According to the Rautahat district police office, around 50 JTMM-J cadres began firing at a police patrol team after abducting a contractor, Narayan Neupane. The MJF said it padlocked the office as they were denied any role in the daily activities of the DDC and the VDCs. The CPN-Maoist chairman Prachanda has said that the model of DDR (Disarming, Demobilisation and Reintegration) will not be applicable for restructuring of the Maoist army. Addressing a programme in Geneva, Prachanda said that since the Maoists' People's Liberation Army (PLA) had fought for people, the DDR model cannot be applicable for them. "It should rather be applied on the old army," he said, adding, the PLA should be reintegrated into the Nepali Army and their soldiers be given security duties. Any plan to engage them in other duties would be unfortunate, he pointed out.

Nine persons were injured after the Maoist-affiliated Young Communist League (YCL) cadres attacked the monarchists' rally in Kathmandu on July 7, according to Nepal News. Maoists reportedly obstructed the supporters of King Gyanendra from participating in a rally in front of the Narayanhiti royal palace. The YCL cadres attacked a couple of persons claiming that they were planning to greet the King on his 61st birthday. Similar incidents were reported from the Bhotahity, Asan, New Road, Sundhara and Lainchaur areas in Kathmandu.

The interim parliament will be officially decided on at the second round of "summit talks" scheduled for July 21. Maoist Chairman Prachanda said the talks were successful in resolving the confusion that surfaced after the signing of the eight-point agreement on June 16. "The talks have brought about a conducive environment," Prachanda said, adding that "illusions and suspicions [over the eight-point deal] have been eliminated." Jhalanath Khanal, a CPN-UML leader who participated in the talks, said the Maoists were "not negative" about the parties' proposal on inducting some outside members (reference to Maoist members) into the existing HoR. Two local groups had quarrelled over the construction of a road that was supposed to connect Baguwa to Bangaon of Shikharpur Village Development Committee-6 (VDC) area. As neither side was willing to compromise, the YCL cadres attacked both the groups. In the united retaliation of both the local groups, three YCL cadres were injured. Speaking at a programme in Reporters' Club, on July 16, Ananta claimed that the UNMIN was transgressing its authority, saying, "The UNMIN only has the authority of verifying the army and determining if there are minors or not. We will not obey the UNMIN if it starts to transgress its authority and asks anarchic, irrelevant and obscene questions." He stressed that the verification process had to be stalled for the same reason. A statement issued by Jwala Singh on July 17 said the government was “trying to mobilise the army to suppress the Terai movement for liberation” and that his group and the Terai people were ready to tackle with the government’s security forces. He also warned the hills-origin government officials based in Terai to evacuate in two weeks period and that the failure of which would result in strong physical actions. The Maoists disrupted the distribution by seizing newspaper copies from the distributors. They forcibly took control of the vehicles loaded with newspapers at Bhaisepati in the Lalitpur district and also threatened the transporters and distributors not to deliver the newspapers. At Anamnagar in Kathmandu, about 50 Maoists surrounded the offices of the dailies and blocked employees from entering the office from 9.00 am to 10.45 am and threatened to lock the office by 7 pm. Maoist leader and the government’s spokesperson Krishna Bahadur Mahara denied involvement of the party in disrupting distribution of the two newspapers but a Member of Parliament and leader of the Maoist Trade Union Federation, Shalikram Jammakattel, said the union supported the disruption.

Authorities in Nepal have arrested a Pakistani national who was carrying more than $250,000 in fake Indian currency, officials said on July 31. "The fake currency totalled Indian Rs 10.2 million ($252,000) in Rs 500 and Rs 1,000 denominations," Dhak Bahadur Karki, a senior security official at the Kathmandu airport told AFP, adding the bills were hidden in soap bar wrappers. "This is one of the biggest seizures of counterfeit currency that I know of," said Kathmandu police officer Upendra Kanta Aryal. "We believe that this is an organised network and we are investigating it," he added. Abdul Wahib, aged 40, who told police he was a businessman, was stopped on July 30 at Kathmandu’s Tribhuvan Airport upon arrival from Karachi. If convicted of counterfeiting, Wahib could be sentenced to five years in prison and fined the same amount as the total of the fake currency he attempted to smuggle into Nepal.

Cadres of the Jaya Krishna Goit faction of the Janatantrik Terai Mukti Morcha (JTMM-G) shot dead a civilian in Bara district on July 31, Nepal News reports. A group of six to seven armed JTMM-G cadres abducted Rajendra Prasad Kanu from his home at Khophahawa Village Development Committee-2 and killed him some 200 meters away from his home. District secretary of the JTTM-G said Kanu was killed as he was involved in activities against his party.
