The ANVC-B has also declared a non-cooperation movement against the legislators of Garo Hills and Garo Hills Autonomous District Council Chief (GHADC) chief PK Sangma. In a statement issued on October 1, the ANVC-B said bandhs (shut down strike) and other democratic protests have failed to make any impact on the Government and so the outfit will initiate mass awareness on adult franchise and democratic rights.

Times of India reports that Security Forces (SFs) arrested seven cadres of the United People's Democratic Front's (UPDF), including its ‘commander-in-chief’ Sumona Munglang, from Mimi village near Namsai in Lohit District on October 1, a delayed official report informed on October 3. The other six arrested cadres are identified as Aasen Shingpho, Nong Chawhai, Chow Tashna Manchey, Watan Manhaut, Govind Basumatary and Kayaping Manlung, the report disclosed. A cache of arms comprising one each of AK-56, M-21, 12-bore gun, air rifle and pistol were recovered from their possession. Among the ammunition recovered were 82 rounds of 7.62mm bullets, 10 pistol rounds, three hand grenades, five 'daos', 11 detonators and 10 IED circuits. Cash worth INR 1, 86,600 was also recovered from them, the report added. Munglang resurfaced in the area two years after he disappeared after killing a comrade in the Arunachal Dragon Force (ADF), identified as Chow Nomee Namchoom, and formed the UPDF. He has been intensively involved in extortion, kidnapping and killing in the area ever since. The SFs claimed that UPDF has been wiped out from the face of Arunachal Pradesh with this arrest.

Central Government is planning to start formal talks with the Ranjan Daimary faction of the National Democratic Front of Bodoland (NDFB-RD) soon, reports Assam Tribune on October 2.Highly placed sources in the Union Ministry of Home Affairs (UMHA) told the newspaper that the Central Government is waiting for a formal letter from the State Government to start the process of talks with the NDFB-RD. Sources said that the Centre’s interlocutor PC Haldar had several rounds of talks with Ranjan Daimary in Guwahati jail to pave the way for talks with the outfit. in another incident, a Police source claimed that a suspected militant cadre identified as one Thiyam Romenkumar alias Rome was killed during a ‘shoot-out’ with Imphal West commandos at Lamdeng Khunou Makha Leikai under Lamsang Police station in Imphal West District at about 5.45 am on October 2. One .9 mm pistol and two hand grenades were reportedly recovered from the encounter site. One of the hand grenades did not have a lever and it was hurled towards the commandos though it failed to explode. However, the family members of Rome alleged that he was picked up from home and was killed in a fake encounter.

He said he had been maintaining all along that a politician-militant nexus, cutting across party lines, could not be ruled out but this needed to be “substantiated”. Counter-terrorism officials have gathered intelligence that the Chinese agencies are financing and providing assistance to Pakistan’s Inter-Services Intelligence (ISI) to keep insurgent groups active in the Northeast. A note prepared by the Research and Analysis Wing (RAW) on the recent unrest in the Northeast says, “ISI is being used by Chinese intelligence agencies as a surrogate.” The note has been forwarded to the home ministry. According to intelligence agencies, Indian insurgent groups are being provided assistance in the form of money and weapons by the Chinese agencies through ISI. Intelligence officials also suspect that the violence in Assam in which more than 80 people were killed could have been part of a “bigger conspiracy”. The linkages of the ISI, which has a strong base in states such as Assam, Tripura, Meghalaya and Manipur, with the Chinese agencies, have become a major cause of concern in India. He, however, assured that the Memorandum of Settlement (MoS) would be signed soon. Both factions have already signed the draft agreement — Dilip Nunisa on July 13 this year and Jewel Garlosa in 2011. The MoS was to be signed on July 30 but it was deferred after violence broke out in the Bodoland Territorial Areas District (BTAD). The signing was then scheduled for September 28, but the Centre cancelled the date again.

