The arrested have been identified as Mizanur Mondal, Jahirul Islam, Kahinur Ali Sheik, Arush Ali Sheik, Sahedul Sheik and Jalil Ali Sheik. All the arrestees were involved in the killings of four Bodo youths at Joypur in Kokrajhar District on July 20, that triggered violence in Kokrajhar which later spread to Chirang and Dhubri, killing around 100 people and rendering more than four lakh people homeless.

"The NLFT insurgents are trying to enter Tripura before the elections and the Mizoram government despite knowing everything is not taking any step against them, PWD minister Badal Chowdhury said. Suspected Garo National Liberation Army (GNLA) militants on November 1 lobbed a grenade at the private residence of the Community and Rural Development Minister, Saleng Sangma at Ringregitam, at Tura in West Garo Hills, reports Shillong Times. Two militants, suspected to be cadres of the United Liberation Front of Asom (ULFA) and Garo National Liberation Army (GNLA), were killed in an encounter with the army and Police at Maladhara under Lakhipur Police Station of Goalpara District on December 1, reports The Telegraph. The slain duos have been identified as GNLA ‘corporal’ Nazrana K. Marak and ULFA ‘lance corporal’ Sumanto Roy. A Police source in Goalpara said that acting on a tip-off that a group of ULFA and GNLA militants were on their way to Lakhipur bazaar to abduct a businessman, the Police and army started checking vehicles at all the entry points to Lakhipur town and on spotting the duo the Police asked them to stop. Instead, the duo started firing and in retaliatory fire by the Security Forces the two militants were killed.

Erstwhile leaders of the disbanded Hmar People’s Convention (HPC) on December 3 condemned the State Government for failing to hold elections for the Sinlung Hills Development Council (SHDC) for the past 18 years, reports The Telegraph. The guidelines for the council had been notified on September 10, 2008, in the Mizoram Gazette. The chairman of the HPC Memorandum of Settlement (MoS) Implementation Demand Committee, S. Khuma, said that the panel was set up last July to push for implementation of the accord. However, 18 years have passed without the memorandum being implemented, except for the setting up of the Sinlung Hills Development Council office. The Hmar Memorandum of Settlement (MoS) was signed at Aizawl on July 27, 1994, for establishing the 'Sinlung Development Council' and subsequently, 308 HPC militants surrendered along with their arms.

During the peace talks, State Government’s proposal to extend the term of Suspension of Operations (SoO) agreement for another one year was rejected by KNO insisting that before signing agreement, New Delhi should give a written assurance on the political dialogue. However, he said that KNO did not set any deadline for the commencement of the political dialogue. It only insisted on an assurance for initiating the political dialogue at the earliest.

Labour department has registered a total number of 5,432 migrant labourers in the past 11 years even as 103 work permits were issued during this period as per the final report of the HLC on Influx. Further, the Police has detected a total number of 12,957 foreign illegal immigrants who attempted to enter into the State from 2001 till August 2012 and the department managed to prosecute 689 foreign illegal immigrants during the period while 12,268 were pushed back directly.

Through these agents, BSF has started identifying the migrants who have come in the past few months and pushed them out. In the past couple of months alone, close to 200 migrants have been pushed out, some traced to as far as Kerala. In addition to this, BSF has identified 32 out of 866 border outpost areas on the eastern border through which maximum illegal migration takes place. "We have redeployed our existing forces in a manner that there is greater strength and vigil on these outposts," said an official. Most of these areas fall in Petrapole and Malda of West Bengal and Dhubri District in lower Assam. To improve its vigilance capabilities, BSF is also adding 509 composite border outposts across the eastern and western border.

While 173 persons were killed in such clashes occurring in the BTC areas during the period from 2003 to December 5, 2012. The State government informed the Assembly that so far 5,776 cases were registered in connection with the ethnic violence that erupted in July this year in the BTC area and out of these 15 cases were handed over to the Central Bureau of Investigation (CBI). So far, 532 persons were arrested in connection with this particular spell of communal violence.

