Haldar, to press for an early solution to the decades-long impasse by creating a separate State for the indigenous tribal people of Assam, according to Telegraph. NDFB ‘information and publicity secretary’ S. Sanjarang said, “If Telengana could be created without the recommendation of the [S]tate [G]overnment, why not Bodoland? Importance should be given to the Bodo people also. The Bodos and the indigenous tribal population have been demanding a separate state since 1967. It would be gross injustice if the Centre does not recognise our demand.”

The Centre is ready for a dialogue with the pro-talks groups of both United Liberation Front of Asom (ULFA) and the NDFB even without their top leaders Paresh Barua and Ranjan Daimary. Union Home Minister P. Chidambaram said, “Our offer to talk to ULFA remains. But we have not yet got an offer to talk from those who have been apprehended. Paresh Barua is not with us. We do not think he is in India. Just because Paresh Barua is out of the country it does not mean that talks can be avoided indefinitely.” Chidambaram, however, said that the Centre was also willing to talk to the NDFB without its ‘chairman’ Ranjan Daimary.

According to PTI, official sources said that the Karbi Longri National Liberation Front (KLNLF) with nearly 400 of its cadres slated to surrender would be publicly decommissioning its arms at Diphu in Karbi Anglong District on February 11. The KLNLF ‘general secretary’ Thong Teron said that his outfit had decided to go for the peace process as their 15-year-old ‘self-rule revolution’ had aggravated the situation in the District. One more United Liberation Front of Asom (ULFA) militant was killed by Security Forces (SFs) in the February 2 encounter at Bhokelikanda under Kalaigaon Police Station in Udalguri District in which one ULFA cadre and a minor civilian were reportedly killed, according to Telegraph. The two slain militants were identified as central Assam ‘area commander’ Bosa Singh alias Ranojjal Kakoty and his bodyguard Ankur Bonia alias Bishnuram Deka. An AK-56 rifle, 60 rounds of live ammunition, two pistols, four Chinese grenades, a satellite phone, six cellular phones and incriminating documents were recovered from their possession.

Telegraph reports that the hardcore militant belonging to ‘709th battalion’ of the ULFA, identified as Raju Deka alias Mustafa Mohammad (30) of Mangaldoi, was arrested by Security Forces (SF) personnel from the Talap area in Tinsukia District. Around three kilograms of explosives were recovered from his possession. SFs claimed to have thwarted the outfit’s designs to create fresh terror with the arrest of the militant. Military intelligence sources said that another militant, Hemanta Rajbongshi was leading a 12-member group from ‘709th battalion’ and was looking for possible targets in Upper Assam.

In an e-mailed statement, he once again came down harshly on people he described as ‘local dalals and India-loving intellectuals’ who were playing a devious game to derail the outfit’s freedom movement. He said that these people were trying to put pressure on the jailed ULFA leaders to sit for talks by citing ‘false aspirations of the people’. He added, “However, we are sure that our jailed leaders will not forget the sacrifices made by thousands of youths for the sake of the freedom movement.”

This revelation came following February 1 surrender of a ULFA militant Akash Bora before the Inspector General of Border Security Force (BSF) at Shillong in Meghalaya. Security sources said that from the revelations made by Akash, it was clear that the ULFA is still recruiting new boys and new recruits in small batches are still sent to the camps in Myanmar for training. The ULFA has four major camps in Myanmar where around 150 to 200 cadres are staying. Sources quoting Akash said that life is tough for the militants in Myanmar because of the terrain, and the recent arrest of ULFA ‘chairman’ Arabinda Rajkhowa and other senior leaders frustrated and demoralised the cadres. Sources further added that the camps of the ULFA in Myanmar are run mainly by ULFA ‘central committee member’ Jiban Moran and hardcore militant Bijoy Chinese. Akash revealed that some senior ULFA cadres are maintaining links with some Army officials of Myanmar.

