At least seven people were injured when a powerful Improvised Explosive Device (IED) blast was triggered by two suspected assailants at the residence of K Leishiyo (43) at Langol Laimanai Lanthungching in Imphal West District on March 2, reports The Sangai Express. The injured persons were identified as Mark Keishing (37), Gideon Keishing (50), Zeneatte Ningshen (30), Samson Maku (55), Fanny Grace (40), Reishang Ningshen (35) and Star Shinglai (30). The owner of the residence is contesting in the ensuing Assembly election from Phungyar Assembly Constituency on Naga People’s Front (NPF) ticket. Police suspect the blast is related to the upcoming Assembly elections but could not immediately identify those behind the attack. The other cadres who surrendered along with Reding are identified as Tengrang A. Sangma alias Gring (18), Seldom K. Sangma alias Jorai (25) and Pintu R. Marak alias Waira (19), Kiljang M Sangma alias Amrak (17), Hame Ch Marak (25), Biani Ch Marak (28) and Tengman M. Sangma (28). Police recovered a German made Heckler and Koch automatic rifle with 128 live rounds, three single barrel shotguns (SBBL), four walkie-talkie communication handsets and 22 electronic detonators and explosive powder from the surrendered militant.

The Central Reserve Police Force's (CRPF) top brass are keeping their fingers crossed hoping that no major ambush is carried out by insurgents on its personnel deployed in the State, reports The Telegraph on March 3.Sources within the CRPF have said that the personnel were fighting with their backs to the wall following the Union Home Ministry's (UHM) refusal to provide them mine-protected vehicles and other enhanced security infrastructure despite intelligence inputs of possible attacks on Security Forces by insurgent groups.In January, 2017, the CRPF had alerted the UHM on how the "conduct of the Assembly election will be critical and challenging both from the insurgency and law and order point of view", considering the economic blockade on National Highways 2 and 37 since November 1 against the Okram Ibobi Singh Government's plan to create seven new Districts. "Intelligence input indicates infiltration of insurgent groups from Myanmar and other areas to attack security forces and disrupt the election process. To counter the threat of IEDs from insurgents during the elections, 10 mine-protected vehicles are required in the vulnerable and critical areas," the CRPF had written to the ministry. Besides, CRPF had also asked for 20 bunker vehicles, additional bomb detection and disposal squads and satellite phones.

The arrested Bangladeshi nationals were identified as Numan Uddin Aajmal, Jabir Ahmed, and Sahab Uddin. Replying to a discussion during the zero hour in the assembly, Assam Parliamentary Affairs Minister Chandra Mohan Patowary said all the SPs have been ordered to keep a strict vigil and maintain a close watch on doubtful people. “We have also ordered to strengthen security along Indo-Bangla border and secure the river ways. Police have been strictly asked to maintain close coordination with various intelligence agencies,” he also said.Besides, security and other agencies have been keeping a close watch on social media as these can be tools of influencing youths for joining the global terror outfit, he added. While replying during a debate, he informed that rehabilitation packages were disbursed to 363 out of the 367 cadres of the AVCB and 139 cadres of the disbanded ANVC-B. Soon after the passing of the Council budget, the KAAC Chairman Bidyasing Tokbi gave time for discussion on the adoption of the resolution regarding demand for granting of Autonomous State as per Article 244(A) by the Central Government of India for the hill districts of Karbi Anglong and Dima Hasao. This was the third time that a resolution regarding Autonomous State issue was adopted. The CEM while referring to the signing of Memorandum of Understanding (MoU) between the then Autonomous State Demand Committee (ASDC) and Central government in 1995 and later the signing of Memorandum of Settlement (MoS) between the disbanded armed organisation United People’s Democratic Solidarity (UPDS) and Central Government for granting of Statehood for the hill districts of Karbi Anglong and Dima Hasao, said it was signed by the leaders of the hill districts, but the Central as well as State Governments have not been serious enough in resolving the matter.

The UNC agreed to lift the economic blockade after a round of tripartite talk involving both the State Government and the Union Government at Senapati District headquarter on March 19. The tripartite meeting was chaired by Ministry of Home Affairs, Joint Secretary (North East incharge) Satyendra Garg. In response to the decision of the UNC, the State Government agreed to release UNC’s ‘president’ Gaidon Kamei and ‘information secretary’ Stephen Sangkhel without any condition. P.K Dubey said that neoJamaatulMujahideen Bangladesh (neoJMB) is acting on the agenda of Islamic State (IS). But can we expect all of them to bring different sovereignty to the Naga people?” The CM further said, “We support the Framework Agreement signed between the Central Government and the NSCN–Isak Muivah (NSCN-IM). But this does not mean we support the NSCN-IM alone. We have made it clear to the Indian government and the NSCN-IM that to bring about a final and acceptable solution to the Naga political problem, all Naga political groups and sections of the people must be included in the process”.

Separately, the ‘general secretary’ of the ProTalks faction of United Liberation Front of Asom (ULFAPTF) militant, Anup Chetia, opposed the proposed bill for granting citizenship to Hindu Bangladeshis in Assam during a meeting at Silchar of Cachar District on March 29, reports The North East Today. He said, “We oppose the decision of the Indian Government to grant citizenship to Hindus from Bangladesh. Meanwhile, the Karbi Anglong District administration on March 300 held discussions with the leaders of various social organisations and senior citizens at Diphu Circuit House on militant organizations’ ‘quit ultimatum’ served on Bengali and Hindi-speaking communities and how to defy it, reports The Sentinel. Three militant outfits, Kamatapur Liberation Organization (KLO), National Liberation Front of Tripura (NLFT) and People’s Democratic Council of Karbi Longri (PDCK) had on January 2, 2017 issued ‘quit notice’ against the Bengali and Hindi-speaking communities to leave Kamatapur, Karbi Anglong and Tripura by March 31, 2017. Superintendent of Police (SP) Dr GV Siva Prasad assured the oganisations of maintaining law and order in the District. He revealed that Police personnel need to be deployed at some interior hamlets. Meanwhile, he said that required number of armed forces will arrive within 24 hours. He sought the cooperation from all sections of people to prevent untoward incidents.

The Indian army recovered three live grenades from a grocery shop at Boko in Kamrup (Rural) District on March 31, reports The Assam Tribune. According to the report, an Army team along with a State Police representative launched a search operation at the shop and during the course of the search a lady entered the shop and lobbed a grenade at the army team, which, however, did not explode. On further search, two more Under Barrel Grande launcher (UBGL)-type grenades were recovered. The owner of the shop along with the lady has been handed over to Boko Police for further interrogation.
