Activists of All Assam Student’s Union (AASU) and 29 other ‘indigenous bodies’ took out a protest rally against granting citizenship to Bangladeshi Hindu migrants and further demanded immediate implementation of the Assam Accord, in Guwahati in Kamrup (metro) District on April 1, reports The Assam Tribune.The protest programme was also supported by a number of other organisations, including Sadou Asom Karmachari Parishad, All Assam Lawyers Association and Central and semi-Central government employees bodies. Nationalist Socialist Council of Nagaland- Isak Muivah (NSCN-IM) on April 2 claimed that 32 Assam Rifles on April1 arrested its ‘steering executive member’, Zaremo Murry along with his wife and a lady ‘helper’ from his residence at Burma Camp in Dimapur District, reports Nagaland Post. A ‘press note’ from the ‘ministry of Information and publicity’ (MIP) of the NSCN-IM ‘condemning’ the act further claimed that Murry was “falsely accused as a member of Khaplang group.” “He was forcibly made to sign as a worker of Khaplang faction of NSCN [NSCN-K]. It may be noted that Zaremo joined the NSCN/GRPN in 2016 after discharging himself from Reformation faction of NSCN (NSCN-R),” it informed.

Police on April 2 arrested a Kuki Revolutionary Army-Unification (KRA-U) militant, Chongtham Ibomcha Singh (43), during an operation at Taothong Ayungba Maning Leikai under Lamshang Police Station in Imphal West District, reports Nagaland Post. The arrested militant had abducted Soibam Dhanabir Singh (70) kidnapped proprietor of SDS Brick Field of Lamdeng Khunou on February 16 2017 and demanded Rs two crore for his safe released. Later, the proprietor was rescued by the Police on February 23 from Samurou area of Imphal West District but the kidnappers managed to escape.

Nagaland Tribes Council (NTC) reacted on the speech of the Chief Minister (CM) and Naga People's Front (NPF) President, Dr. Shürhozelie Liezietsü, which he delivered during the Kohima Division NPF convention held recently in Kohima and expressed support to the August 3, 2015, ‘Framework Agreement’ signed between Government of India (GoI) and Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM), reports Eastern Mirror on March 4. ‘When the party President, who is also the CM of the State, is so confident in expressing such unconditional support to an exclusive agreement between GoI [Government of India] and NSCN-IM, NTC believes that the state leadership knows the contents of the agreement and feels contented with the provisions in it,’ NTC ‘media cell’ stated. It urged the State leadership to divulge the contents of the agreement for the people of Nagaland to know and understand, adding the State leadership has first to satisfy the stakeholders before he lends support to such an important deal.

Jamui Superintendent of Police (SP), Jayant Kant, said Marandi was arrested from his hideout on the Jamui-Banka border where the rebels had assembled to carry out a major operation, during a raid jointly conducted by the Jamui Police, Special Task Force (STF), Shashtra Seema Bal (SSB) and Central Reserve Police Force (CRPF). According to Jamui SP, Kant, 106 live cartridges, three country-made pistols, three detonators and two hand grenades were also recovered from Manoj's hideout. CRPF sources said Umesh hailed from Kuchugaon in Kokrajhar District of Assam. Earlier, six Naga ‘political groups’ – ‘Government of the People’s Republic of Nagaland (GPRN)’/ National Socialist Council of Nagaland (NSCN), ‘Federal Government of Nagaland (FGN)’, Naga National Council (NNC) (parent body), ‘National People Government of Nagaland (NPGN)’ / NNC- Non Accordist faction (NNC-NA), NSCN- Reformation faction (NSCN-R) and NNC/‘Government Democratic Republic of Nagaland- Non Accordist faction (GDRN-NA)’- united and formed an ‘interim platform’ by the name ‘Working Group’ on December 13, 2016. Recently, on April 8, the Political Affairs Mission (PAM) of Nagaland Assembly led by Chief Minister (CM) Dr Shürhozelie Liezietsü met with the NNPGs at the Police Complex, Chumukedima to solicit understanding for a bringing an early solution to the Naga political issue. The NNPG representatives were reported to have said that they intend to pursue a solution for the Nagas of Nagaland since Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) has been engaged in an exclusive (sans other Naga political groups) negotiation with the Government of India. Centre is seeking hearing on its curative plea against the verdict. The SC had delivered a verdict on July 8 last year (2016) giving the State Police liberty to probe the role of armed forces in alleged encounter cases in areas where AFSPA is in force. A Bench comprising Chief Justice JS Hear and Justices DY Chandrachud and SK Kaul agreed to hear the curative plea in which it has been alleged that the army and paramilitary forces are combat forces and there should not be this kind of fetter on them in anti-militancy operations. The apex court verdict on investigating the role of armed forces in encounter cases had come on a plea alleging that armed forces were misusing the protection under AFSPA in Manipur during anti-militancy operation. Attorney General Mukul Rohatgi, appearing for the Centre, said the apex court verdict gave the powers to the State Police to probe the role of armed forces in anti-militancy operation. “This court ought to have appreciated that the principles of right to self-defence cannot be strictly applied while dealing with militants and terrorist elements in a hostile and unstable terrain. “This court ought to have taken into account the complexity and the reality of the conduct of military operations and tactics especially while combating terrorists,” the curative plea said.

