120 Pawan Hans pilots are threatening to go on an indefinite strike from December 16, reports India Today. The pilots are protesting Pawan Hans 'forcing them' to fly in Communist Party of India-Maoist (CPI-Maoist)-hit areas. Five management pilots, of the rank of deputy general managers have already set the ball rolling, putting in their papers in protest. The Pawan Hans Helicopter Pilots Guild has already sent a notice to the chairman and managing director and informed all clients including ONGC, Governments of Maharashtra, Chhattisgarh, Odisha and the Vaishno Devi Shrine Board to make alternate arrangement. "We are not trained military pilots. We are commercial pilots being forced to fly in adverse environment in anti-Naxal operations. We are neither trained nor equipped to fly in a war like zone. Our helicopters are not armour plated, we have no bullet proof jackets, helmets or even a personal weapon and there have been instances of our helicopter coming under Naxal fire," R.K. Mahajan, secretary general of the Helicopter Pilots Guild told Headlines Today.

Seven security personnel and 21 Communist Party of India-Maoist (CPI-Maoist) cadres were killed in attacks and counterattacks in seven Maoist-infested Districts by November 2013, reports The Times of India. As many as 87 Maoists surrendered during the period, chief minister Naveen Patnaik told the assembly on December 2. Naveen said among the Districts, highest number of four Border Security Force (BSF) personnel were killed in an ambush in Koraput while 13 extremists were gunned down in Malkangiri District. Maoists were killed in five other Districts -four of them were killed in Rayagada and one each was killed in Koraput, Balangir, Bargarh and Gajapati.

Another wanted Maoist Era Padiami alias Mukesh was arrested in Malkangiri. Acting on a tip off, Koraput Police arrested Ara Praska, Satya Nachka and Chuda Naik from Ranjitguda forest under Laxmipur Police limits. "Wind machine, gun powder, metallic parts, cutting blades, hammers, sharpening instruments and ball pellets meant for manufacturing guns were also seized from them," said Superintendent of Police (SP) (Koraput) Awinash Kumar. "The guns were being supplied to cadres in Laxmipur and Narayanpatna," the SP said. In Malkangiri, Police arrested Era from Marigeta. "He was involvement in four incidents of violence in the district," said SP (Malkangiri) Akhileswar Singh. Era's father Waga Padiami alias Ramesh holds a ‘deputy commander’ rank in the Kalimela Dalam (squad) of the CPI-Maoist, he added.

A Communist Party of India-Maoist (CPI-Maoist) cadre was suspected to be killed and another injured during an exchange of fire with Security Forces in Kalimela Police Station area of Malkangiri District on December 5, reports The Hindu. The personnel of the Border Security Force (BSF), District Voluntary Force (DVF) and local Police, who were part of a joint operation to rescue three persons from Gomphakunda village abducted by Maoists on December 4, were involved in the exchange of fire, said Malkangiri Superintendent of Police (SP) Akhileshwar Singh. According to Mr Singh, the rescue operation was successful as all the three abducted persons managed to escape from the clutches of the Maoists. One of them has already reached the Gomphakunda village. The two others abducted along with him also managed to escape but had not reached their village as they had taken other escape routes. The abducted persons included a woman and the son of the local Sarpanch (village level local self government institution). “Although security forces have not seized the body of the slain Maoist, the information provided by the person, who escaped from the Maoists, one Naxalite was killed and another injured,” said the SP. Out Look reports that one BSF trooper was injured in the operation.

Two Communist Party of India-Maoist (CPI-Maoist) cadres involved in several murders were arrested from Narayanpatna block in Koraput District on December 9, reports The Hindu. The two arrested Maoists were Nabin Praska and Sana Wateka. They were members of Narayanpatna area committee of Srikakulam Koraput Divisional Committee (SKDC) of Andhra Orissa Border Zonal Committee (AOBSZC) of the CPI-Maoist. The arrest came a day after Maoist mayhem at Kumbhariput village in Bandhugaon block in the night of December 7. The Maoists had killed two persons alleging them to be Police informers and set ablaze at least five vehicles of a construction firm at this village.

