Sources said the Maoists, who had killed a local trader, Shakti Samant (37), late on January 7, had planted landmines anticipating movement of the Security Forces. When the news of the killing was reported, the BSF sent in a team to comb the area. A 30-member team was combing the forests when the Maoists triggered the landmines.

In spite of the denial by Garo national Liberation Army (GNLA) that it had no hand in the Improvise Explosive Device (lED) blast at Williamnagar town in East Garo Hills District on January 9, Meghalaya Police has confirmed that it was the handiwork of the outfit with the assistance from United Liberation Front of Asom (ULFA), reports The Shillong Times. A senior Police official on January 10, said that Police has enough evidence to show the blast was an outcome of the ongoing negotiations and a co-operation between GNLA and anti-talks faction of ULFA based in Bangladesh. Police said that the evidence indicated that there have been talks between GNLA supremo Sohan D. Shira and Deputy Commander in Chief of ULFA Drishti Rajkhowa alias Manoj Rabha. According to Police, the links between GNLA and ULFA seem to have been renewed last year during ‘Operation Hill storm’ when Sohan D. Shira fled Meghalaya and camped in Bangladesh for many months. ”In the renewed talks held three months ago, GNLA had asked for the services of an ULFA cadre named Aprai who is claimed to be an IED making expert. Some of the GNLA cadres were also sent for training in IED making in the ULFA camps in Bangladesh. Aprai is said to have strong connections in North Garo Hills district”, a Police source said.

Nine persons were injured, three of them critically, in an Improvised Explosive Device (IED) blast at a wine store in a crowded market at Williamnagar town in East Garo Hills District of Meghalaya on January 9, reports The Assam Tribune. Police suspect the hand of the Garo National Liberation Army (GNLA) and its ‘area commander’ Ajan Momin alias Jimmy. However, the Achik Matgrik Army (AMA) claimed responsibility for the blast. In a post on social media site Facebook, the AMA Ampati ‘area commander’ John Lesly Sangma stated that the blast was against sale of liquor and cigarettes to minors. “We had given time to stop the sale of alcohol to children until the end of last year. The Warimong Wine Store is not the only one and there are others that will be targeted”, said the online post.

Sevenjawans (troopers) of the Central Reserve Police Force (CRPF) were killed in a landmine explosion triggered by the Communist Party of India-Maoist (CPI-Maoist) in Dantewada District on March 30, reports The Hindu. “A vehicle of the CRPF’s 230th battalion was blown up by Maoists near the Malewara market on the Dantewada-Sukma road around 3 p.m. Seven jawans were martyred in the blast,” said Dinesh Pratap Upadhyay, Deputy Inspector General (DIG), CRPF, Dantewada Range. The blast left a five-foot crater and blew the Tata 407 vehicle into pieces. “The jawans belonged to the Ghusaras CRPF camp in Dantewada and were returning after leave for Holi,” Dantewada Superintendent of Police (SP) Kamlochan Kashyap said. The Maoists also had brought some people carrying traditional weapons, possibly to snatch the weapons from the CRPF men. However, source confirmed that all seven troopers belonged to the “non-combat” staff and were carrying no weapons with them. Upadhyay added “The blast was so powerful that the bodies were thrown 100-150 metres away. Almost all of them might have died in the explosion or would have been on the verge of death. But it is true that Maoists shot some of the bodies.” The deceased troopers were identified as Sub-Inspector D. Vijay Raj, Constables Pradeep Tirkey, Rupnarayan Das, Devendra Chourasia, Ranjan Dash and Mritunjoy Mukharjee and driver Saindane Nana Usesing.