Mizoram officials who conducted the identification in the Tripura relief camps during November 2 to November 23, 2016, had identified 32,857 people hailing from 5,413 families for physical repatriation. It can be noted here that the physical repatriation has been put on hold as the Supreme Court directed both the Union Ministry of Home Affairs (UMHA) and Mizoram Government not to go ahead with the repatriation process following the 20 points demands raised by Mizoram Bru Displaced People’s Forum (MBDPF), an apex body of displaced Bru people staying in six refugee camps in Tripura. The Mizoram Home Minister said that the Supreme Court on March 28, 2017 clarified a status-quo on Bru repatriation that such of the Bru families, as were displaced to Tripura, who desire to return to Mizoram voluntarily, shall be allowed to do so on their own volition and volition and, as such, all the Bru families who desire to return to Mizoram will be provided with the necessary pre-requisites, as are extended to other Bru families, who were rehabilitated to Mizoram.

The Union Government seems to be exploring the possibility of forming another Autonomous District Council (ADC) in Mizoram with an aim for final settlement of the two decade old Reang refugee crisis, reports Tripurainfo on April 17. The speculation emanated from a recent Union Ministry of Home Affairs (UMHA) letter seeking observation of the Mizoram Government regarding the possibility of forming such ADC for the Reangs. The Joint Secretary UMHA in his letter told the Chief Secretary of the state to submit a report regarding the possible administrative structure of the proposed ADC. Considering the history, geography, composition and economy of the area the letter said such ADC may be formed comprising areas from three districts, the Mamit, Kolasib and Lunglei, where most of the state’s second largest ethnic community, the Reangs, resides. According to the report, official reaction of the Mizoram Government over the new development is not yet available but it is presumed that it will not be acceptable to the state government headed by Chief Minister (CM) Lal Thanhawala.

Aizawl District Superintendent of Police (SP) F Lalhuliana said that the Police had made seven seizures of Fake Indian Currency Note (FICN), mainly in INR 2,000 denomination with a face value of INR 5.4 million in recent times, reports The Assam Tribune on April 18. The first seizure of FICN during this year was made on March 24 when 252 FICN in INR 2,000 denomination and two FICN in INR 500 denomoination were unearthed. On March 28, FICN with a face value of INR 198,000 (INR 2,000 denomination) were recovered. The biggest catch was made on April 14, when 1,300 FICN in INR 2,000 denomination were seized at Bairabi near the Mizoram-Assam border. The face value of the fake notes was INR 2.6 million. Altogether, 11 persons have been arrested in this connection so far.

