A trader, Rabin Agarwal, who was rescued from the Kamtapur Liberation Organisation (KLO) militants during their bid to abduct him on April 22, received three text messages from two Assam numbers on May 1, reports Telegraph. The messages said Agarwals would have to pay INR 10 million or face dire consequences. The messages also mentioned that the time and venue where the money should be sent would be communicated later. A KLO militant, Gopal Barman alias Marang Singh, was arrested while trying to abduct the trader on April 22. Gopal, who hailed from Kanturka in Habbibpur, had been trained in Bangladesh and had been in the Korkajhor forest of Assam for 12 years. He had been remanded in Police custody for 14 days and was handed over to the Criminal Investigation Department (CID) on April 30 for further interrogation.

Security sources said that in recent times, the anti-talk faction of the NDFB, suffered severe setbacks as the SFs achieved success in the operations against the outfit. However, cadres of the outfit are still indulging in extortions and abductions in the areas bordering Bhutan and Arunachal Pradesh taking advantage of the lack of adequate security cover in the area. Army sources said that 28 cadres of the outfit were killed in the first four months of 2010. Sources also revealed that 13 cadres of the anti-talk faction of the NDFB were killed in the counter-insurgency operations in January 2010, seven were killed in February, five were killed in March and three were killed in April. In 2009, more than 70 cadres of the outfit were killed.

One Muslim Liberation Tigers of Assam (MULTA) militant, Abu Bakkar Mondal, a resident of Kathaldi char, was arrested. A revolver and four rounds of ammunition were recovered from his possession. SFs also recovered a huge amount of equipment used to manufacture weapons and bombs and one Improvised Explosive Device (IED) from Mondal’s residence, where he had allegedly been running the factory. Sources said, “Abu Bakkar Mondal confessed that he had been supplying the arms, ammunition and explosives to the militants groups (names not disclosed) operating in this part of the region.”

Army has launched an extensive drive to locate the hideouts of criminals who masquerade as militants and indulge in extortion and abduction in Hailakandi District. During the past 10 days, a Khasi landowner was abducted and threat letters were dispatched to a large number of rich farmers, shopkeepers and schoolteachers. The activity of the armed criminals have recently gathered momentum in the District with at least three groups — the United Democratic Liberation Front-Barak (UDLF-B), Atabur Bahini and United Democratic Liberation Army (UDLA) engaged in the anti-social activities. These militant groups continue their extortion and abduction drives even after the surrender of one militant gang led by Pauchau Ram Reang two years back and capture of Dhanyaram Reang, a self-styled leader of the UDLA, in July 2009 at Hailakandi’s border with Mizoram. The present groups operating in the south Hailakandi areas comprise young Reangs and a section of Bengali Muslims. The official sources in Hailakandi admit that a sense of apprehension prevails among the people in Hailakandi area despite the presence of the Army, which was deployed recently.

Source said, “Daimary is to NDFB just as Barua is to ULFA... those who have joined the outfit have been inspired by Daimary, not the other leaders. So his future moves would be crucial for finding a solution.” The Government plans to get him to the negotiating table. Source further said, “Sooner or later we need him to join the ongoing peace process between the Centre and the NDFB to bring permanent peace in the state in general, and in Bodo belt in particular.” Source added, “Though the Centre has already begun a dialogue with a faction of the NDFB, any talks without the Daimary faction is unlikely to ensure lasting peace, as a section of armed NDFB cadres are under his control and they still have a nuisance value.”

Expressing concern over the activities of the Manipur-based militant outfit United National Liberation Front (UNLF) and Communist Party of India-Maoist (CPI-Maoist) in the State, Chief Minister Tarun Gogoi said that the case of the two recently-arrested UNLF leaders would be handed over to the National Investigation Agency (NIA). Tarun Gogoi condemned the ULFA for being ‘insincere’ about the proposed talks by adamantly insisting on ‘sovereignty’ as the issue, saying that no dialogue was possible under the circumstances as sovereignty was ‘non-negotiable’. Gogoi was also critical of the intellectuals who had been urging the Government to be flexible on the sovereignty issue. Gogoi said that the ULFA was not a revolutionary group as its leaders maintained a lavish lifestyle in foreign countries at the expense of their cadres. He further added that while some camps of the ULFA and other militant groups still existed in Bangladesh, the country was extending full cooperation to India in flushing out the militants.