Karbi Longri North Cachar Hills Liberation Front (KLNLF) surrenders in a formal surrender ceremony at Diphu, the headquarters of Karbi Anglong District, on February 11 (today), reports Telegraph. The issue of a separate Karbi homeland (Hemprak Kanthim) under Article 3 of the Constitution will form the main issue during talks with the Government. Preparations for the mass surrender began on February 7 with 403 KLNLF cadres walking into the designated camp set up at Diphu Polytechnic. Another batch of nine militants, including the outfit’s ‘publicity secretary’ Rejek Dera, reached the camp on February 8. “We are now hoping for a fruitful political dialogue on the Hemprak Kanthim (homeland) issue. Both New Delhi and Dispur promised to seriously consider the demand of the Karbis and it was only because of the assurance that we agreed to come forward for a negotiated settlement. If the political machinery and government system sincerely fulfill our peoples’ demands, there will be peace, development and prosperity for all,” Rejek Dera said over phone. Acting ‘chairman’ of the group Hage Khaathar led his top leaders including ‘commander-in-chief’ Songja Timong and ‘general secretary’ Thong Teron and 416 cadres for the decommissioning programme. Khaathar said, “We have realised our problems cannot be solved through an arms revolution but only through peace talks,” at the surrender ceremony. The Assam Chief Minister Tarun Gogoi and Union Joint Secretary of Home Department in-charge of Northeast Arvind Verma were also present at the programme. Gogoi said, “My government will help in speeding up the peace process. The rehabilitation package per decommissioned cadre will be increased to [INR] 2 lakh from [INR] 1.5 lakh. Jamira Police along with Hailakandi Superintendent of Police Vivekanda Das were fired upon by militants at Khulinala in south Hailakandi bordering Mizoram in the evening of February 24 and were compelled to return as they had gone to the place to recover the truck of an abducted driver, reports Sentinel. The report adds that truck driver, Makran Ali, an employee of Bulbul Enterprise, was abducted by militants in the night of February 23. Sources said that an amount of INR one million was demanded merely an hour after the abduction. Within an hour after the abduction, an unknown caller reportedly claiming himself as Abdul Salam, ‘chief’ of the United Revolutionary Army of Barak Valley, contacted one Hilal Uddin, a hotelier at Ghatmura, and asked him to inform the owner of Bulbul Enterprise to hand over INR one million for safe release of the truck driver.

Chidambaram, Chief Minister Tarun Gogoi in Delhi reiterated the outfit’s need to drop the issue of sovereignty and abjure violence before any parley, added Telegraph. They discussed ULFA’s demand for direct talks with the Centre. However, a source said both agreed that the talks, as and when they are held, should also involve the State Government. The meeting also dwelt upon the efforts being made to bring all the ULFA leaders, including Barua to the talks table, but was unanimous on the view that the Government could not keep waiting. According to Sentinel, after his discussion with Chidambaram, Gogoi said, “The government is ready for talks with the ULFA but there will be no discussion on sovereignty. There is also no plan to suspend operations against the group.” On ULFA ‘commander-in-chief’ Paresh Barua, Gogoi said, “We will also try to bring Paresh Barua to the negotiation table. But if he doesn’t come, we will go ahead with the peace process.” Gogoi said the indication from the ULFA was positive and the Government was hopeful of initiating the peace process soon. “But we don’t specify any time-frame,” he added.

After six years in prison, the United Liberation Front of Asom (ULFA) ‘publicity secretary’, Mithinga Daimary (43), was released on February 25, reports Sentinel. After his release from the Guwahati Central Jail, he went to his house at Barama in Nalbari District. Daimary said, “I will meet the jailed ULFA leaders within a day or two on peace talks. It’s not possible to take any decision inside the jail, and as such the Government should ensure the unconditional release of the jailed ULFA leaders.” He appealed to ‘commander-in-chief’ Paresh Barua to agree for talks on. However, ULFA ‘vice-chairman’ Pradip Gogoi said peace talks would depend much on the Government’s stand. “We can’t take any decision till our general secretary Anup Chetia comes from Bangladesh,” he added.

Nazimuddin Majumdar, the forest guard who was abducted by unidentified militants from Jhalnacherra on February 13, was released on February 26, reports Sentinel. It was earlier reported that they had demanded a ransom of INR one million from his family members for his release. Sources said Majumdar was abandoned by the abductors near the Assam-Meghalaya border. He, however, could not ascertain as to whether the assailants were from the Reang or from the Muslim community as they kept their faces covered with towels. He added that they decided to release him as the news of a search operation by the Army reached them. Subsequently, Nazimuddin was dumped in a jungle from where he climbed down to a nearby village Betcherra and he was helped by the local people to contact Jamira Police who immediately escorted him to his home at Syedbond in Algapur of Hailakandi District. Nazimuddin, however, denied paying any ransom. However, sources hinted that his family had to cough up some amount of money for his release.

Sentinel reports that Hailakandi Police, led by Superintendent of Police, Vivekananda Das, raided the hideout of the Muslim militant outfit, Atabur Bahini, at Sudhurtal, a place between Jhalnacherra and Betcherra in Hailakandi District bordering Mizoram on February 26. A gun battle continued for almost an hour and when firing from the other side came to a halt, the Police entered the room and recovered dead bodies of two militants. One of the dead militant belonged to the Reang community and the other a Bengali Muslim, identified as, Alimuddin of Triganga village in South Hailakandi. Sources said that the recently released forest guard, Nazim Uddin Laskar, who was earlier abducted by unknown militants, had also identified the bodies of the militants as his abductors. It was reported that father of the slain militant later confessed his son’s association with the militant outfit. Identity of the Reang militant could not yet be established