The spot where the bomb blast occurred is located at about 25 kilometres from Imphal. The injured personnel have been identified as constables T Anand Raj of Tamil Nadu and Abdul Rajaq of West Bengal. Two suspects have been detained for interrogation in connection with the incident. The Press Information Bureau (Defence Wing) in a statement claimed that two People’s Liberation Army (PLA) cadres involved in the blast have been arrested. Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) has taken strong exception to the summons being served to its leaders by the National Investigation Agency (NIA). In a joint meeting of its 'steering committee' and 'cabinet' on December 10, the NSCN-IM termed the summons as "not only an insult to the Naga people but a naked assault on the successive Prime Ministers of India who have been consistently striving to bring about an honourable political solution to the more-than 15-years-long political negotiation." The outfit advised the Centre to restrain the "so-called" NIA officials from further damaging the hard-earned Naga peace process. If it doesn't do so, "it will be an indirect indication that the Centre is not interested in solving the problem and is trying to bind the Nagas under the Indian legal system against the spirit of peace process". Sources said the NIA has summoned some NSCN-IM leaders as part of its investigation into various militancy-related cases in the northeast. The outfit has been under ceasefire with the Centre since 1997 and is currently in a political dialogue to end the decades-old Naga insurgency.

Lakman was involved in a shootout with the Police at Nongshram in West Khasi Hills District recently. On December 5, Police in West Khasi Hills rescued a businessman from Uttar Pradesh identified as Dinesh Dubey after a shootout with a group of LAEF militants. Hussain said that 77 persons, including Bodoland Territorial Council (BTC) administrator Mono Kumar Brahma, have been arrested for possessing illegal weapons, twelve of these arrested people are members of the Ranjan Daimari faction of the National Democratic Front of Bodoland (NDFB-RD), one a cadre of the Muslim United Liberation Tiger of Assam (MULTA), and one a National Santhal Liberation Army (NSLA) militant. Hussain stated that a total of 109 persons died in the recent wave of ethnic violence in the Bodoland Territorial Area District (BTAD) in July, August and November of which 28 were shot dead. He added that 78 of the dead were Bengali-speaking Muslims, 20 Bodos; two from other communities and nine persons are yet to be identified. "In the BTAD area, the Ranjan Daimary faction of the NDFB has about 150 cadres, the KLO has about 50 cadres and NSLA has about 125 active militants. A Government official said on December 10 that the demand for Central forces is more than the last Assembly elections due to the growing incidents of violence involving militants in Garo Hills. For the 2008 Assembly elections, the Government had sought 45 companies of additional Central paramilitary forces. However, at that point of time, Garo Hills was relatively peaceful as militant groups like GNLA and Breakaway faction of Achik National Volunteer Council (ANVC-B) were not in existence. Both the GNLA and ANVC-B were formed by the former leaders of parent organization, ANVC, under ceasefire since 2004. One company of Central paramilitary forces will consist of around 100 men and if the Centre sanctions the additional 70 companies of paramilitary forces, there will be 7,000 security men to maintain law and order during elections. However, the services of other security men and Police personnel, who are engaged in anti-insurgency operations, would not be used for election duty. The Home department along with the Election department is also preparing the exact number of hyper sensitive and sensitive polling stations in the State. Besides many parts of Garo Hills, there are vulnerable areas in Jaintia Hills and West Khasi Hills.

December 11 that close on the heels of the Kuki National Organisation (KNO) refusing to append its signature on the extension of the Suspension of Operation (SoO) pact, during a meeting held at New Delhi on December 5, insisting on a written assurance that a political dialogue would be initiated soon, the Kuki State Demand Committee (KSDC) has decided to resume the public blockade from December 14. The public blockade was first imposed from November 17 to November 22 and was suspended after Deputy Chief Minister Gaikhangam convinced the KSDC that all efforts would be made to initiate a political dialogue under the SoO pact. Apart from imposing the public blockade along the major highways in the State, the KSDC has also decided to boycott the ASEAN car rally, which is scheduled to arrive at Moreh on December 15 morning. Also, the KSDC has claimed that major stakeholders in the neighboring State of Mizoram, including the Chief Minister and former Mizo National Front (MNF) activists are in favour of carving out a Kuki State in the present day Manipur.