Chief Minister (CM) Naveen Patnaik, on December 10, said that his Government has successfully contained the activities of Left Wing Extremists (LWE), reports New India Express. Asserting that lawless activities of Communists Party of India-Maoist (CPI-Maoist) have been brought under control in 11 affected Districts, the Chief Minister said the Government is now trying to contain the Maoists in parts of Malkangiri, Koraput, Balangir, Nuapada, Rayagada, Bargarh, Kalahandi and Nabarangpur districts. Patnaik also said the number of casualties of civilians and security personnel in Maoist- related incident till November is less than half of the number during 2012. The Maoists claimed the lives of 15 civilians and seven security personnel in 2013 compared to 25 civilians and 19 security personnel last year. Naveen said 21 Maoists were killed in 57 incidents till November as against 10 in 2012. Responding to Leader of Opposition Bhupinder Singh’s allegation that the State Government is unable to utilise funds sanctioned under security-related expenditure (SRE) scheme, the Chief Minister said the State has already spent INR 3.23 billion from its own resources in SRE scheme during 2012-13. “It is a matter of regret that the Government of India has not reimbursed INR 1.79 billion in spite of several requests from the State,” he remarked. Meanwhile, Naveen Patnaik dismissing the opposition parties including Congress and the Bharatiya Janata Party’s (BJP) allegations that the crime records of the State proved inefficiency of Government in maintaining law and order situation, the CM said the situation in the State is by and large peaceful. There have been no communal incidents or major agitational activities by the students in the State. The industrial scenario, by and large, remained peaceful and sporadic incidents were tactfully handled, he said.

A 65-year-old man was shot dead by Maoists in Biliguda village under Motu Police Station limits in Malkangiri District on December 12, reports The New Indian Express. A group of about 40 Maoists came to the village late in the night and asked villager Prabhakar Madkami to come out of the house and then shot him dead. Before leaving the village, the Maoists threatened villagers of dire consequences if they informed the Police about the incident. Police said a poster left near the body claimed that Madkami was killed as he was passing on information about the Maoists to the Police and Border Security Force (BSF).

When contacted, officials of the anti-Maoist cell of Malkangiri District Police informed that although they have received reports from different sources, the information had not been confirmed. Security forces had rushed to the two villages from where the alleged abductions took place. According to sources, the abductions took place at Chintalwada and Ramaguda villages under Kalimela police station limits. The eyewitnesses say, the abductors had alleged these six persons were police informers and were having relations with the personnel of the Border Security Force (BSF) camping in the area.

A joint team of Special Operation Group (SOG) and Police from Malkangiri and Koraput Districts eliminated the Maoist during a joint combing operation in the forests near Chhiliba under Machkund area of Malkangiri District. He was a senior member of Andhra-Odisha Border Malkangiri Maoist Divisional Committee. He was involved in many incidents of murder including the killing of 38 security personnel in Chitrakonda reservoir in Malkangiri District, extortion and land mine blasts. However, about four other Maoists managed to escape from the encounter site. A hand grenade and a pistol were recovered from the site.

The exchange of fire took place when the security personnel raided a secret Maoist camp inside jungle near Indragada in Raikia Police Station limits. There were no reports of casualties or injuries from any side. The Maoists in the camp managed to escape into the dense jungle. But arms, ammunition, explosives and other material of Maoists were seized from the deserted camp. Kandhamal Superintendent of Police (SP) Kanwar Vishal Singh said a special operation was launched jointly by the personnel of the District Voluntary Force (DVF) of Kandhamal and Ganjam District on December 24 to unearth the secret camp of Maoists. Information regarding the camp came from a diary seized from a Maoist named Pratap Pradhan who was arrested during an extortion attempt two days ago. The seized items included two rifles, fifteen 9 mm ammunition, five bullets of SLR, one grenade, two landmines each weighing more than 10 kg, 13 detonators, four pairs of Maoist uniform, and two chargers of VHF communication sets, etc.

A group of Maoists cadres, including women, stormed into Padia, in the early hours and entered the block office building after breaking the lock, Malkangiri Superintendent of Police (SP) Akhileswar Singh said. The Maoists set the building on fire before triggering a powerful blast, causing extensive damage to the structure, he said, adding that no one was harmed in the attack. A poster found from the site stated that the attack was in protest against an encounter with Security Forces (SFs) in September this year (2013) in which around 13 Maoists had been killed, police said, adding that the poster also sought a halt to anti-Maoist operation and withdrawal of Border Security Force (BSF) from the region.

Madhi’s bullet wound body was located near Sangel village in the morning. Through a statement Maoists claimed that this murder and their other acts of violence in December in Malkangiri District were mark of protest against the encounter at Silakota on September 24, in which 13 Maoists had been killed. Madhi was a village level leader and was the secretary of local pani Panchayat (local body for distribution of water). He had been abducted by Maoists on December 27 from Sangel village. According to locals, Madhi had been produced before a ‘parja court’ (people’s court, euphemism for Kangaroo court) where he was ‘sentenced’ to death for being a Police informer.