According to sources, the teacher identified as Christopher G Momin was kept confined in a hideout of the rebels in Bajengdoba region in West Garo Hills District. The ANVC-B militants abducted him believing that he was working as a Police informer and demanded INR 700,000 for his release, police said on October 3. After realizing that they had kept captive a wrong person, the militant group released him. However, they demanded a sum of INR 100,000 from him as a ‘maintenance cost’ for the period he was kept as captive. It is not known whether the amount was paid or not.

The Telegraph reports on October 3, that the Centre will seek an amendment to the Sixth Schedule in a bid to implement accords signed with Northeast outfits and devolve more powers to the grassroots. The schedule lays down provisions for administration of tribal areas in Assam, Mizoram, Meghalaya and Tripura through autonomous district councils and regional councils accountable to the governor. A draft bill piloted by the Union home ministry to amend the schedule has got a nod from most of the ministries concerned, sources said. The Government will try to bring it for Parliament’s approval in the winter session. The principal feature of the amendment could be the constitution of village councils. “Democracy to the grassroots through elected village councils cannot be ruled out,” a senior official said. The model is believed to be largely based on the concept of village councils and village development boards in Nagaland.

Priyokumar Singh, were injured when suspected militants ambushed the Police officer’s convoy along Imphal-Moreh road by exploding two bombs planted by the roadside at Khudengthabi near the border town of Moreh (Chandel District), about 100 kilometres from Imphal in the afternoon of October 4. Singh however escaped unhurt. Official sources said the militants triggered the blasts when the SP’s convoy, comprising eight vehicles, was passing through the area while returning from Myanmar’s border town of Tamu, where an Indo-Myanmar border liaison officers’ meeting was being held. The meeting began October 3 and ended on October 4. A search by Assam Rifles and Police personnel at the blast site led to the recovery of another unexploded Improvised Explosive Device (IED). The three bombs were planted at a distance of 10 to 15 feet from each other. Any casualty or injury on the part of the militants could not be ascertained. No one has claimed responsibility for the attack yet.

Four main militant groups — Hynniewtrep National Liberation Council (HNLC) in Khasi Hills and Garo National Liberation Army (GNLA), Achik National Volunteer Council (ANVC) and breakaway faction of ANVC (ANVC-B) in Garo Hills — can play a crucial role in influencing the outcome of elections if the candidates fall into the ‘temptation’ of making use of these militants to further their cause. There are also minor groups including Liberation of Achik Elite Force (LAEF) who are active in the border areas of West Khasi Hills and East Garo Hills. On March 26, 2012, Union home ministry wrote to the coal ministry drawing its attention to the illegal mining being undertaken at the 45-km-long Kharsang block by Naga militants. Home ministry also requested the coal ministry to consider taking over all the coal mining operations in the state. “The Arunachal government has taken the necessary steps to ensure that these outfits no longer use the mines,” said Shambhu Singh, joint secretary North East, Union home ministry. Changlang, a hub of insurgent activity, is located close to the China-Myanmar international border, where thousands of fighters belonging to at least nine insurgent outfits from Assam, Manipur and Nagaland stay in well-fortified camps. The Central and Assam Governments on October 8 signed a Memorandum of Settlement (MoS) with the two factions of Dima Hasao District based Dima Halim Daogah (DHD), reports Nagaland Post. Both Union Home Minister (UHM), Sushil kumar Shinde and State Chief Minister, Tarun Gogoi were present when the MoS were signed. According to the MoS, DHD factions will dissolve their outfits within six months. “Signing of the MoS with both factions of DHD marks the culmination of the peace overtures of the government and it is expected that DHD-J [Jewel Garlosa faction of Dima Halim Daogah] and DHD-N [Dilip Nunisa faction of Dima Halim Daogah] shall join the peaceful, democratic political process as established by the law, which will usher in a new era of hope and prosperity in Dima Hasao District,” UHM, Shinde said. The State Government has agreed to reorganise the existing Autonomous District into three administrative units for better development management. Further, under the agreement, increasing the restructured council’s membership too has been agreed in principle, apart from transferring 39 administrative responsibilities to the council.