A report of the Union Ministry of Home Affairs (UMHA) said that the insurgency-related violence has continued to decline and the year 2016 witnessed the lowest number of insurgency incidents since 1997 in the State, reports The Assam Tribune on April 19. The major militant outfits presently active in Assam are the United Liberation Front of Asom-Independent fraction (ULFA-I) and the National Democratic Front of Bodoland –Saoraigwra fraction (NDFB-S). The ULFA and NDFB have been declared as unlawful associations under the provisions of the Unlawful Activities (Prevention) Act, 1967. Besides, the Karbi People’s Liberation Tigers (KPLT) is also active in Karbi Anglong district. In Assam, there was a substantial decline in insurgency-related incidents in 2016. There were 75 incidents in 2016 compared to 81 in 2015. At least 51 insurgents were neutralised by security forces, while 366 insurgents were arrested. Security forces lost four personnel in these operations, the report said. In 2016, the number of civilian deaths went up to 29. During the period from 2014 to 2016, 873 cadres and linkmen of the NDFB-S were arrested with the recovery of a huge quantity of arms and ammunition from them and 50 cadres were neutralized in counter-insurgency operations. Meanwhile, the report said that the security situation in the North Eastern States, which has remained complex for quite some time due to diverse demands of ethnic groups and various militant outfits, improved substantially in 2016. The number of insurgency-related incidents in the region decreased by more than 15 per cent compared to 2015. In 2015, at least 574 incidents were reported as compared to 484 last year.

The peace agreement was signed by the Central Government of India, the State Government, ANVC and ANVC-B in Delhi on September 24, 2014.Further, replying to the questions of the reporters, on April 20, Satyendra Garg said that the Central Government of India will not initiate peace talks with any militant outfit at the moment in Meghalaya, added The Shillong Time. The annual report of the Union Ministry of Home Affairs (UMHA) for 2016-17 revealed that the security situation in the Northeast had "improved substantially" during the previous year where insurgency-related incidents decreased by more than 15 per cent compared to 2015, reports The Telegraph on April 23. "The security situation in the northeastern states, which has remained complex for quite some time because of diverse demands of ethnic groups and various militant outfits, improved substantially in 2016. The number of insurgency-related incidents in the region decreased by more than 15 per cent compared to 2015," the report said. In 2015, while there were 574 insurgency-related incidents, the corresponding figure in 2016 was 484. The report also said 2016 witnessed the "lowest number" of insurgency incidents since 1997. While casualties among Security Forces (SFs) in the region declined from 46 (2015) to 17 (2016), civilian casualties declined in all states except Assam where it increased from 9 in 2015 to 29 in 2016. The report noted that while Sikkim, Mizoram and Tripura had no insurgency-related violence in 2016, there was considerable decline in incidents in Meghalaya (44 per cent) and Nagaland (43 per cent) compared to 2015. In 2016, Manipur accounted for about 48 per cent of total violent incidents in the region and Arunachal Pradesh experienced an increase in violent activities by 38 per cent, primarily on account of violence by the Khaplang faction of National Socialist Council of Nagaland (NSCN-K), the report stated. In Assam, insurgency-related violence continued to decline and 2016 witnessed the lowest number of insurgency incidents since 1997, it added. In 2016, Meghalaya witnessed a 44 per cent decline in the number of violent incidents. While there were 123 incidents in 2015, the figure declined to 68 in 2016. The report stated that the number of civilian casualties decreased by 33 per cent compared to 2015. Further, while 25 militants were killed in 2015, the figure came down to 15 in 2016. Similarly, only 59 militants were arrested in 2016 compared to 121 in 2015. However, there was no casualty on the part of security personnel in 2016.

An NIA source said that, the accused - the joint director of the social welfare department, Tulula Pongen, the joint director of the land resources department, Alienba Pangjung Jamir, and a cashier of the land resources department, K. Lashito Shequi - were arrested from Kohima in connection with case registered at its Guwahati branch last year (2016). The NIA had registered the case number RC-01/2016 following the arrest of an NSCN-K member, S. Khetoshe Sumi, in Dimapur on July 31 last year (2016). State additional secretary for Home Lalbiakzama, who is the leader of the government delegation, told PTI that the parleys were held in a cordial atmosphere and mutual trust. “Official level talks to deliberate on the terms of the framework agreement would continue till the talks, in the final phase are elevated to political level,” a senior Home department official said. The six-member HPC-D delegation was led by L T Hmar, ‘working chairman’ of the Hmar outfit.
