The nationwide dawn-to-dusk hartal (general strike) enforced by the Bangladesh Nationalist Party (BNP)-led 18-party alliance, protesting the latest fuel price hike, was marked by incidents of arson, vandalism, explosions, and chases and counter-chases on January 6, reports The Daily Star. At least 15 vehicles were vandalised, two were set ablaze, 35 homemade bombs exploded and three people were injured in Dhaka City alone. At least 30 people including two Policemen were injured during clashes between Police and pickets across the country outside of the Dhaka City.

Nine opposition parties have announced 10-day protest programmes in Biratnagar in Morang District on January 22 against Prime Minister Baburam Bhattarai starting from January 25, reports The Himalayan Times. The opposition parties declared protest programme to topple the Bhattarai-led Government through street protests as he has been refusing to put in his papers. They have even formed the Protest Coordination Committee comprising District chiefs of all the nine parties. According to the protest programme schedule, they will stage joint protest rally and meet in Biratnagar’s Janaandolan Chowk on January 25. A motorcycle rally would be staged in front of stadium at 1 pm on January 29. Similarly, the political parties would organise horn rally on January 31 and February 1. Finally, a public meeting with more than 50,000 participants will be held on February 20 in Biratnagar.

Even as the Kuki State Demand Committee (KSDC) sponsored agitation has begun from 5 pm on January 24 demanding initiation of political dialogue with Kuki militant outfits, the United Naga Council (UNC) has stated that the agitations should not be allowed in ‘Naga areas’. According to the UNC, some sections of the people have been recalling time and again the ‘so called Kuki rebellion’ of 1917-19 and the 1990s ethnic cauldron to create a kind of artificial history and from there a political aspiration is to be based. “Such thing will not work,” asserted the UNC. Meanwhile, the KSDC sponsored public blockade has begun in the evening in Kuki inhabited areas.

Various opposition parties and their student unions staged demonstrations against the Government in a number of Districts across the country on January 24, reports Kantipuronline.com. The Nepal Student Union (NSU) and the All Nepal National Free Students’ Union (ANNFSU) jointly took out a rally in Dhadingbesi of Dhading District, demanding resignation of Prime Minister Baburam Bhattarai. Addressing the meet, student leaders accused the Bhattarai-led Government of failing to ensure loktantra, press freedom and security for people. In Palpa District, a meeting of opposition parties announced various protest programmes against the Government. Police sources, on January 27, alleged that the vehicles were damaged by public curfew supporters at various parts of Churachandpur District where the stir affected mostly. The Times of India reports that the agitating Autonomous District Council (ADC) has urged Governor Gurbachan Jagat to direct the State Government to give autonomy and devolve powers to the council. About 156 irate members belonging to six District councils - Ukhrul, Tamenglong, Churachandpur, Chandel, and two in Senapati District including Sadar Hills - threatened to resign en-masse if their demands are not met. A 15-member delegation of the ADC Coordinating Committee Manipur (ADCCCM), led by its convener, Ngalangzar Malue, submitted a memorandum to the Governor on January 24 lamenting that no real powers have been devolved to the six councils so far. The memo also urged the governor to report to President Pranab Mukherjee about "the failure of the administration at the grassroots level as a result of the negligence of the mandated District council Governments in hill areas of Manipur."

Director General of Police (DGP) Ashok Prasad said February 9 protests were basically confined to North Kashmir, including Baramulla, Sopore and Pattan in Baramulla District and Handwara in Kupwara District. Eleven persons were killed and many injured when Security Forces (SFs) opened fire to quell groups of protesters ransacking polling stations and preventing other voters from casting their ballots at several places in the Rabha Hasong Autonomous Council (RHAC) areas in Goalpara District during the third and final phase of Panchayat (village level local self Government institution) elections on February 12, reports The Assam Tribune. The clashes that erupted between the SFs and groups of protesters armed with machetes, knives, iron rods and sticks left three dead at Kathalmuri Palsa under Dhupdhara Police Station, two at Kachadal under Ranjuli Police Station, one at Siluk under Dudhnoi Police Station, three at Bekipool under Khrishnai Police Station and two at Dhuptola under Mornoi Police Station. According to sources, four columns of Army have been pressed into service to contain the situation in the district amid unconfirmed reports of fresh group clashes spreading to new areas. Meanwhile, curfew was clamped in the areas under Mornoi Police Station after fresh reports of group clashes between two communities were reported from Dhuptola area following killing of two persons who allegedly placed two hand bombs outside the polling station at Raikhashini Jawaharlal Nehru Vidyalaya. The mob also indulged in brick-batting and torched two police vehicles, a bus and a Bolero vehicle standing on NH-37 leaving some Central Reserve Police Force (CRPF) personnel and the Officer-in Charge of Krishnai Police Station, Haten Ali Ahmed, injured. The series of clashes occurred following a call given to the people living in the RHAC areas by the Rabha Hajong Joint Movement Committee (RHJMC), an umbrella organisation of 34 bodies, to oppose holding of Panchayat elections in the RHAC areas. In the meantime, according to official sources, the Goalpara District recorded a peaceful polling of 60 percent at the 659 polling centres while polling could not take place at the rest 173 centres.

