Addressing an organisational convention in Lahore, on January 13, he claimed that the Musharraf regime was taking steps against national interests under duress from the US and Indian governments. He said, "President Musharraf had been calling Kashmir freedom struggle a jihad for the last 27 months and all jihadi groups were working right under his nose. Will he care to explain, who has been patronising jihad for all those 25 years in Afghanistan and for 12 years in Kashmir." He also said the speech of President Musharraf was full of contradictions and he tried to divert public attention from real issues.

The Assam government ordered a magisterial enquiry into the killings of five Nepali villagers during an encounter in Kokrajhar district on February 2. Meanwhile, several Nepali groups such as the All Assam Nepali Students Union (AANSU) and the Assam Gorkha Sanmilan (AGS) alleged that it was a ‘fake encounter’ They demanded an immediate judicial probe into the incident and demanded Rs 10-lakh as compensation to the victims’ family members. AANSU and AGS have given a call for a 12-hour Kokrajhar district bandh on February 5 to protest against the killing. The All Bodo Students Association (ABSU) has also extended support to the bandh.

A news report said on February 19, that there is the possibility of a serious law and order problem in Assam if the government fails to take non-Bodos into confidence over the issue of forming the Bodoland Territorial Council (BTC). This follows a protest rally held by non-Bodo residents of the proposed BTC areas on February 19 against the formation of Bodoland Territorial Council (BTC). In the rally organized by the Sanmilita Janagosthiya Sangram Samiti (SJSS), a platform of eighteen non-Bodo organizations, participants resolved to launch a "do or die" agitation against the formation of the BTC. Their fear is said to be based on the perception that the Bodos, only 18 per cent in the proposed Council would rule over the non-Bodo majority. According to the report, Bodo organisations have collected ‘Bodoland tax’ from non-Bodo residents in the past and the latter fear intensification of this collection after the formation of the BTC. The Non-Bodos in the region have also alleged that Bodo organisations are planning an ethnic cleansing in the future.

The two leaders-Mustafa Kamal Rizwi and Nishat Malik were killed by unidentified terrorists in Karachi during the last week of April. "Police have arrested about 300 of our workers so far without any case or charges," said Nasreen Jalil, Deputy convener of the MQM-A. However, the Home Secretary, Brigadier Mukhtar Sheikh said no pre-emptive arrest was made. Police raided the MQM-A headquarters "Nine-Zero" in the Azizabad Area of Karachi and arrested the Deputy Conveners of the party's coordination committee, Aftab Sheikh, Nasreen Jalil and Shoaib Bukhari. According to a media report, elders of 18 tribal villages in the Asifabad police station limits in Nizamabad district have, on April 12, passed a resolution banning the entry of left-wing extremists, Naxalites of the People’s War Group (PWG) into the villages. In a meeting held in one of the villages, the tribal elders took an oath in front of the tribal deity to ban Naxals as they were perceived to be responsible for the backwardness of the villages. Thereafter, a resolution was passed in each of the 18 villages and copies of the resolution passed by tribal leaders were forwarded to the Asifabad police on May 13. In the resolution, the villagers were reportedly directed not to provide food or shelter to Naxalites as they had ‘used the tribals for their selfish ends’ Reports said the development came in the wake of the successful counselling sessions held by the district police in the Naxalite-affected villages.

Speaking at the rally, All Adivasi Students' Union (AASA) president Justin Lakhara alleged, after the formation of the BTC, Bodo groups like the Bodo Liberation Tiger (BLT) and All Bodo Students’ Union (ABSU) were likely to demand a separate Bodo State. He further said the proposed BTC will not bring peace to in the region because the Bodos who reportedly constitute only 18 per cent of the population in the proposed BTC area would ‘rule over’ the rest of the population who are non-Bodos. He also reportedly urged the Adivasi community not to support the BTC on mere promises like that of being granted the Scheduled Caste (SC) and Scheduled Tribes (ST) status. The deceased was picked up by Assam Rifles personnel on May 22 night and was found dead on May 25, at Imphal Barrage, on the Imphal river, under Lilong police station limits. Two others who were also arrested were, however, released and handed over to the police. The Joint Action Committee (JAC) formed to look into the incident has reportedly refused to collect the body. According to the residents of the houses burnt, around 200 people led by family members of the deceased came and set their houses on fire. However, the family members of the deceased, denying their involvement in the incident, said they had just participated in a rally. Senior police officials visited the spot to take stock of the situation. The JAC submitted a memorandum to the visiting police officials demanding a judicial inquiry into the incident and punishment to the killers.

