Director General of Assam Police, JN Choudhury, observed that the Independent faction of the United Liberation Front of Asom (ULFA-I) no longer has quality and committed manpower and the outfit has lost its mass base, reports The Assam Tribune on June 3. The DGP said that the main persons in the outfit either left it or were arrested in recent times and the new recruits are not as committed as the old guards. The DGP admitted that the ULFA-I does not have shortage of weapons as it is now easy to procure weapons if one has the money. He said there was no direct evidence of the Chinese Government directly providing weapons to the militants, but it is a fact that the militants are getting weapons from China. The DGP also said that the ULFA-I has lost its sanctuaries in Bangladesh and Bhutan, which weakened the outfit to a large extent, but it still has some bases in Myanmar. He, however, admitted that the situation may change a bit if a change of guard takes place in Bangladesh in the elections scheduled later this year as the ULFA-I and other militant outfits of the North East were given a free run by the previous regime in the neighbouring country.

Former Governor of Assam and Jammu and Kashmir, Lieutenant General (Retd) SK Sinha, said that vote bank politics resulted in deterioration of the situation in Assam and there is every possibility of worsening of the situation if the problem of infiltration of foreigners is not dealt with, reports The Assam Tribune on June 4. Commenting on the fact that 14 Districts of the State recorded abnormal growth of population as per the 2011 census, the report of which was released recently, the former Governor said, “it is a self inflicted wound. Over the years, no Government tried to deal with the problem of infiltration of foreigners and the abnormal growth of population is a result of the vote bank politics.” On the militant-politician links, Lieutenant General SK Sinha said, “there is no reason for any controversy. I only said that there is a former ULFA man in the present Cabinet. I need not mention the name of the person as everyone is aware of the fact. I also said that during my tenure as the Governor of Assam, the then state government headed by the Asom Gana Parishad (AGP) fully cooperated with me to deal with militants with strong hands.” Earlier, Lt Gen Sinha, on May 31 had labelled the same allegation in reaction to Congress Vice-president Rahul Gandhi's alleged remark in 2006 saying that the leaders of, AGP, were insurgents. On May 30, State Chief Minister Tarun Gogoi said that Rahul was 100 per cent correct in his assessment.

The rebels are now hiding in the jungles of Mokokchung District in Nagaland, he said. Police also denied existence of any rebel outfit called the Assam Tea Tribes’ Liberation Volunteers (ATTLV), which, according to the Nagaland Government, had started the trouble on June 3 by firing first at Naga farmers near the border behind the garden, adds The Telegraph.

The Sangai Express reports that Prime Minister Manmohan Singh, on June 5, described the security situation in the Northeast as “complex” since insurgency, extortion and agitations continue to exist in the region. “The security situation in the northeast continues to be complex, with insurgency, extortion and agitations being the main disruptive elements in the hands of the insurgents,” he said in his address at the conference of Chief Ministers on internal security in New Delhi. Singh, however, said there has been considerable progress in dialogue with several insurgent and ethnic separatist groups in the northeastern region. “A memorandum of understanding has been signed with both factions of Dima Halam Daogah (DHD) of Dima Hasao in Assam. Three Metei insurgent groups have signed a memorandum of understanding in February 2013. Talks with the National Socialist Council of Nagaland (NSCN) are continuing,” he said. The Prime Minister said the central government was committed to undertaking and bringing to a satisfactory conclusion dialogue with all groups and organisations which are willing to give up violence to seek solutions within the framework of our Constitution. “We are equally firm in our determination to continue assisting the states of the northeast to enhance their law and order enforcement capabilities, so that the people of the northeast enjoy the normal fruits of democracy and development,” he said.

