife of an American diplomat and her daughter, two Pakistanis and an Afghan. The injured belonged to different countries including the USA, Britain, Australia, Canada, Switzerland, Afghanistan, Iran, Ethiopia, Iraq and Sri Lanka. Four Naxalites went inside the building, set up detonators in four rooms and the verandah and blasted them. Furniture, 80 computers and an AC room were completely damaged. Cracks were found throughout the building. Later, the Naxalites tried to blast a culvert on the highway near the college but escaped when they spotted vehicular traffic. The police unearthed detonators under the culvert. The Naxalites also reportedly left a letter at the place which said they resorted to the blast to protest the March 11-Eturunagaram encounter in Warangal district and against the Prevention of Terrorism Ordinance (POTO).

In an attack on the Raghunath temple in Jammu by the two fidayeen (suicide squad) of an unidentified terrorist group, at least seven persons, including three security force (SF) personnel were killed and more than twenty injured on March 30. The terrorists who arrived in a white ambassador car lobbed a grenade first and tried to make their way through the temple gate, guarded by the Special Service Bureau (SSB) personnel. However, one of the terrorist was killed in the encounter. The other terrorist, while firing indiscriminately, managed to sneak inside the temple premises. He was also killed in the ensuing encounter. Reports are uncertain about the number of terrorists killed inside the temple. Some add that there was a third fidayeen member as well, who blew himself after he ran short of ammunition inside the sanctum sanatorium of the temple. Four persons, including a woman pilgrim were killed in the firing by the terrorists. Three security personnel, including two SSB constables were also killed in the attack while trying to repulse the terrorist attack. The death of a fourth SF personnel is not yet confirmed. Reports further said at least twenty persons were injured during the exchange of fire. The identity of the terrorist outfit behind this attack is not yet confirmed. Anil Goswami, the Jammu Divisional Commissioner (DC), and Pitambar Lal Gupta, the Inspector General of Police (IGP) did not say anything regarding their identity. The former said "The terrorists or their outfit had not been identified so far". However, a terrorist outfit, the Islamic Front is said to have called up the British Broadcasting Corporation (BBC) Jammu office on March 30 to claim the responsibility of the attack.

The killings occurred after the VDC members ran short of ammunition and the terrorist realising this, lobbed grenades and opened fire simultaneously on the houses of the victims. Media reports also said some former VDC members were also involved in the attack, who had quit the Committee earlier to join the terrorists’ outfit. The security force personnel had already reached the site on information and engaged the terrorists in encounter, which was still going on when the report last came in. However, there are no reports of any casualties, thus far. The Chief Minister Dr Farooq Abdullah has strongly condemned the Dandli massacre.

Four SF personnel were injured as unidentified terrorists hurled grenades and opened fire on an Army convoy at Chajkot village near Awantipora on the Jammu-Srinagar national highway. Media reports indicated that the SFs allegedly opened fire on people at the Tral link road and, subsequently, a woman hailing from Halamola was killed. Six civilians were also injured in the firing.