The vehicle carrying the officer was moving from Tikrikilla towards the Bolsong state road when a group of five to six masked men with weapons came out of the bushes at Gapuli reserve forest, near Tikrikilla and abducted the officer. Suspicion has fallen on the Garo National Liberation Army (GNLA) and even Assam-based Ranjan Daimary faction of National Democratic Front of Bodoland (NDFB-RD) that operates in the area. The Police have also not ruled out the involvement of local criminals in the abduction.

Security agencies think the rivalry between DHD factions [Dima Halim Daogah-Jewel Garlosa (DHD-J) and Dilip Nunisa Faction of DHD (DHD-N)], which has been one of the causes of bloodshed, is unlikely to subside even after signing the Memorandum of Settlement (MoS), reports Times of India on October 10."The rivalry will not go away. The two factions will now be fighting each other to take control of the autonomous council," a source said. Security agencies also pointed out the factor that has a major stake in maintaining peace in the hill district. "One-third of the population of Dima Hasao District comprises non-Dimasa tribal groups, which include Nagas, Kukis and Hmars, principally. All these groups owe allegiance to different militant groups like NSCN, Kuki and Hmar outfits”. In addition, the tripartite MoS signed to end insurgency in the Dima Hasao District has angered the non-Dimasa tribes living in the District, including the Nagas, Kukis, and Hmars. Further, the Bengalis, the second largest community (approximately 32,000) in the District, continue to remain tight-lipped over the agreement.

The Government of Mizoram has been desperately trying to conduct the VC elections as it has already fixed more than one date for filing the nomination papers. According to sources, representatives of the Government of Mizoram visited the jailed leaders of the HPC-D in Aizawl Central Jail on October 8 to negotiate for a free conduct of the elections. Unfortunately, the HPC-D leaders did not hand out any straw to the visiting Government officials. The HPC-D has laid down conditions for the Government of Mizoram that, if it is serious about talking to them, the arrested leaders should be released unconditionally. The HPC-D has also expressed its desire to talk if the condition is fulfilled and if the Government is serious in delivering justice to the Hmar peoples. The HPC-D maintains that securing peace and justice would only be realised if the Government of Mizoram created a Hmar Autonomous District in the interest of securing welfare, democracy, and just peace.

A solution is likely before March, 2013, Union home minister Sushil Kumar Shinde said on October 10. “I have been talking to the chief ministers of both Arunachal and Manipur and we are trying to reach a consensus on this,” he said, in reply to a question on the progress of Naga talks. Shinde’s statement comes a day after he held talks with Manipur chief minister Okram Ibobi Singh. Talks with the NSCN-IM concern the states neighbouring Nagaland as the outfit had demanded an integrated homeland for the Nagas — there are Naga tribes in Assam, Arunachal Pradesh, Manipur as well as in Myanmar. Although the Centre has turned down the demand for carving out Naga-inhabited areas from other states and bring it under a single administrative arrangement, an alternative way to appease tribal sentiments in these areas is being explored.