State Government will equip Assam police personnel manning inter-state boundaries with more sophisticated weapons and modernise border checkposts, reports The Telegraph. While rejecting a proposal for a specialised force to deal with problems on the border, the Assam home department said vigorous patrolling along borders by police and CRPF personnel would be initiated. The proposal was submitted by minister of state for border area development Siddique Ahmed in the aftermath of the June 3 border flare-up between Assam and Nagaland near Mariani in Jorhat District. Deputy Inspector-General of Police (eastern range) Satyen Gogoi told The Telegraph that the Police had “some specific information” about a large number of youths trying to leave Assam through the District with the intention of joining the Maoists. The drive was carried out at the railway station based on this information. He said the police detained persons found “doubtful” during the checking carried out on the train. These youths could not give proper answers when questioned by the police to verify the information on the documents produced by them. Most of the youths hailed from places like Sadiya, Tangana, Dhola in Tinsukia District, Rajgarh and Tingkhong (both in Dibrugarh District) and Namsai in Lohit District of Arunachal Pradesh, which are deemed sensitive in terms of insurgency and Left-wing extremism.

The task force also recommended that commando battalion of the Assam Police should be converted into a well-knit offensive unit called the Assam Police Commando Organization. The Task Force, headed by Additional Director General of Police (ADGP), BJ Mahanta, said that the Assam Police Commando Organization should have strength of two battalions and the battalion should include the Black Panthers [jungle warfare], Assam Police rangers for operations by small teams and Beerangana [the woman commando unit]. All these three units will require specialized training which will have to be conducted in the Commando organization location itself. The Black Panthers will have to be groomed strictly in the line of the Greyhounds of Andhra Pradesh. The Task Force suggested that the structure of the Police Stations, Police outposts and border Police outposts (BOPS) should be constructed as per Andhra Pradesh model with eight feet high wall, double-story building and sentry posts at the top and in front of the buildings. The report pointed out that the Maoists in Assam are not banned under any Act of the Government and that this problem could be countered with independent State legislations.

Meanwhile, Tinsukia Police are preparing a standard operating procedure to check Communist Party of India-Maoist (CPI-Maoist) design to expand in the District, especially in the tea belt and along the Assam-Arunachal Pradesh border, reports The Telegraph. District Superintendent of Police, (SP), P.P. Singh elaborated that each tea garden would collect information on persons going out of (say in search of jobs in or outside Assam or for any other purpose) or returning to the gardens. The tea garden belt has been divided into six zones, each of which will be under the charge of a gazetted officer (of the rank of Inspector and above) to supervise implementation of the standard operating procedure. All the 17 Police Stations in these zones and the outposts under them would gather information from the gardens. Police officers will meet managers, labour sardars (leaders) and line chowkidars (watchman) on a fortnightly basis. The information collected from the tea estates will be submitted in a format being prepared by the police department. It will be centrally stored in a data bank at the district police headquarters and analysed by the CPI-Maoist cell of the District Police.SP, Singh said gradually the plan would be extended to villages where gaon burahs (village headmen) and gram panchayat (village level self-governing body) members would be involved in collecting information.

A committee comprising personnel from the Border Security Force (BSF), Seema Sashastra Bal (SSB), Reserve Bank of India (RBI) and different branches of the Assam Police, has been formed to deal with the problem of Fake Indian Currency Note (FICN) rackets, Assam Tribune reports on June 25. Initiating the discussion on June 25, the Director General of Assam Police, J.N. Choudhury said that all the concerned agencies should work together to bust the gangs involved in the FICN racket. He called upon the officials of the RBI to issue samples of FICN so that the police and security forces can identify it. The Senior Superintendent of Police, Criminal Investigation Department, Debraj Upadhya gave a presentation on the FICN seizures in different parts of the State. He said that in Dhubri District so far this year, 205 pieces of FICN of INR 1000 denomination were recovered, while, 419 pieces of notes of INR 500 denomination were seized. In Guwahati city, 258 pieces of INR 1000 denomination, 235 pieces of INR 500 denomination and 174 pieces of INR 100 denomination were recovered and six persons were arrested.