During their recent Mizoram tour, KSDC leaders met former Mizo National Front (MNF) activists and key leaders of Central Young Mizo Association (CYMA), KSDC information secretary George Guite said. "Recognizing the Kukis contribution and immense support during the MNF movement before the Mizo Accord was signed, our Mizo brothers also expressed their desire to support our movement to create a separate Kuki land," added Guite. The KSDC encompasses Kuki areas covering more than half of Manipur's territory spread over five hill districts in its proposed map of "Kuki state" covering Churachandpur, Chandel, and Sadar Hills in Senapati and large chunks of land in Tamenglong and Ukhrul Districts even as the Nagas and majoritiy Meities continued to oppose sharply the demand for a separate Kuki State . Even as the car rally is scheduled to reach Moreh (Chandel District) in the morning of December 15, KSDC had announced to impose indefinite public blockade with effect from the evening of December 14. Regarding Kuki State demand, Gaikhangam said it has been mentioned in the ground rules of the tripartite Suspension of Operation (SoO) involving State and Cental Governments and Kuki militant groups that it is not permissible to create a separate Kuki State carving out some portion from the present Manipur State which would lead to breaking up territorial boundary of the State. The Deputy Chief Minister said that he is clueless why KSDC has taken the decision to block the car rally at a time when modalities for peace talks with SoO groups and KSDC are being chalked out. The peace parley is scheduled to be started after the ongoing Parliament session, he added. Urging the KSDC to revoke its decision, the Deputy Chief Minister said that blocking of road would become an anti-people movement as the festive season of Christmas is coming.

He said that the State Government in the year 2007 had issued an order to keep the border fencing in abeyance along the Khasi Jaintia sector of Indo Bangla border. “However, the NBCC is constructing border fencing in Kuliang which is a total violation of the State Government directives,” he said. It is learnt that a committee of the State Government later issued an order where fencing from Pillar No 1334-1338 was allowed but however the NBCC is carrying out border fencing work in an area where the Government has kept the border fencing in abeyance, informed Kharshonlor. Out of the 443-kilometer stretch of the Indo-Bangla border in Meghalaya, 230 kilometers have been fenced while work is going on in 110 kilometer while in the remaining portion the fencing work has not been taken up yet due to the opposition.

The SoO term between the Government and the KNO had expired on November 22. The KNO had refused to sign for the next extension of SoO term during the meeting in New Delhi on December 5 saying unless a written assurance was given by the Government in written to begin a political dialogue it would not sign. As of now, the KNO has not abrogated the SoO nor has it signed for the extension. SoO was first signed seven years ago but till date no political dialogue has begun albeit there have been periodical ‘tripartite’ meetings involving the KNO, the Manipur government and the Centre.

Move to overrun Nationalist Socialist Council of Nagaland-Khole-Kitovi’s (NSCN-Khole-Kitovi) designated camp at Ghukiye village in Zunheboto District, heavily armed NSCN-Khaplang (NSCN-K) cadres attacked the camp resulting in exchange of gun-fire on December 14. According to sources, the NSCN-K’s attempt was unsuccessful following the intervention of Assam Rifles (AR) personnel who reportedly fired back on the attackers. No lives were lost during the seven-hour exchange of fire that began before 4 am. However, an NSCN-K cadre, identified as “second lieutenant” Azheto sustained serious injury when the mortar intended to be fired on the camp hit him accidentally. NSCN-K 7th Battalion camp commander ‘Colonel’ Akaho said the camp could have been overrun had not the AR intervened.

