The Communist Party of India-Maoist (CPI-Maoist) menace would be eliminated from Odisha within a year as the Police are energised and motivated to end the Maoists’ activities, asserted Odisha Director General of Police (DGP) Prakash Mishra on October 3, reports The Pioneer. Mishra made the claim while providing financial incentives to 19 Maoists, who had earlier surrendered in Jajpur District, at a function at the Kalingagar Police Station. He distributed INR 372,000 to each erstwhile Maoist and interacted with them. Mishra said the Maoists would be sternly dealt with. The Government is always ready to rehabilitate the Maoists who are interested to surrender or else they would face bullets, he warned. Ex-Maoist Tukuna Basra said, “We are now happy. We were leading a hell of life in jungles. We are being physically and mentally tortured by the Maoist group leaders. We have now got a new lease of life. We also appeal to our Maoist brothers to follow our path.”

Twelve Communist Party of India-Maoist (CPI-Maoist) cadres, including five women, surrendered to Malkangiri Superintendent of Police (SP) Akhileswar Singh in Malkangiri District of Odisha on October 4, reports The Hindu. These surrendered Maoists were from Poplur dalam (squad), Kalimela dalam and cut off area dalam of the CPI-Maoist and were active in cut off area of Balimela reservoir in Malkangiri District and areas of adjoining Andhra Pradesh. Most of them had several cases related to Maoist violence including murders pending against them. Among them was a Maoist couple. According to Police sources, the husband Muka Madkami of Kanaguda village was an ‘area commander’ in Kalimela dalam while his wife was Gouri Madkami was ‘area commander’ with the Poplur dalam since the last five years.

A Communist Party of India-Maoist (CPI-Maoist) cadre Bhaskar Patra alias Pravakar, who was involved in explosion, extortion and arson, was arrested from was arrested from Baraigoda village under Daitari Police Station in Keonjhar District of Odisha on October 10, reports Out Look. Considered a senior member of the Kalinganagar Division of CPI- Maoist, Bhaskar was active in Keonjhar and Jajpur Districts. After being arrested for his involvement in Maoist activities, Bhaskar had served a four year jail term from 2009 to 2013 as an under trial prisoner. However, after his release, Bhaskar in association with leaders including Shekar, Mantu, Bikar and others had conspired to blow up the railway line near Tangiriapal railway station in Keonjhar District, Police said. Besides, he was involved in instigating tribals against the Government and collecting huge funds for Maoist activity. At the time of arrest, electric wire, detonators, gelatin sticks, pencils and batteries were seized from his possession.

Chief of Odisha Maobadi Party (OMP), a splinter group of Communist Party of India Maoist (CPI-Maoist), Sabyasachi Panda, after silence of few months has come out with an audio message in support of the eight persons who were convicted and sentenced to rigorous life imprisonment in the murder case of Viswa Hindu Parishad (VHP) leader Swami Lakshmanananda Saraswati and his four associates in 2008, reports The Hindu. The murder has sparked off large scale communal violence; however Panda had claimed that Maoists including him were involved in this murder. Through his audio statement to the media in Kandhamal, Panda claimed that all eight persons convicted by the Phulbani Additional District and Sessions Court were innocents and had no links with the murder. He said the Maoist from Andhra Pradesh, Paluri Rama Rao alias Uday, who was convicted in this case, was wrongly convicted.

He said "The CPI-Maoist has the capacity to launch spectacular strikes in its stronghold areas (like Chhattisgarh, Jharkhand and Odisha), especially against soft targets." He further said "The role of the Central Armed Police Forces is of great importance in this regard since 90 battalions (around 90,000 personnel) have been deployed for anti-Naxalite operations." The Maoists allegedly killed the 40-year-old Soumendra Betti suspecting that he was giving information to Police and Security Forces (SFs) involved in anti-Maoist operations in the region. The Sarpanch was reportedly called out of his home in village Materu near the border with Chhattisgarh. Betti was reportedly taken to the outskirts of the village, where over a dozen Maoists were waiting. In April, 2013, a Sarpanch was dragged out of his home by around 30 armed Maoists, including women cadres, and shot dead.
