Pro-Tamil sources, meanwhile, said over 10,000 students, residents and representatives of civil organisations in Jaffna staged a demonstration on January 17 urging the government to reciprocate the LTTE's Christmas cease-fire offer and commence negotiations with the rebels. The demonstration held on the Jaffna University premises was addressed by the Vice-Chancellor among others. The demonstrators released a declaration, which said, "The government must immediately stop this war… begin meaningful and just peace talks with the Liberation Tigers. Through this process, we want to see a just solution that recognises the Tamil people’s aspirations of the recognition of the Tamil nation, recognition of our homelands and recognition of our right to self-determination. "

On the same day, in the afternoon, one police personnel was injured as some unidentified terrorists from a procession lobbed a grenade on the Police and also fired several shots at Gojwara Chowk in Nowhatta on March 16. However, the terrorists managed to escape from the site of the incident. The procession was part of the strike call given by Syed Ali Shah Geelani and Mirwaiz Omar Farooq, senior leaders of the All Parties Hurriyat Conference (APHC), in protest against the alleged act of desecration of the holy Quran by certain Vishwa Hindu Parishad activists at New Delhi recently. Police also detained Geelani and other leaders of the Hurriyat when he tried to lead a protest demonstration near his residence at Hyderpora.

The leader of the surrendered terrorists, Dhananjay Reang, has stated that unless the Tripura government fulfilled their demands, some of the surrendered terrorists would return to violence. Dhananjay Reang was a founder president of the National Liberation Front of Tripura (NLFT). He had formed the TRA outfit following a split in the NLFT in 1993, but joined the mainstream in 1997 after four years of militancy. A total of 145 TRA insurgents led by Reang had surrendered in 1997 in South Tripura district before former state home minister Samar Chowdhury.

The UCM, at a press conference in Imphal, on September 28, warned of a mass movement if the government failed to act within 48 hours. The UCM is a coalition of six Manipur organisations opposed to the extension of territorial limits of the cease-fire with the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) to Manipur. The North West Frontier Province (NWFP) government on October 7 put the Jamaat-Ulema-e-Islam (JuI-F) Chief Maulana Fazlur Rahman under house arrest for more than 12 hours to prevent him from proceeding to Multan to lead an anti-US rally. Pakistani news reports indicated that he was put under house arrest and directed not to leave his residence in his native village Abdul Khel in Dera Ismail Khan. Restrictions on his movement were later withdrawn. Commenting on his arrest, Fazlur Rehman said, "This reflects the government's nervousness. Our public meetings upset General Musharraf as these are spreading to the biggest province Punjab." The house arrest sparked unrest among his followers resulting in protest demonstrations in Peshawar. Hundreds of JuI-F activists assembled at the Madni Mosque at Namakmandhi and were addressed by party leaders. Some of the speakers indicated that the anticipated US attack would be met with retaliation and they would destroy all churches and temples in the region. They also stated, if the government banned their demonstrations on roads they would go underground and launch a massive attack against US interests. The leaders also added that if the day government allowed the US to use its territory against the Taliban, it would be the ‘last day’ of Gen. Musharraf’s regime.

In some areas, protestors reportedly took up positions on rooftops in various buildings and fired at the police and paramilitary troops. It claimed these people have been displaced from their homes in Manipur’s Imphal valley in the wake of the anti-ceasefire uprising in June 2001. After the June 14 decision of the Union government to territorially extend its cease-fire with the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), there were widespread protests by the Meiteis in the Manipur Valley. There was also increasing tension between the Meiteis and the Nagas living in manipur, which led to the Nagas living in the Imphal Valley of manipur, which is dominated by the Meiteis, to move to safer locations. According to the NISC, these internally displaced Nagas have since been living with their friends and relatives in the Naga-dominated hill districts of Manipur, and also in the hills of Assam and Arunachal Pradesh.

More than 70 persons have been arrested. Pakistani media reports have indicated that at least two restaurants owned by an American fast food outlet were ransacked and damaged, while two cars belonging to local bodies representatives were set on fire, and over two dozens other cars were damaged during the day-long clashes in Karachi. Most of the demonstrations and protests were held after the Friday prayers, when people came out of mosques chanting slogans against the US-led attacks on Afghanistan as well as against the government for extending support to the US. The Pakistan Afghanistan Defence Council (PADC), composed of 35 religious parties, had given the call for the strike. The police who raided houses of at least a dozen politico-religious leaders overnight arrested at least six religious leaders including Maulana Asad Thanvi and Maulana Mohammad Hussain Mahanti. The two leaders were later released.

