According to a statistics available with the Union Ministry of Home Affairs (UMHA), as many as 37 persons including nine Security Force (SFs) personnel were killed in the insurgency related violence in the Northeast region over the last seven months, reports The Sentinel on November 2. Official statistics available with The Sentinel said that 28 civilians and nine security personnel were killed in 204 insurgency related violence across the Northeastern States. As many as 57 persons were also abducted this year up to July 31st.

Meanwhile, SFs are on their toes following reports of recruitment of youth by the insurgent outfits in the landlocked Northeastern States. “We are keeping a tight monitoring on the development. We have asked our agencies to stop any such recruitment drive by the undergrounds,” said a senior UMHA official. New Delhi has taken a number of steps to deal with insurgency in Northeast and concerted efforts are being made by the State Governments in the region to counter the activities of the underground militant groups. The Central Government is supplementing the efforts of the State Government through various measures which, include deployment of Central Armed Police Forces (CAPFs) for carrying out intensive joint counter insurgency operations and providing security for vulnerable installations and infrastructural projects based on threat assessment. “Sharing of intelligence, financial assistance for strengthening of the State police forces and intelligence agencies under the Police Modernization scheme among others are some of the initiatives being taken by the Centre,” the official said.

Sadiya Police arrested two youths, identified as Biswajeet Gogoi and Vikash Parit for allegedly running an extortion racket from Kakopathar town, 42km from Tinsukia town in Tinsukia District on November 1, reports The Telegraph. They were allegedly extorting money in the name of ‘Asom Freedom Fighters’. The Police said this hints at the emergence of a new outfit. Sadiya Superintendent of Police (SP) Prasanto Changmai said, "We were working on inputs of extortion calls made to local small traders at Sonpura. The investigation prompted us to believe in the involvement of local youths. We got the mobile number from which the extortion calls were made. On Wednesday [November 1], we arrested Biswajeet from outside the house of one Dhonti of Kakopathar. Dhonti fled from the backdoor. Biswajeet took us to a local computer shop from where we seized letterheads of Asom Freedom Fighters. The police seized the computer and arrested shop owner Vikash." A search is on for their accomplices.

The Assam Rifles (AR) arrested one Khaplang faction of National Socialist Council of Nagaland (NSCN-K) cadre, identified as Kiyeto Kinimi (33) from general area of Hekiye Village, under Zunheboto District on November 1, reports Morung Express. The cadre was arrested when the AR launched an operation along with a Police representative based on specific information regarding presence of the cadre. Kiyeto Kinimi revealed that he was a member of NSCN-K since 2008, the Police release said adding that a rifle as well as live ammunitions were recovered from him.

A two-member consultative committee, constituted by the Manipur Government to monitor peace talks between the Government of India and the Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM), is also in New Delhi to discuss progress of the talks with central officials. The team met Ravi and Union Home secretary Rajiv Gauba on November 2. It is believed to have conveyed to the officials the Manipur Government's stand on its territorial integrity. Four legislators of the All India United Democratic Front (AIUDF) have written to Assam Speaker Hitendra Nath Goswami, requesting a special session on the 2015 ‘framework agreement’ signed by the Government of India and the Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM), reports The Telegraph. The letter, signed by MLAs (Member of Legislative Assembly) Aminul Islam, Aziz Ahmed Khan, Suzam Uddin Laskar and Nijanur Rahman, was sent to Goswami on November 2. The MLAs requested Goswami to call a special session on the issue "as news has widely been spread by electronic and print media that a large section of Assam has been included in Greater Nagalim through the framework agreement".

The Government of India’s interlocutor R.N. Ravi on November 3 said that most of the substantial issues of the Naga peace talks had been resolved and only symbolic issues needed resolution, reports The Telegraph. Ravi made the statement in a meeting held at Nagaland House in New Delhi in the afternoon. Earlier in the day, Nagaland Chief Minister T.R. Zeliang, his cabinet ministers and MP (Member of Parliament) Neiphiu Rio met Union Home Minister (UHM) Rajnath Singh in his office. Zeliang requested Ravi to ensure that all Naga political issues are settled before elections and appreciated his efforts in bringing about an inclusive, "honourable and acceptable" solution. Ravi urged them to impress upon all parties the need for an early solution, preferably before elections, in the best interests of the state. He said they were very near the final solution and it was essential that all parties were involved in the final negotiations to ensure a peaceful and long-lasting solution. Earlier, Zeliang impressed upon Rajnath the need for a final solution to the Naga political issue before the Assembly elections next year. Rio said with the commitment and leadership of Prime Minister Narendra Modi and Rajnath, the final settlement did not seem far and it would be in the interest of all if it was arrived at before Christmas. Rajnath hoped that a settlement to the Naga political issue would be arrived at soon.

