Activists of the All Tiwa Protection Committee (ATPC), led by ‘general secretary’ Manak Chandra Bordoloi, staged a dharna [non-violent sit-in protest] on January 4 to demand dissolution of the present Tiwa Autonomous Council (TAC) and holding of elections in February 2015, reports The Sentinel. After the election of TAC was held for the first time in June, 2010, the council was supposed to take up development works but this did not happen due to the conspiracy of some leaders. Since development works are being hampered due to the ego–centrism of these leaders, the council should be dissolved and fresh polls to the council must be held, stated the press release.

To protest against the ruling parties’ decision to initiate the voting process on disputed issues of constitution writing, the 30-party alliance led by Unified Communist Party of Nepal-Maoist (UCPN-M) is organising rallies across the country on February 21, reports ekantipur.com on February 20. The first phase of protest will continue until February 28 when the alliance will hold a mass meeting in Kathmandu. The second phase of the protest will conclude on March 29 before the alliance launches what they call “decisive movement” from March 30. The parties have pledged to bring in a specified number of supporters for the protest. Maoists top the list with 100,000 cadres, followed by Madheshi Janadhikar Forum Lokatantrik (MJF-L) with 15,000 and Madhesi Janadhikar Forum-Nepal (MJF-N) with 10,000. Sadbhawana Party (SP) and Terai Madhesh Lokatantrik Party (TMLP) have committed to bring 5,000 supporters each. Meanwhile, fringe parties outside the Constituent Assembly (CA) have announced the 'revival' of the 33-party alliance to struggle for a consensus-based constitution, reports ekantipur.com. The meeting of the alliance led by the Mohan Baidya-led Communist Party of Nepal-Maoist (CPN-Maoist), which unsuccessfully attempted to foil the CA election in November 2013, on February 19, decided to launch a pressure campaign, including a mass rally in Kathmandu on March 9, to ensure consensus-driven consensus. The alliance has demanded dissolution of the CA and formation of an all-party assembly to draft the national charter.

A forest guard and round officer were thrashed by senior Communist Party of India-Maoist (CPI-Maoist) cadres at Yedaskuhi village in Gadchiroli District to protest alleged corruption by their department, reports The Times of India on February 25. Senior Maoist cadre Vikas took an aggressive stance against foresters in the village in north Gadchiroli to convey their dissent against the department. Sources stated that the Maoists were trying to mount pressure on foresters and also on the local population for dominance during the forthcoming Tendu leaves picking season in the district which is a multi-crore seasonal industry. Maoists aim to collect substantial party funds from foresters, tendu contractors and transporters during this tendu season. The rebels also collect donations for the party from the tribal population who engages in picking tendu.

Thousands of Tamils in Jaffna city in the Northern Province staged a massive protest on February 24 against the United Nations Human Right Council's (UNHRC) decision to defer the report of the United Nations (UN) investigation on alleged war crimes in Sri Lanka during the war, reports Colombo Page. Thousands of students of the University of Jaffna along with the residents staged a protest march from the University. At the end of the protest march, the president of Jaffna University Teachers Association, A Rasakumaran handed over an appeal on behalf of the organizers of the protest to Mannar Bishop Rayappu Joseph requesting him to hand it over to the relevant UN agencies. The appeal, addressed to the United Nations High Commissioner for Human Rights (UNHCHR) Zeid Ra'ad Al Hussein, requested the UN official to have the findings of the investigations published as scheduled. The appeal stressed that the Tamils in the North have no faith in any domestic mechanism that the current government may establish to investigate the injustices caused upon them by previous governments and another domestic mechanism will only waste time. The protesters emphasized that the large number of votes of Tamil people for President Maithripala Sirisena at the last month's presidential election was "merely an anti-Rajapaksa vote". The appeal said the Tamil people cannot expect anything new from this government barring a few cosmetic changes. The protesters asked the UN official to request the Sri Lankan Government to give access to the Office of the High Commissioner for Human Rights [OHCHR] Investigation on Sri Lanka (OISL) team to gather evidence in Sri Lanka, leading to a much more comprehensive report in September. The appeals also requested the UN High Commissioner to submit the report in September and initiate necessary processes following the submission of the report leading to international prosecutions.