According to sources, a group of NSCN-KK cadres attacked NSCN-K members numbering around 30 to 40 camped in the village. The exchange of fire began at around 5.45 am and lasted till 6.30 am. In what seemed to be like a retaliatory act, NSCN-K armed cadres of Mobile 5 unit led by commander “colonel” Kuruchu reportedly killed four NSCN-KK functionaries in Meluri in the afternoon. A well-organized gang of touts are involved on both sides of the international border to assist Bangladeshi nationals to infiltrate into India. This fact came to light following the arrests of a few touts by Border Security Force (BSF) personnel in Meghalaya recently. BSF sources also pointed out that the illegal migration of Bangladeshi nationals to India came down after the arrest of a large number of foreigners in the months of October and November, following which, the BSF also stepped up vigil along the international border. In the months of October and November 2012 alone, at least 130 Bangladeshi nationals were apprehended by the BSF along the Indo-Bangla border in Meghalaya and along with the foreigners, a few touts were also arrested. The touts normally charge between INR 1,000 to INR 1,500 per person considering the paying capacity of the persons who seek to enter India and the vulnerability of the locations. Large patches of the international border in Meghalaya are still vulnerable as those patches are yet to be fenced and the fencing work has not started in 135 kilometres of the international border in the State.

Governor along with Senior Karimganj District administration officials, Police and BSF officers surveyed the border from the air. According to a Border Security Force (BSF) source, Governor, J.B Patnaik told the officials that the Union Home Ministry had already cleared the plan for two border stretches in Dhubri and Karimganj Districts. He said a high 49.34-metre-long electronic sensor fence would be installed between Dhubri and Sisumara along the border, as physical fencing is not possible on this stretch as it is prone to flooding and erosion. Further, Governor also told the officers that an additional BSF battalion would soon be deployed along the 128-km Cachar-Karimganj border, taking the number of battalions manning that stretch to four. The Governor grieved the fact that though the norm for the distance between the two border outposts of BSF along the country’s international borders was 3.5km, the distance between two outposts in the Cachar-Karimganj sector was 4.1km.

According to a Police release, a combined team of CDO Imphal East, CDO Imphal West, 30 Assam Rifles and 18th Sikh Regiment under the command of Inspector P Achouba Meetei, OC, CDO/IE launched a counter insurgency operation at in and around Khurai Chairen Thongkhong areas on December 21 at about 6:30 pm, after receiving a reliable information regarding the presence of some cadres UG organization PREPAK. During the operation the combined team have arrested four PREPAK cadres who were allegedly involved in several bomb blasts. Assam has witnessed a steady increase in kidnapping and extortion cases over the past few years. According to the latest figures compiled by the State Crime Records Bureau, there has been a spurt in kidnapping and extortion cases in the state since 2004, The Telegraph reports on December 26. The total number of abduction cases registered in different Police Stations across Assam has gone up from 1,659 in 2004 to 3,785 in 2011. This year (2012) up to October, altogether 3,229 kidnapping cases have been registered so far and it is likely to cross last year’s figure by the end of the year. The crime figures for November are still under compilation. Like kidnapping, extortion cases have also shown a rising trend. Compared to 388 extortion cases registered in 2004, the figure has jumped to 992 in 2011. Till 2012, October 879 extortion cases have been registered in the state. Things have reached such a stage that even legislators are not being spared by the extortionists. Many MLAs, from different political parties, have reportedly received extortion demand from the United Liberation Front of Assam -Anti-Talks Faction (ULFA-ATF) in the past few months. The legislators who received extortion demands are Bolin Chetia from Sadiya Assembly constituency, Rupjyoti Kurmi from Mariani, Debabrata Saikia from Nazira and Bharatiya Janata Party (BJP) legislator from Doomdooma constituency, Dilip Maran. They were all allegedly asked to pay INR 20, 00, 000 each. Most of the kidnappings and extortions are taking place in Tinsukia, Dibrugarh, the four BTAD Districts and in their adjoining areas. In addition, the number of breach of trust cases registered was 802 in 2009, 992 in 2010, 933 in 2011 and 1,060 up to October, 2012. Similarly, the number of cheating cases registered was 1,098 in 2009, 1,326 in 2010, 1,453 in 2011 and 1,404 up to October, 2012.