The Union Government has offered a final repatriation deal to Reang refugees in Tripura, saying that it would stop all relief if they do not return to Mizoram in January 2018, reports The Telegraph. Dates for the process will be finalized this December, said Special Secretary (internal security) Mahesh Kumar Singla, who visited refugee camps in North Tripura district (Tripura) on November 6. After his visit to Kaskao, Naisinghpara and Ashapara camps, Singla told reporters that he had tried to inform the refugees about their rights back home in Mizoram. Singla said the Union Government would provide a host of benefits to the repatriated Reang families, including a one-time aid of INR 130,000 and a monthly aid of INR 5,000 per family for two years. Over 37,000 Reangs had fled Mamit, Kolasib and Lunglei Districts of Mizoram to Tripura during clashes between the Mizo and Reang communities in 1997-98.

Sailen Kumar Bru, ‘general secretary’ of pre-1998 ATTF returnees, said that they were assured of animal husbandry and other livelihood support by the government in September 2017. Speaking to media persons after holding the meeting of the State Security Commission here on Friday , Chief Minister, Mukul Sangma said “In view of our past experiences, we say them to resort to peace and besides sustaining it, members of the any outfit should withdraw themselves from their organisations and assimilate with the national mainstream.” Mukul Sangma added that if the State Government wanted to negotiate with the outfits. Firstly, it has to discuss the matter with Government of India. While interacting with media after the 13 days filed exercise between Armies of India and Bangladesh ‘SAMPRITI’ conducted by the CIJW, Major General MS Ghura said “If terrorism has no borders, the armies across the globe and of the neighboring nations in particular should also stretch beyond borders to combat the rising instances of terror attacks.” Appreciating the benefits of the international bilateral exercises, the commandant of the Jungle Warfare School informed that drills such as the one held between the Indo-Bangladesh soldiers here shall pave way for strengthening bonds and lend solidity to the forces against terrorism. Asked about the training affairs at the CIJW School, Major General Ghura said that initially, the school began to impart training to Army personnel in the North East. Later, we expanded involving Armed forces of Indian Air Force (IAF), and special Navy, Central Reserve Police Force (CRPF) etc., and now already 43 foreign nations are sending their contingents to receive training here. “We are improving with new experiences everyday and the just concluded drill between India and Bangladesh testifies the claims. He added to inform that the present campus at Variegate is gradually expanding to accommodate more foreign armies for training sessions on counter insurgency techniques. “We are preparing the soldiers mainly on areas including terrorist neutralization, surrender, ensuring less or no casualty of soldiers and minimum collateral damage of civilian life and property. We train the visiting armies on the basis of their requirements and soon a contingent of Myanmar Army will reach here for training. On the other hand, Major General Mohammad Moshfiqur Rahman of the Bangladesh Army expressed happiness over the successful completion of the joint exercise saying “the exercise is an outcome of the friendly relations between the two armies which bears the diplomatic and political relations between the two neighboring countries. We are going back with fruitful results of exhaustive drills.”

Zosangbera faction of the Hmar People's Convention-Democratic (HPC-D), would end the imbroglio over the Sinlung Hills Development Council (SHDC), reports The Telegraph. The home minister said the onus for the continuation of parleys with the group lies with Chief Minister Lal Thanhawala."We are trying to hold political-level talks as most of the points on the memorandum of settlement have been agreed upon by both the parties," he said. An unnamed Home Department source said another HPC-D faction of the Convention, led by Lalhmingthanga Sanate, which had earlier insisted on conditional talks with the state, has now softened its tone. The Sanate faction has expressed willingness to come to the negotiating table, before the government signs a peace agreement with the Zosangbera-led faction, he said.