Addressing the gathering, JUI-S leader and former legislator, Ikramullah Shahid said that nine drone attacks occurred during Pervez Musharraf’s regime from 2002 to 2008, whereas 230 drone strikes have been carried out in Waziristan during the current Government’s tenure, killing more than 3,500 innocent people.“The rising number of drone strikes is a tactic of the Pakistan Peoples Party’s government to obtain more funds from America,” alleged Shahid. In a second incident, one Tanvir Mohammad Toki, son of Narayanganj Gonojagoron Mancha convener Rafiur Rabbi was abducted and later killed. His body was recovered on March 9 (today) from Shitalakkhya in Narayanganj District. Narayanganj Mayor, Ivy and Rabbi said Tanvir could have been killed for Rabbi’s role in Gonojagoron Mancha, a platform set up to demand capital punishment to all War Criminals of the Liberation War. Police guarding the head office of Ncell said that the cadres pelted stones at the Ncell building, smashing several windowpanes. Five persons were arrested from the scene. Some 87 members of the All Nepal Trade Union Federation affiliated with CPN-M-Baidya, who were earlier working with Hello Nepal, a private telecommunication company that was acquired by Ncell few months earlier, had been agitating for some time demanding reinstatement in their previous positions. Protestors described the US led resolution as an attempt to undermine Sri Lanka’s post-war reconciliation and development and an ‘infringement on Sri Lanka’s sovereignty.’ Some banners by protestors stated: ‘Hands off Sri Lanka, do not disturb our unity, we want time and space to develop and sustain peace’. Mozammel Haq, a Police inspector at Dhaka Medical College Hospital, said that 11 bodies were brought to the clinic. One victim was a Policeman who had been hacked in the head by protesters with machetes. Eleven other bodies were taken to three other clinics. There was also deadly violence at Kanchpur on the southeastern outskirts of the capital. More than 5,000 Islamists clashed with police and border guards, prompting security forces to respond with live rounds. At least six people were killed there including three Policemen and a Border Guard Bangladesh (BGB). On May 5, at least four civilians were killed and hundred others injured as HeI cadres enforced their "Dhaka siege" programme across Dhaka City on May 5, reports New Age. Two of the deceased were identified as Siddiqur Rahman and Zubair. Identities of two others could not be known. By evening, the Home Ministry deployed 20 platoons of Border Guard Bangladesh (BGB) and they were patrolling the city. The Jamaat-e-Islami (JeI) on July 28 protested against the Election Commission (EC)’s move to amend the Electoral Rolls Act 2009 to exclude the war crimes convicts from the electoral rolls and termed it ‘unconstitutional’ and ‘uncalled for’, reports New Age. A party delegation led by its Majlish-e-Shura (Central Advisory Council) member Syed Abdullah Mohammad Taher met the Chief Election Commissioner, Kazi Rakibuddin Ahmad, at his office to lodge the protest. The EC on July 24 finalised the proposed amendment to the Electoral Rolls Act 2009 to drop the convicts of any offence under the International Crimes (Tribunal) Act 1973 from the voters’ list.