Several Tamil people of Trincomalee district went on a protest march on June 25 in Trincomalee and submitted a memorandum to the Sri Lanka Monitoring Mission (SLMM) urging the use of its good offices to prevent recurrence of attacks on the Liberation Tigers of Tamil Elam. The LTTE’s political-wing office and its cadres came under separate attacks at two different places in the third week of June 2002. "The Tamil people of Trincomalee district urge the Sri Lanka Monitoring Mission to intervene using its good offices and see that the offenders are brought to book and to ensure that similar incidents are not repeated or if not, it will only be proper that the LTTE cadres are allowed to be armed to guard their offices," they said in a memorandum. It was presented to SLMM Trincomalee chief Victoria Lund. Lund also held discussions with the protestors to elicit their opinion. Meanwhile, even as the government and Liberation Tigers of Tamil Eelam (LTTE) sat down for the second round of peace negotiations, on October 31, in Thailand, clashes recurred between the two communities and curfew was re-imposed. The clashes on the second day were reported while mourners were taking out the funeral procession of the person killed on October 30. In these clashes, a Buddhist monk was attacked, besides a Muslim wounded when police opened fire to disperse the crowd. A high-level security meeting was held in Colombo, on October 31, to assess the situation and was presided over by Prime Minister Ranil Wickremasinghe. Minister Tilak Marapone, Interior Minister John Amaratunge, the Inspector General of Police, Minister Mohamed Maharoof and top officials of the three armed forces attended the meeting. President Chandrika Kumaratunga, meanwhile appealed to people to stay calm and maintain peace. "There are people with selfish motives trying to incite the public. I appeal to you to remain calm and not be deceived by such rumours", Kumaratunga said in a statement, on October 31. She further said, "Any clash or conflict which has ethnic or religious undertones is an obstacle to national unity and progress. It is essential that we maintain a peaceful environment in and around Colombo, which is our Commercial Capital, inhabited by people of different communities and religions". Leaders of the Muslim community in Colombo, too, made appeals for peace and restraint.

A Muslim youth was killed when police opened fire to quell a group of Muslims in Galle-Katugoda area, on November 18 night, media reports said from Sri Lanka. Four policemen and three Muslims were injured, too, in the incident. The incident follows developments in the recent past. A quarrel occurred a month ago between a Muslim and a Sinhala youth, reports said. Thereafter, the Muslim community complained to the police that a group of Sinhala youth was harassing the Muslim youth involved in the quarrel, but the police were allegedly not acting on the report. So, the Muslim community went to lodge their protest with the police and had allegedly attempted to attack them, leading to their opening fire in self-defence. Subsequently, the Galle Harbour police station Chief Inspector was transferred, which, in turn, took a communal colour with the Sinhalese protesting the transfer and leading to clashes and tension. A curfew has been imposed in the area, reports added. In a similar, but separate, development, as has already been reported, a group of Sinhala youth attacked a Muslim refugee camp in the Puttalam-Srimapura area, on November 18, and damaged 15 houses. A curfew has been imposed the area, relaxed and re-imposed to prevent further clashes, reports said.

Reports added that a general shut down would be observed today, December 12, throughout Jaffna district to protest the Nelliyady incident. Pro-Tamil sources, however, said, shops and business establishments remained closed on December 11 in Nelliady, Puloly, Udupiddy, Valvettiturai and Manthikai areas in Vadamarachchi division, Jaffna district, as a general shut down was observed to protest the Nelliyady incident. Reports said, on that day, the picketers damaged a police bus and injured three police constables and added that that they had suddenly turned violent and threw petrol bombs and stones at the EPDP office.
