The hitherto inknown Sikh Secretariat (SS), recently founded in the United Kingdom, raised the demand for Azadi (independence) for Sikhs, Times of India reported on January 2, 2003. A few other Sikh bodies were backing the demand, the report claimed. They expressed the opinion that if rights given to Sikhs and as described in the Indian constitution were implemented in toto, they would have no need to demand a separate nation with territorial boundaries. The SS claimed that, in the UK, it has been reportedly able to get the Sikhs included as an ethnic group in various government forms, including in employment forms.

Media reports from Nepal on January 2 said Bhutanese refugees living in camps in the country threatened to launch an indefinite strike from January 7 to press for their repatriation. The protest would begin with an indefinite hunger strike at Khunanbhari camp. Accusing the Nepalese and Bhutanese governments of ignoring their plight, they demanded that the report of verification of citizenship claims held at the Kundanbhari camp be published. They have also demanded that the verification process should be continued at the six other camps in Jhapa and Morang, and repatriation of 100,000 refugees should commence soon.

To exert pressure on Nepal and Bhutan to expedite the process of repatriation, a total of 116 Bhutanese refugees, including 68 women, have begun an indefinite strike on January 7, at the Khundanbari refugee camp in Jhapa. About a year ago, 12,000 refugees were identified at this camp, which is one of the seven refugee camps in Jhapa and Morang districts. The refugees are demanding publication of results of joint Bhutan––Nepal verification exercise on the status of refugees, early repatriation and commencing the verification process at the six remaining camps in Jhapa and Morang.

Several internally displaced persons in Jaffna peninsula continued with fasting and picketing for the third day on January 7 in front of the additional government agent’s office in Tellipalai, reports said. They have been demanding since January 3 they be permitted to re-settle in their own areas, which have been declared High Security Zones (HSZs). The picketers said they would continue to protest on a rotating basis, until permitted to re-settle. More than 20,000 families were displaced in 1990 from the north in Jaffna district and the Sri Lankan Army has since then been reportedly occupying those areas.

Reportedly over 25,000 people participated in the rally. Speakers denounced the peace talks as a western imperialist conspiracy to divide country. JVP propaganda secretary Wimal Weerawanse said his party was working towards forging an Opposition alliance to launch mass agitation to dethrone Prime Minister Ranil Wickremesinghe.

Over two thousand Budhdhist monks staged a protest rally at Nugegoda Junction, Colombo suburbs, led by the ‘Federation of Bikkhus to Rescue the Motherland’, an umbrella organisation of Buddhist monks, on January 14, against the government for pursuing the peace process with the Liberation Tigers of Tamil Eelam (LTTE). They warned they would topple the Wickremasinghe government if it did not listen to their exhortations against a peace deal with the LTTE, media reports said. Speaking at the rally, well-known monk Kumburugamuwe Vajiranayaka Thero alleged that "western forces have joined together" to destroy Sri Lanka, under the guise of facilitating the peace process. National Bikkhu Front leader Kalawalgala Chandaloka Thero said the government made Sinhalese to believe the cease-fire was beneficial, while, in fact, the LTTE was utilising the same to establish its own system of government in the areas under its control. The protestors alleged the government was ‘plotting’ to divide the country and vowed to not let that happen. They asked the government to let the high security zones (HSZs) remain.

Police swung into action when the mob reportedly tried to enter the central district of the State capital against any attempt to divide Manipur succumbing to the National Socialist Council of Nagaland-Isak-Muivah’s (NSCN-IM) demand for inclusion of a sizeable area of Manipur in its notion of a Greater Nagaland. According to media reports, police used resorted to action agaginst the agitators in Thangmeiband, Uripok, Lamlong, Wangkhei, Yaiskul and many other entry points to disperse crowds. Reports added that the United Committee of Manipur (UCM) has organised these rallies.

While addressing a press conference in Guwahati, its president Hanu Ram Ingti said the Union government should also initiate a dialogue with the dissenting faction of the United People's Democratic Solidarity (UPDS) led by H.E. Kather, and this was required for the lasting peace in this region. According to him, non-implementation of Article 244 (A) was the reason behind terrorism in these areas. Article 244 deals with special provisions related to tribal areas of Assam, and other States. He further said the KSA welcomes the Naga peace process and was ready to unite other students' organisations to make it successful. However, he disapproved the National Socialist Council of Nagaland- Isak Muivah's (NSCN-IM's) demand of Greater Nagaland (Nagalim). The KSA president suggested that the Sixth Schedule of the Indian Constitution is insufficient to meet the aspirations and protect the identity of Karbis and Dimasas. He also indicated that the KSA might launch a stir demanding a separate State and against illegal immigration in Karbi Anglong district. The KSA would hold a general conference from February 10 to 13.

In Hazaribagh district, armed MCC Naxalites raided the Baralanga railway station located between Barkakana and Ramgarh section of South Eastern Railways and snapped the power connection. The Naxalites also attacked the Rai railway station near Khelari in Ranchi and locked the office of the station manager, bringing the traffic of coal rakes to a halt throughout the night. The loading and transportation of coal from the mines of Central Coalfields Ltd (CCL) to the railway sidings in Khelari, Piparwar and Kujju was also disrupted during the shutdown.

According to the Daily Excelsior, the Pakistan Army has been deployed in Gilgit town as protests swept across the northern areas of Pakistan occupied Kashmir (PoK) over the past few days against the Federal Government’s decision to introduce ‘Islamiat’ curriculum in educational institutions. The local administration was reportedly unable to control the violent protests that erupted, when local people expressed their dissatisfaction at the decision to change the curriculum, a change, which they said "conflicted with their ‘school of thought’." The situation turned worse when a mob allegedly tried to close down an army-run school in Gilgit town last week. The Army and Frontier Constabulary had to be deployed following violent protests and a boycott of classes in which several people were injured.

The violence had started on August 27 when a Bengali trader was allegedly abducted by tribesmen in Mahalchhari following which an unspecified number of tribal dwellings were torched in retaliation and a former Union Porishad (council) Chairman Binod Bihari Khisa was shot dead. Further, two tribal girls were also abducted allegedly by the Bengali settlers, on the same day. Meanwhile, United People’s Democratic Front (UPDF), opposed to the 1997 Chittagong Hills Tracts (CHT) peace treaty, is reported to have enforced its 72-hour road blockade programme in the area. Media reports have indicated that the Achik National Volunteer Council (ANVC) has decided not to participate in the Meghalaya Government backed peace talks with the Garo Baptist Convention (GPC) after the September 26 incident in which eight ANVC terrorists were killed by the Meghalaya Police. Citing ANVC ‘commander-in-chief’ Jerome Momin, reports said that the outfit has decided to take this step since "it had lost faith in Meghalaya Government's commitment to end insurgency in the state." Also the ANVC leader reportedly threatened to retaliate against police personnel posted in the Garo Hills area. Meanwhile, other reports have indicated that the ANVC has reportedly signed an agreement with the Cachar (Assam) based terrorist outfit Dima Halim Daoga (DHD) to intensify ‘mutual cooperation and understanding’.