The agitation comes almost 48 hours after ULFA-I rebels attempted to kidnap the manager of the Shree Krishna Tea Garden and threatened to shut down the garden for failing to meet their extortion demands. According to sources, the protesters demanded security for the manager and tea estate staff. Altogether 1,240 refugees entered Mizoram from bordering Myanmar recently, fearing reprisal following encounters between the Myanmar army and rebel group, Arakan Army (AA), reports The Telegraph. The refugees entered Lawngtlai district in the southern end of the State after an exchange of fire between the Myanmarese Army and the militants intensified near the border in the past couple of days. The police said there has been no increase in the number of refugees entering the state till November 27. Around 420 refugees have settled in Zochachhuah, 500 in Laitlang, 120 in Dumzautlang and 200 in Hmawngchhuah villages across the District.

Ravi told the parliamentary Standing Committee on Home Affairs on November 27 that “no deadline” could be fixed for the Naga peace agreement and talks were on with at least five or six Naga groups other than the National Socialist Council of Nagaland (Isak-Muivah), reports The Hindu. Mr. RN Ravi is learnt to have told the parliamentary Standing Committee on Home Affairs that the Nationalist Socialist Council of Nagaland-Isak Muivah (NSCN-IM) had been insisting that since it was the “legitimate Naga group”, negotiations should take place only with it but that was not the stand of the Government of India.“All members wanted to know when the details of the framework agreement will be disclosed by the Centre? The Naga interlocutor said negotiations were still on and the Government of India was not comfortable with only one or two main groups such as the NSCN-IM coming on board, but wanted to take into the fold the other groups as well,” a Member of Parliament who attended the meeting told The Hindu.

The Union Ministry of Home Affairs (UMHA) has asked the National Investigation Agency (NIA) to probe the case where a suspected al Qaeda operative was alleged to set up camps for Rohingyas fighters in the North-East region, reports The Indian Express November 28. The suspect in question, Samiun Rahman alias Shuman Haq alias Raju Bhai—a UK citizen, was arrested on September 18, 2017 and revealed to the interrogators that he is an active member of al Qaeda since 2013. According to the investigators, Rahman had travelled to Morocco, Mauritania, Turkey, Syria, Bangladesh and India regarding ‘suspected terror activities’ and had alleged conversation on Telegram—a cloud-based instant messaging application, with the handlers from Bangladesh and Pakistan. Rahman arrived in India in July 2017 with intentions to setup a base camp in Mizoram and Manipur, raise funds, and lure the youth to fight for the cause of Rohingyas, said the Special cell.

The arrested were identified as Naorem Bhume Singh (44), of Naorem Leikai, Konsam Joykumar Singh, (47), from Thongju Part II, Naorem Ongbi Premila Devi, (37), of Kha Naorem Leikai and Huidrom Ongbi Jiballata Devi, (54), of Thongju Pechu Lampak. Bhume and Joykumar were active members of the banned organisation while the two women were overground workers who helped Bhume and Joykumar. Police recovered one AK-56 rifle, five magazines, 15 AK-57 ammunition, one lethod gun, 10 lethod shells, and a .9mm pistol with magazine from the arrested persons.

Suspected Nationalist socialist Council of Nagaland (NSCN) militants set ablaze five vehicles and a generator at Tikak west colliery belonging to North Eastern Coalfields close to the Assam-Arunachal border in Tinsukia District on November 28, reports The Telegraph. The militants numbered around 25 also fired in the air indiscriminately and assaulted a few employees before fleeing into the nearby jungles. "There were around 50 dumpers in service, four of which were parked at the workshop. Over 100 employees were in the mine and the workshop. They fired on diesel and water tanks, hit employees with the butt of their rifles and set on fire five vehicles and a generator. Four dumpers and a service van, valued at over INR three crore, were damaged," Mining in-charge of ANE Industries Private Ltd Balbir Singh said. Tinsukia Superintendent of Police Mugdha Jyoti Mahanta said, "There is no doubt about the involvement of NSCN cadres in the attack. However, we are yet to ascertain which faction was behind the attack and the motive."

The outfit’s ‘vice-president’ Kholi announced this via an ‘order’. Shimray, a 56-year-old Tangkhul Naga from Manipur’s Ukhrul district, replaces Phungthing Shimrang, who was formerly the convenor of the ceasefire monitoring cell. The NSCN-IM did not specify the removal of Shimrang, also a Tangkhul from Manipur. Anthony Ningkhan Shimray, arrested on charges of gunrunning in 2010, is out on bail since 4 August, 2016.