The United National Liberation Front (UNLF) is suspected to be the other group involved in the encounter. Sources said a cadre of the NSCN-IM died on the spot while another one was severely injured during the encounter. A well placed source from the NSCN-IM in Dimapur (Nagaland) has confirmed the death of one its cadres in the encounter. However, the identity of the slain cadre could not be ascertained. The encounter took place at an area located between the villages of K Ashang Khullen and Wangli village, about 90 kilometres away from Myanmar border under Kasom Khullen Police station. The outfit, in a statement issued on October 14, alleged that a number of sophisticated weapons that sneaked into Garo Hills in the last couple of months were not procured by the revolutionary groups. “They were procured by gangs sponsored by politicians. Through our networks we confirmed to whom those weapons were handed over and the strategies the leaders are planning in the elections,” the ANVC-B said. “The Government is trying to silence the ANVC-B as most politicians see them as a hurdle in executing their plans in the upcoming elections. Secret operations against ANVC-B cadres have also started,” the outfit added. Further, that the ANVC-B has urged the Nokmas to address the issue of influx. The Shillong Times reports that a suspected Garo National Liberation Army (GNLA) militant was killed during an encounter with the Army in Adokgre region in East Garo Hills District in the morning of October 14. The incident occurred when a team of Army personnel from Rangjuli camp laid a trap in a dense jungle of Mebenram-Modipara, 10-12 kilometres from Adokgre. They came across the militant group crossing through the area at around 4 am and an exchange of fire took place in which one militant who was yet to be identified was killed while the others escaped. The army recovered one 7.65 mm pistol with 2 magazines and one live hand grenade.

Mohilary said that the BTC does not agree with many points mentioned in the State Government-prepared format for the second phase of rehabilitation that requires inmates of relief camps to disclose their antecedents with or without supporting documents as proof of their citizenship. The format was handed over to the BTC for consideration after the October 10 meeting between its members and the group of ministers in Guwahati. It is required to re-submit it to the State Government. Mohilary said of the 18 columns in the State Government-prepared format, the BTC agrees to 14. The arrestees revealed that they were working in the coal mines near Khliehriat, which falls in Jaintia Hills District. During the search, INR 4,940, three mobile phones with three Indian and Bangladeshi SIM cards, and a fake identity card in the name of Rajimuddin, issued by circle and executive magistrate Kathigor (Cachar, Assam) dated August 10, 2009 were recovered from their possession. The official added that since October 1 till now, the BSF in the Meghalaya frontier have arrested 15 illegal migrants from along the international border.

However, it is not certain whether the NSCN-IM leaders will meet other Naga militant outfits during their stay in Nagaland this time. The Centre and the NSCN-IM are inching towards a political settlement, ending over five decade long insurgency in the State, reports The Sangai Express on October 17. Political integration of Naga inhabited Districts of neighbouring Manipur, Assam and Arunachal Pradesh are not part of the deal under negotiation. The memorandum of settlement being worked out in consultation with the NSCN-IM includes a proposal to convert Nagaland legislature into a bicameral Assembly by creating a second House, autonomous development councils, separate flag for the State, more autonomy, special status, formal recognition of the unique history of the Nagas and a slew of development projects, among others. The Naga militant group had demanded increasing the size of the 60-member Nagaland Assembly by 20 seats. The Centre reckons that bicameral legislature would take care of the demand to accommodate marginal tribal groups and sub-groups. Nagaland Post reports on October 17 that if any solution was arrived at between NSCN-IM and government of India, it would be an “inclusive” one for all Nagas. This was stated by NSCN-IM’s leader T.T. Among. Among also pointed out that while the reconciliation process was home based, the political talk on bringing about a solution to the Naga political issue involved “two nations” (India and Myanmar).

The van was to be used in a major terror strike in State Capital Imphal, the Police official added. The Police also arrested two suspected militants of People’s Revolutionary Party of Kangleipak-Progressive (PREPAK-Pro) from Thoubal and Imphal West Districts following a tip-off about a terror strike by the outfit. Manipur Police commandos first raided the residence of Mohammad Rajak at Lilong Bazar area in Thoubal District and recovered eight detonators and a remote control device from his possession. State Chief Minister Tarun Gogoi on October 20 stated that the foreigners or infiltration was not the only major problem faced by the State as some quarters are trying to project it though he admitted that illegal foreigners were indeed present in the State, reports Shillong Times. The CM announced this while releasing the White Paper on the illegal influx from Bangladesh and other neighbouring countries. Gogoi while providing the figures said, since 1985, 4,52,667 cases of suspected foreigners have been registered with Foreigners Tribunals in the state, of which 1,84,275 cases have been disposed. Out these, 61,774 foreigners have been declared as foreigners. Of these 32,537 cannot be deported since they came between 1966-71 (people who entered during this period cannot be deported. They were disfranchised for ten years after which they could get back the voting right if they get themselves registered).Of the remaining 29,237 declared foreigners’ only 2442 have been deported so far. The CM admitted that the deportation record has been poor and cited the absence of any extradition treaty with Bangladesh as the major impediment. “Bangladesh refuse to acknowledge that these foreigners are their citizens and even talk about involving a neutral party in settling citizenship issues of such people,” Gogoi said.