Imchen on December 30 said that though the year 2012 witnessed stray incidents which were “deplorable”, general “law and order situation was quite normal”, reports Nagaland Post. Imchen appreciated the people of the State for their help in sustaining the “existing peace and tranquillity” in the State. “Perhaps this was made possible because of the tremendous efforts put on by various individuals and societies,” he stated. Myanmar has sought India’s help due to contain the Kachin Independence Army (KIA) and the Nationalist Socialist Council of Nagaland-Khaplang (NSCN-K), reports The Telegraph on January 1. A source said after the Myanmar government signed a “state-level” ceasefire with the Naga rebel group in April 2012, “the KIA has apparently told the NSCN-K to take its concurrence before going ahead with the negotiations or signing any further pacts with the Myanmar Government.” The request was made last week by Deputy Minister of Home Affairs, Brigadier General Kyaw Zan Myint, in Myanmar, who led a 12-member delegation to the 18th Myanmar-India national-level meeting, where they discussed various issues with India’s border management team from the Union Ministry of Home Affairs (UMHA). The KIA and Myanmar Army are currently fighting pitched battles over Kachin State. Indian officials said there is a marked difference in the way Myanmar has begun to look at the problem of insurgency. “There is no denial anymore about the presence of Indian insurgents in Myanmar,” a Home Ministry source said. Further, Myanmar’s Deputy Director of the Control Committee for Drug Abuse, Zaw Lin Tun, conceded to UMHA officials that there were poppy fields in Myanmar, of which some are owned and run by Indian insurgents.

Security Forces (SFs) in the last 10 days have arrested seven militants, including a women, belonging to Lamjanba Khuman faction of Kangleipak Communist Party-Military Council (KCP-MC- Lamjanba Khuman) on charges of abduction, reports Business Standard on January 1. The arrested militants have been identified as Mangdenbam Bobby Singh (28), Khumanthem Babu Singh (37), Khumanthem Chandramani Singh (36), Mayanglambam Naoba (21), Irengbam Bode Singh (30), Nongmeitei Shiv Chander (30) and a woman Koijam Ningol Radha Devi (37). SFs recovered 35 demand letters signed by Lamyanba Khumman and Hirachnadra, another senior leader of the outfit. Further, SFs also managed to rescue two hostages from the arrested militant’s captivity. The militants had abducted two persons, who were employees of a Railway Construction Company and had demanded a ransom amounting INR 15 million. These arrests came after SFs arrested KCP-MC- Lamjanba Khuman’s Revenue Officer, Khwairakpam Khogendro Singh in Delhi on December 20, 2012.

Security Forces (SFs) on December 31, 2012 arrested a Bangladeshi linkman of United Liberation Front of Asom (ULFA), identified as Gorango Hajong, in West Garo Hills District when he sneaked into the country from Bangladesh, reports Nagaland Post. SFs recovered Yaba tablet (Chemical drugs) worth INR 30,000, a mobile phone with two Bangladeshi SIM cards. “Gorango Hajong, an agent of the Directorate General of Forces Intelligence (DGFI) was arrested late Monday night from Nokchi in West Garo Hills bordering Bangladesh,” Border Security Force (BSF) spokesman Ravi Gandhi said. Hajong a resident of Jenaighati area in Bangladesh’s Sherpur District is also the linkman of the outlawed United Liberation Front of Asom (ULFA), the BSF official said. Moreover, Gandhi said that Hajong has confessed that he was working with ULFA and facilitating the trans-border movements of ULFA cadres.