The incident took place when a team of CRPF was on LRP on motorcycles at Bodra village under Topchanchi Police Station in Dhanbad. The CRPF personnel were riding motorcycles, when the extremists set off the blast through an IED, Police said. State Police Spokesperson SN Pradhan said the incident took place in the bordering area of Dhanbad and Giridih District where the rebels had laid several landmines. As soon as one of the IEDs was triggered the gelatin rods in a series started blowing one by one and a total of 52 landmines were exploded,” he said. “Topchanchi Police Station in charge Dharmdeo Ram and Inspector S Mishra were leading the LRP, while a CRPF team made up the tail of the convoy. According to reports the blast took place around 7.10 pm while the AR personnel were on normal duties in front of the camp. The deceased AR personnel have been identified as Gukulchand Yadap (32), of Rajasthan. He was reportedly evacuated to RIMS and later referred to Shija where he succumbed to his injury. The Coordination Committee (CorCom), a conglomerate body of several underground outfits has claimed its hand behind the ambush. CorCom said that the ambush was carried out by a Joint Fighting Force (JFF) and added that six personnel including one JCO were killed. A statement issued by Public Relation Officer (PRO) headquarters of Inspector General of Assam Rifles-South (IGAR-S) said that a convoy of AR while returning after assessing a landslide area in Holengjang to the Battalion Headquarters location at Joupi in Chandel District had an encounter with cadres of a militant group at 1 pm. In the ensuing fire fight, one Junior Commissioned Officer and five soldiers were martyred. The militants exploded IEDs before they rained bullets on the AR convoy. Another source said that the suspected militants take away one Light Machine Gun, four AK Rifles and one INSAS Rifle along with ammunition when they escaped inside the thick jungle. The agency has submitted its report to the Haryana Police on the blast that took place inside a bus near Pipli in Kurukshetra District on May 26 which bore "striking similarity" to the explosions that occurred on January 16 and May 13.The NIA has said in its report that Ammonium Nitrate and Potassium Chlorate had been used in all the three explosive devices which were attached to a clock with a 12 volt battery as a triggering mechanism. The bomber, it said, seemed to be improvising on the explosive devices as in the January blast a cardboard box was used to pack the material which was followed by a plastic box in the May 13 incident and now an aluminum box, the sources said.Normal adhesive tapes were used in packing the explosive material in the first two bombs but in the latest blast the bomber had used surgical tapes whose adhesive qualities are much better, the sources said, adding the reason why no large-scale damage was done was that no shrapnels had been used. The serial number of battery used in the Pipli was not destroyed in the blast and it could help the investigators crack the case, they said.

Three separate blasts claimed 26 lives, including those of two suicide bombers and 14 Nepalese nationals, and injured more than 50 others in Afghanistan. According to details, in the first attack, a Taliban suicide bomber hit a minibus carrying Nepalese guards in Kabul along the main road to the eastern city of Jalalabad. The Taliban also claimed a second smaller blast in south Kabul. The third blast took place in a market in Kasham District of Badakhshan province.

There were reports that another explosive device that did not go off was later defused by the bomb disposal unit.Meanwhile, the KP Government on June 26 made a drastic cut in the funds for minorities, allocating a whopping PKR 300 million for the Darul Uloom Haqqania, reports The News. In the last year’s budgetary allocation made for the Department of Auqaf and Minority Affairs, 52.70% was earmarked for the welfare of minorities in the Annual Development Programme in contrast with 23.49% this year, an examination of the budget documents and discussion with relevant officials reveal. While a disproportionate increase has been registered in funds for Auqaf and a major chunk went to the Darul Uloom Haqqania, the funds reserved for textbooks and fees for deserving students in Christian institutions like convent schools have been reduced. The cuts in allocations for medical grants and dowry fund for minority members are separate from this. This reduction has occurred in the absence of any Minister holding the portfolio of Minority Affairs. Suran Singh, murdered in April 2016, was the last in-charge of this Ministry.

According to Police sources, a troupe of paramilitary forces of 143 Battalion of the Border Security Force (BSF) were involved in combing operation when they stumbled upon these two landmines, planted under a culvert on Jeypore-Lamtaput road near Kadama village. The camp was set up by the Mahanadi Wildlife Division. At least three masked persons came to the camp and went on the rampage. They also detonated a bomb near the camp. "We informed the police about the incident. They are investigating the incident," Divisional Forest Officer (DFO), Mahanadi Wildlife Division (Nayagarh), AP Das said. Police said it might be the handiwork of the extremists as the area is Maoist-affected. "A massive combing operation has been launched in the area," said Superintendent of Police (SP) (Nayagarh) KV Singh. Maoists have been opposing the wildlife division's plan to evacuate people from the sanctuary area to set up anti-poaching camps, sources said. There are two wildlife sanctuaries near the place of the incident - Baisipali and Satakosia Gorge. Police also detected a Maoist poster from the area. The Maoists strongly opposed the evacuation plan in the poster.

Initially, the troopers of the CoBRA unit were ambushed in an IED blast after which an encounter started between the two sides resulting in the killing of three Maoists. The incident was reported from Chakarbanda-Dumarinala forests of Aurangabad District. Some arms and ammunition, including an AK-47 rifle, INSAS rifle and under barrel grenade launcher were also recovered from the encounter site. Commenting on the Security Forces (SF) casualty a senior official said that "While eight personnel were killed on the spot, two others succumbed to their injuries when they were being evacuated".

Khan Muhammad was the District Chairman of the Pakistan People’s Party (PPP) and another man accompanying him, identified as Adil Khan, was PPP tehsil (revenue unit) Councilor Police Official Yar Muhammad claimed that the target of the attack was, Malik Mutabar Khan, the head of another peace committee, who was not present in the vehicle at the time of the explosion. “It was just by chance that Malik Mutabar Khan got off the vehicle at a nearby place before the explosion,” the Police Official said.