Meanwhile, religious parties, which had taken part in the siege of Jacobabad airport to protest against the handing over of the airstrip to US forces, have claimed that police arrested over 500 persons. The siege call was given by the Jamaat-Ulema-e-Islam (JuI- Fazlur). During a gathering at Adal Shakh in Shikarpur district, police and protesters clashed, resulting in injuries to 25 JuI workers and six police personnel. One person was killed in police firing near the district council office. News reports said approximately 4,000 JuI (Fazlur) workers and supporters had converged in Jacobabad from Larkana under the leadership of provincial General Secretary Maulana Khalid Mehmood Soomro, who opined that the administration had turned their peaceful protest violent. He added that their countrywide protest would continue till the US stopped bombing Afghanistan. The Jammat-Ulema-e-Islam (Fazlur faction) has called for a countrywide protest on October 29 against the alleged use of chemical and biological weapons by the US on Afghanistan. Speaking at a press conference in Quetta, acting Chief of the JuI-F, Maulana Abdul Ghani said the party had decided to intensify its protest movement throughout the country. He said the JuI-F, in cooperation with Pakistan Afghanistan Defence Council (PADC), would stage protest demonstrations in each and every district of the country to express solidarity with the Taliban and denounce the US-led attacks. He also claimed that Allied Forces were using chemical and biological weapons against innocent Afghan people. He added that several Muslims worldwide were ready for Jehad against the "anti-Muslim" forces.

Several front organisations of left-wing extremists, Naxalites of the People’s War Group (PWG) organised a protest march in Patna on November 6, to protest against the US-led military campaign in Afghanistan and the Prevention of Terrorism Ordinance (POTO). A five-member delegation headed by leader of Akhil Bhartiya Jan Pratirodh Manch submitted a memorandum to the Governor V C Pande. The memorandum while indicating that ‘US imperialism' as the main source and reason behind terrorism also assailed the Union government for supporting the US-led military campaign in Afghanistan which it said lacked the support of the Indian people. It termed POTO as a draconian measure aimed at silencing genuine protests by political opponents, minorities and individuals, including journalists and demanded its immediate revocation. The memorandum also demanded lifting of ban on PWG and other Naxalite outfits. The organisations which participated in today's demonstration included Jan Pratirodh Manch, Mazdoor Kisan Sangrami Parishad, Krantikari Buddhijivi Sangharsh Manch and Democratic Students Union.

Taliban supporters observed a protest day in the capital Quetta and other parts of Balochistan province on November 16 and criticised the Northern Alliance and Pashtun leadership for "causing political crisis in the country." Thousands of activists of various religious outfits, including the Jamaat-Ulema-e-Islam (JuI-Fazlur faction), the Jamaat-e-Islam (JeI) and the Sipah-e-Sahba Pakistan (SSP) gathered at the Ayub Stadium, Quetta. The religious leaders claimed that secret forces of the Taliban regime had been safely stationed at different locations to commence a guerrilla war against the opposition. They said that they would support the Taliban as they "treaded the right path and were rendering sacrifices for the sake of Islam." Reports from Loralai, Pishin, Chaman, Nushki, Kharan, Dalbandin, Chaghai, Ziarat, Sibi, Dera Murad Jamali, Turbat, Panjgur, Gwadar, Kalat, Khuzdar and Zhob said that activists of the religious groups staged protest demonstrations there and condemned the US and Northern Alliance forces.

Various religious outfits observed a protest day on November 16 to condemn the US strikes against Afghanistan and declared that the protest would continue till the end of war against the Taliban. According to Pakistan-Afghanistan Defence Council (PADC), the protest day was observed all over the country. While calling for the formation of an interim setup in the country, the PADC claimed that the military regime had failed to safeguard the interests of Pakistan. The PADC leaders demanded of President Pervez Musharraf to establish an interim national government representing all political and religious parties of the country. Munawar Hassan, acting Chief of the Jamaat-e-Islam (JeI) said, "Owing to lack of political vision President Musharraf has failed to safeguard country as well as Muslim Ummah's interests."

Meanwhile, a public protest was organised in Srinagar on November 27 against the implementation of the Prevention of Terrorism Ordnance (POTO). As reported earlier, SFs had sealed a civilian’s residence in Srinagar on November 25 under the provisions of POTO following a raid in which some guns, ammunition and explosives were detected and seized. The POTO, an Ordinance promulgated by the Union Government is awaiting sanction by the Union Parliament. However, defending the implementation of the Ordinance in the State, Jammu and Kashmir Chief Minister Farooq Abdulla said on November 27 that the State government cannot wait for the Union Government to pass any such law to fight the menace of terrorism in J&K. He added that that the State government needs harsh laws to fight the proxy war and termed the POTO as one of the best tools to crush the ongoing proxy war.

According to media reports, hundreds of people, mostly businessmen, on December 5, protested at the Bilasipara police station demanding the immediate arrest of two surrendered ULFA (SULFA) activists for their alleged involvement in the abduction and subsequent killing of a local trader. The trader was reportedly abducted on October 12 and his body was recovered on December 5. Sources added that police later arrested four persons including two suspects for questioning.