The protesters set ablaze six vehicles parked and vandalised the KAAC office. The mob also partially burned down the houses of six executive members of the council. The protesters led by different Karbi organisations demanded a separate ‘homeland’ for the Karbis on the lines of Telangana. They urged the Central and the State Government to initiate steps to create a ‘homeland’ for the Karbis under the Article 244(A) or Article 3 of the Constitution. The people attacked on-duty cops, forcing the latter to open blank fire. No one, however, was injured in the skirmish. Protesters attacked and damaged the All India Radio (AIR) station and set ablaze two forest department offices in Diphu town. The protesters also attacked the Axom Sahitya Sabha building, which also houses the Diphu museum, at Lorulangso in Diphu town of Karbi Anglong District. The mob’s attempt to set ablaze the building was, however, foiled by police who reached the site immediately after receiving reports about the incident. Further, unidentified arsonists set ablaze a local Congress office at Phuloni and a Public Works Division (PWD) inspection bungalow at Dengaon in Karbi Anglong District. The disturbance also spread to Bokajan & Hamren subdivision where mobs set ablaze three buildings, including two inspection bungalows, a local education department office and a timber-laden truck respectively. A Police source said more Security Forces had reached the hill district today to boost strength of the existing eight companies of Army and Central Armed Police Forces. Meanwhile, former ‘publicity secretary’ of the now-disbanded United People’s Democratic Solidarity (UPDS), Wajuru Mukarang, said that people were angry because the Centre had lied to them, saying no new state was possible without putting in place a States Reorganisation Commission (SRC) first, reports The Telegraph. UPDS leader, Wajuru Mukarang further said, “We were never satisfied; that was not what we wanted. We were made to sign the memorandum of settlement.” Mukarang warned that if the Government could betray them, they could go back to militancy too. Also, Hill State Democratic Party (HSDP), which is demanding a State comprising Karbi Anglong and Dima Hasao District, has called a 100-hour Bandh (strike) from August 5.

The Garo Hills State Movement Committee (GHSMC), on August 6, launched its first round of agitation with a two-day sit-in protest outside the Deputy Commissioner’s Offices in all five districts of Garo Hills. “Our agitation to mount pressure on the government has kicked off today. We will continue with our struggle for Garoland till we achieve it,” GHSMC general secretary Augustine Marak said. He said the government should consider creation of Garoland based on linguistic lines of the States Reorganisation Act, 1965. The GHSMC has also announced a 12-hour bandh (general shut down) in all the five districts of Garo Hills on August 8. “We will launch a series of agitations after the Independence day celebration to strengthen our movement for a separate state,” Marak said. An incident of chase and counter-chase took place between the supporters of the imam and musallis (Mosque goers) who had joined the Eid congregation at Bhaberchar Eidgah Maidan. The Imam said “I conform to most of the 13-point demands of Hefajat. Their demands are Islamic. I was attacked at various places for saying thus. Sources said fresh violence broke out in three localities - Adyal, Muttah and Kulid of the Kishtwar District as protesters demanded the release of a person detained by the Police. On August 9, soon after Eid prayers, some people raised anti-national slogans in Kishtwar Town. It led to clashes between two communities. The violence spread to other parts of Jammu Division. So far, three people have been killed and 60 others have sustained injuries in the violence. As per officials a total of 68 shops, seven hotels and 35 vehicles have been damaged during the clashes.

Thousands of ASWJ cadres joined a procession at the Lower Mall in Lahore District and held a conference on the road after several activists were arrested from Nasser Bagh, the scheduled venue for the conference. The party had scheduled a Difa-e-Sahaba and Difa-e-Pakistan Conference at Nasser Bagh. However, a Police contingent had been deployed outside the venue to stop them from entering. The Police arrested nearly 200 activists at Istanbul Chowk. Policemen in civilian clothes and uniforms stopped many bearded men and asked them if they were ASWJ members. The ASWJ then took out a procession from Out Fall Road and Ravi Road to the Lower Mall near Government College University. More than 60 rounds of shot were fired and 40 crude bombs were exploded during the fighting. BCL and JCD blamed each other for the clashes. IU unit BCL convener Shamim Hossain said that they had simply protested when the JCD men assaulted their activists at first. JCD’s IU unit secretary Rasheuzzaman Rashed denied the allegation and claimed that the BCL activists had at first attacked their tent.

The Shillong Times reports that a procession was taken out at the Mizoram-Manipur border Suangpuilawn village on September 13 pressing for the signing of peace agreement between the Mizoram Government and the Hmar People’s Convention-Democracy (HPC-D) militants. Resolutions adopted after the procession expressed the desire that the State Government and the HPC-D would sign an agreement to bring permanent solution to the Hmar problems. “Though the people are against balkanisation of Mizoram, we demand implementation of the Mizoram government – HPC agreement signed in 1994 which stipulated that all the areas not under the Sixth Schedule of the Constitution should be included by creation of autonomous district councils,” the resolutions said. The peace talks between the state government and the HPC-D reached a deadlock last month after the two parties failed to agree on the period of extension of the Suspension of Operations (SoO).