He made this revelation before Police interrogators at the Assam Police Special Branch Headquarters. Daimary said, “I never thought the magnitude of the bombings would be so devastating. I regret and repent now for that horrific wave of bombings,” to Police interrogators. Daimary further said, “We triggered the blasts to make our presence felt and to show our strength to the Central Government”. According to sources, the team of Muslim youths was led by one Belaluddin. In recent times, some Muslim youths, most of them from South Hailakandi bordering Mizoram, took up arms to raise a militant outfit. Sources further revealed that a group of Muslim youths, backed by Islamic fundamentalists, was trying to form a militant outfit in the valley. The NSCN-IM is planning to foment communal tension to its advantage. The National Socialist Council of Nagaland (NSCN) played a key role in the formation of the National Democratic Front of Bodoland (NDFB), while the outfit also maintained links with Pakistan’s Inter-Services Intelligence (ISI) since the early 1990s. Sources revealed that Ranjan Daimary first joined the Bodo National Front in 1983 and later in 1984, he, along with other persons including Govinda Basumatary, decided to form the Bodo Security Force (BSF) and wrote to the leaders of the NSCN seeking their help. The BSF, which was later renamed as the NDFB, first started a training camp in the forests north of Rangapara in Sonitpur District in 1988 and the NSCN provided them with some weapons and trainers. Sources further revealed that Daimary also stayed in the bases of the NSCN in Thailand for quite some time and established contacts with some agents of the ISI in 1993. The ISI provided the NDFB with some communication equipment, explosives and timer devices.

According to information available with the security agencies, some of the persons, who received such extortion notes, also received phone calls from persons identifying themselves as leaders of the militant outfit and apparently on most occasions, the militant outfit is ready to negotiate the amount demanded. However, no one is very sure whether anyone was paying up and if someone really paid, where the exchange of money took place.

The two drug traffickers were identified as Jyotirishi Das of Rowta in Udalguri District and Biswananda Das of Baihata Chariali in Kamrup (Rural) District. Subsequently, the smugglers confessed to be operating in the illegal business for one Manik Boro of Rowta who had been operating the racket. Later, with the raid in Manik’s house the Army recovered additional 70 kilogramme of marijuana on the same day. However, Manik Boro managed to escape. Further, inquiry revealed that the money from this illegal drug trade was being used to fund the anti-talks faction of the NDFB operating in Udalguri District.

SFs neutralised a consignment of arms and ammunition, headed for Dimapur in Nagaland, near Garampani area of Karbi Anglong District and arrested four persons on an unspecified date, according to Sentinel. One 9-mm pistol with magazine, two M-20 pistols with magazine and three live rounds of M-20 pistol were recovered from the vehicle carrying the consignment. The arrested individuals were identified as Heme Kheimungan, Khongbhe Khiamneungan, Pushen Khiamneungan (all hailing from Tuensang District of Nagaland) and Nazim Ul Islam, resident of village Signal Basti Rana Colony under Dimapur Police Station.

Assam State Cabinet on May 26 decided to start the process of talks with the ULFA without Paresh Baruah, the ‘commander-in-chief’ of the outfit, who is still maintaining a rigid stand on the issue of talks, reports Assam Tribune. Chief Minister Tarun Gogoi said that the Government waited for Paresh Baruah for a long time and there was no reason to wait for him for an indefinite period. He said that the Government received indication that majority of the leaders of the ULFA are in favour of talks and the Government has decided to go ahead and start the process without waiting for Paresh Baruah. However, at the same time, he said that the State Government would intimate the Centre about the Cabinet decision and wait for the response from the ULFA before taking the next step.

He said, “At this moment, it is the first and foremost responsibility of the government to create the right atmosphere for the Ulfa leadership to take a decision on the proposed political dialogue. Since no formal decision has been taken by us, the question of leaving out Paresh Barua does not arise. We have never said talks will be held without him nor did the ‘national convention’ held in Guwahati take any such decision.