Ibobi Singh has now insisted that the union home minister Sushil Kumar Shinde first give in writing, details or points which the Centre was to agree for a settlement with the Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM). Ibobi had said that he was not in a position to oblige the Centre’s wishes to solve the Naga issue unless the “exact points of the agreement” between the Government of India and the NSCN-IM was made known. He said his Government also wished that the talks between the two sides lead to an amicable settlement. Meanwhile, highly placed sources disclosed that at the October 20 meeting with the Shinde, chief minister Ibobi maintained that the Manipur cabinet would be able to “come up with a clear picture” after consulting legal experts of the Indian constitution and the people of Manipur. Both Ibobi and Arunachal Pradesh chief minister Nabum Tumki were summoned to New Delhi under the instructions of the prime minister to give their opinion on the model of agreement that was likely to be worked out.

In this regard, it was also learnt that several civil societies were working out modalities to crystallize the idea. One top NSCN-K functionary earlier revealed that both sides had made an approach towards this end but with conditions that certain sacrifices would have to be made in order to effect the proposal. While the NSCN-K functionary did not specify what the “sacrifices” meant; there were however, speculations that the NSCN- Khole-Kitovi wanted the NSCN-K leaders to sever ties with chairman S.S. Khaplang. NSCN- Khole-Kitovi has maintained that Khaplang was very much involved with Myanmar government on issues in that country.

The Sangai Express reports that, one day after meeting Union Home Minister Shushil Kumar Shinde on October 20 at New Delhi, an official from the Union Home Minister presented the six point draft proposal to Chief Minister O Ibobi at Manipur Bhawan in the morning of October 21. The six point draft proposal pertains to the settlement which is reported to be close at hand after a prolonged political dialogue between the Centre and the NSCN-IM. Though nothing official has come out as yet, sources from the Home Ministry said that some of the probable alternatives for working out a settlement could hinge around ‘more autonomy’, ‘amendment of the Indian Constitution,’ and ‘areas to be administered under the 6th Schedule of the Constitution’. According to Union Home Ministry sources, a draft proposal has been prepared and the same has been placed before the Chief Minister of Assam and Arunachal Pradesh Chief Minister. The final approval or rather the stamp of agreement by the Chief Ministers of the three States will be the key to the solution being sought, said the sources. Significantly, this is the first time that the Chief Minister of Manipur has been taken into confidence in the long, drawn out process of the peace talk with the NSCN-IM group since 1997.

Water Resources Minister Rajiv Lochan Pegu, who represents Majuli Assembly constituency, disclosed this to the newspaper. Pegu said that a number of persons of the river island including Panchayat and ward members received demands from the militant outfit. The Sangai Express reports that at least four Naga militants have been killed in another factional gun fight which lasted for around six hours between Naga militant groups, Zeliangrong United Front (ZUF) and Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) near Gadai hills in Tamenglong District headquarters on October 30. The gun fight claimed at least two ZUF cadres and two cadres of NSCN-IM. The deceased cadres of the ZUF were identified as Pathailung and Puileini. One of the deceased NSCN-IM cadres has been identified as Ringuanglung Kamei while the other cadre is yet to be identified. The number of casualties however could not be officially confirmed till the time of filing this report. While searching the area, three magazines of SLR, two magazines of sniper and other equipment including ammunition pouches were recovered.
