Police on December 1 claimed that a section of militants belonging to the Karbi People’s Liberation Tigers (KPLT), including a top leader of the outfit, have expressed their willingness to come overground and join the mainstream, reports The Telegraph. “So far, we have received feelers from about 12 KPLT cadres, including its ‘general secretary’ Resim Lakthe, showing a desire to lay down arms and hold talks with the Government,” a senior police officer said. He said the number was likely to go up to 18. According to police estimates, the KPLT has a cadre strength of around 60. “Following this split, the anti-talks faction of the outfit will be left with anything between 40 and 45 cadres,” the source said. He added that Lakthe and three other KPLT militants are currently holding preliminary discussions with the government to pave the way for formal surrender of arms, which is likely to be held very soon. The outfit’s chairman, Ron Rongpi, may also join the peace process, he said.

An underground source said that a full body to head the organization will soon be constituted to give a new direction and dimension to the demand of the Hmars for a homeland of their own. The information available says that 115 cadres taken from the region of Hmar dominated areas of east Cachar and the bordering areas of Mizoram and Manipur form the strength of the outfit. All these cadres are undergoing training in arms and ammunitions and guerilla tactics under the supervision of Nationalist Socialist Council of Nagaland-Isak Muivah (NSCN-IM) in some undisclosed location. HPC–P, the source adds to say, has taken shape against the policy of its parent body to continue dialogue without any tangible solution to their demand. While HPC–D has been insisting on Autonomous Council for the Hmar inhabited areas, HPC–P is demanding Hmarland.

The signing of the ceasefire agreement with the Ranjan Daimary faction of the National Democratic Front of Bodoland (NDFB-RD) is likely to improve counter-insurgency operations against the members of the Songbijit faction of the outfit, reports The Assam Tribune. Highly placed official sources said that the Government has already asked the police and security forces to intensify operations against the members of the NDFB-IKS, who are creating havoc with kidnappings and extortions, particularly in the areas bordering Bhutan and Arunachal Pradesh. Sources pointed out that the police and security forces were having trouble in identifying who is a member of the NDFB-RD and who is a member of the NDFB-IKS. But after the signing of the ceasefire agreement with the NDFB-RD, members of the outfit would be lodged in the designated camps and they will be given photo identity cards.

Some of the people in the procession tried to attack four Bodo youths passing the area which the personnel resisted. The procession then turned violent and attacked the personnel. Ram Pegu, said three NDFB militants fired on a team comprising police and CRPF and Sashastra Seema Bal (SSB) jawans, who were carrying out combing operations in Daisungjhora under Amguri Police Station in Chirang District. The combing operations were launched after two jawans of the SSB (civil wing) were allegedly kidnapped by cadres of the outfit yesterday from Kahitama village in Chirang district, close to the Indo-Bhutan border. However, the slain militant’s family members that said he had gone to his crop field at dawn and claimed he was not a militant. Security Forces (SFs) on December 11 killed two militants belonging to IK Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS) at Raidangbari under Runikhata police station in Chirang District, reports The Telegraph. The deceased were identified as Jeremiya Narzary, a Class X student, and Pranjit Narzary, a Class VI student. A Class VII student, Nikodim Narzary, sustained serious injuries and has been sent to the Gauhati Medical College and Hospital. Chirang Superintendent of Police (SP), Ranjan Bhuyan, said both the deceased were members of the NDFB-IKS and an AK-47 rifle, 15 rounds of ammunition and a hand grenade had been recovered from them. “Nikodim could be either innocent or a linkman of the outfit. He seems to have sustained injuries in the crossfire. As far as the two slain militants are concerned, we are absolutely sure that they are members of the Songbijit faction of the NDFB and are suspected to have been involved in extortion and abductions in that area.” However, the killings have raised tension in the District and allegations of fake encounter were levelled against the SFs.

Hussain answering on behalf of Chief Minister Tarun Gogoi, also in charge of Home, said the other outfits are Karbi People’s Liberation Tiger (KPLT), Kamatapur Liberation Organisation (KLO), Muslim United Liberation Tigers of Assam (MULTA) and Harkat-Ul-Mujahidin (HUJI-Assam unit).The NDFB-IKS has the highest number of cadre at 300, followed by ULFA-I with 240 militants, KLO has 100, and MULTA and HUJI have 40 each, he said. Altogether 15 underground groups were on ceasefire agreement with the government and their cadres were staying in designated camps across the state, the minister said. Dispur has asked the BTC, which governs BTAD, to mobilise community participation, particularly of non-Bodo communities, in maintaining order. The CPI-Maoists has developed close ties with the Revolutionary People’s Front (RPF) and the People Liberation Army (PLA) of Manipur. Both the outfits have agreed upon mutual cooperation in the areas of training, funding and supply of arms and ammunition, revealed Minister of State for Home Affairs M Ramachandran in reply to a question by Kabindra Purkayastha. The Upper Assam Leading Committee (UALC) of the CPI-Maoist is currently operating in Assam and Arunachal Pradesh and has been involved in incidents of looting of weapons and extortions from local villagers, Ramachandran said. The UALC has also been engaged in recruitment and training of cadres for outfits in Assam. These cadres have been utilised in extensive propaganda against mega dams in Assam. In this backdrop, the Assam-Arunachal Pradesh border has emerged as other theatre of Maoists activities. The outfit is also establishing separate channels in the North-east, particularly in Nagaland for procurement of ammunition, the Minister revealed.

Naga Hoho (NH), Naga Mothers’ Association (NMA) and Naga Students’ Federation (NSF) held a joint meeting on December 29 in Dimapur to discuss the prevailing situations in Zunheboto and Rengma Hills of Karbi Anglong (Assam), reports Nagaland Post. In a press release, NH ‘president’ P. Chuba Ozukum, NMA ‘president’ Abei-u Meru and NSF ‘president’ Tongpang Ozukum said the joint meeting once again strongly condemned the December 21 incident near Zunheboto and also the threat and violence meted out by Karbi militants to Rengma Nagas in Karbi Anglong. The three organizations also met NSCN-IM top leaders at Cease-fire Monitoring Cell, 4th Mile Dimapur and demanded to hand over the “culprits” involved in the December 21 incident to the administration through the civil societies in order to prevent the situation from further flaring up. However it was quiet unfortunate that the NSCN-IM leaders could not give any “positive response” to the demand, rather they have referred the matter to the collective leadership, said the three organizations. The organizations said “an ultimatum was sent to the collective leadership” to consider the demand in order to solve the situation “which they themselves have created.”

Assam Parliamentary Secretary for Home, Atuwa Munda, on December 30 said nearly 1,500 people from both the Karbi and Rengma communities are in relief camps, reports The Telegraph. He also said that that preliminary investigations had indicated that imposition of “tax” by the KPLT on orange cultivation and the Rengma villagers’ refusal to pay could be a reason for December 27 violence. Munda said following the attack on Rengma villagers, the Rengma Naga Hill Protection Force, a militant outfit earlier unheard of, came into the picture and started targeting the Karbis. He said 10 Central Reserve Police Force (CRPF) companies had reached Bokajan and had been deployed in the trouble-torn areas. On December 29, three companies of Assam Police Battalions were dispatched to the district after fresh incidents of violence were reported in the morning.
