Cadres of the Young Communist League (YCL) captured and severely assaulted two persons in the premises of Ministry of Local Development in Kathmandu on November 1, Nepal News reports. According to Police, around 10 YCL cadres captured construction entrepreneur Ram Kumar Ghimire and his neighbour Shiva Thapa from the premises of the ministry. They severely assaulted both of them before taking them to their office. YCL owned the responsibility for the incident and said that they were compelled to take such an action against the two because they were involved in ‘hooliganism’ inside the ministry. YCL district secretary Biswas said that they acted on complaints that Ghimire and Thapa had roughed up two contractors who had gone to the ministry to buy tender forms for a road construction project.

Kantipuronline reports that Maoists are forcibly collecting 'transportation tax' from vehicles in the Ramechhap district. The cadres have set up a barrier at the gateway of the district headquarters Manthali and demand NR 200 each from trucks and up to NR 100 from a bus. They don't allow entry of the vehicles into the district if their demand is not met. Himalayan Times adds that CPN-Maoist cadres have set up checkpoints on the Araniko Highway and claim that they are collecting funds for their party. Maoist district in-charge Ranjan Dahal said the money collected would be used for party expenses.

Himalayan Times reports that, as the special session of the parliament concluded on November 4, the Maoists withdrew their proposal of immediate declaration of republic from the parliament and supported the Communist Party of Nepal – Unified Marxist Leninist’s (CPN-UML) amendment proposals. "We withdraw the proposal on the issue of republic without deviating from the content and the stand of their proposal and support the UML’s amendment proposal," Maoist spokesperson Krishna Bahadur Mahara said. The UML’s proposal wants the government to take necessary steps to hold the constituent assembly election by fixing a new date and to declare the country a federal democratic republic. The UML, in its amendment proposal, wants the government to initiate immediate political and legal procedures by accepting fully proportional electoral system.

The report which was made public on November 5 stated that Shah was shot and killed by the captors in the evening of October 05 at a jungle near Sapahi, in the Bara district. The report states that two Maoist cadres identified as Kundan Foujdar and Ram Ekwal Sahani shot Shah and were ordered by Lal Bahadur Chaudhary, the Bara district committee member and area in-charge of the Maoists, to bury the dead body.

According to a Home Ministry press statement, the decision was taken after a meeting of representatives of various political parties and government employees' unions on November 13. The statement said that the Ministry has directed the concerned district administrations in Terai districts to request government employees, political party leaders and activists to stay within a certain security periphery and make special security arrangement at offices of public concern like court, Land Revenue, Land Reform Offices. The Home Ministry has also decided to take stringent action against those involved in killing and threatening government employees and ordinary civilians. Likewise, the Ministry also decided to increase police patrolling and further enhance coordination among security units in the districts.

On November 16, the Chief of the United Nations Mission in Nepal (UNMIN), Ian Martin, revealed that lack of proper mechanism to monitor the implementation of agreements reached earlier has led the peace process to crucial stage. Martin said, "The weaknesses of implementation of commitments so far indicate that mechanism for negotiations and follow-up could be more systematic and effective." However, the cabinet meeting, on November 14, passed a proposal extending the tenure of the UNMIN by six months after it expires in January, 2008. The meeting, however, did not decide on widening the mandate of the UNMIN. The UN had shown willingness to take up further responsibilities in implementing the agreements between the government and the Maoists. The cabinet decision would now be put forth at SPA meeting for final decision after which a formal letter would be handed over to the UN requesting extension of UNMIN tenure.

Speaking at a programme organised by the Nepal National Intellectuals’ Association in Chitwan, he said, “The revamping of the state army and formation of a national army after the PLA’s integration and progressive restructuring of the state on racial, ethnic, gender and regional bases are mentioned in all agreements and understandings, including the 12-point pact reached with the parties,” adding that, “It will be a regressive step if the polls were to be held without integrating the PLA into the national army or restructuring the state.” Prachanda also said that all the past agreements have now become meaningless and that it is necessary to move ahead by forging a new understanding. “All the past agreements have been repeatedly flouted and now they have lost their meaning. Senior CPN-Maoist leader Babu Ram Bhattarai on November 27 said that the party would not give up the option of going back to the jungle if their demands are not fulfilled, according to Kantipuronline. "If our demands for a fully proportional electoral system and proclamation of a republic from parliament are not met we will go back to war," he said. Speaking at an interaction programme organised by the Nepal Dalit Mukti Morcha (United) he said, "Foreign powers may say the country has become a failed state. But our party strongly believes that this will not happen because the people of the country are aware enough to take up arms to have their issues addressed."

The CPN-Maoist has started a rice collection drive in the Bardiya district, Himalayan Times reports. It has sent letters to farmers asking them to donate between 10 and 100 quintals of rice to the Party. The Maoists have also threatened to kill those farmers who are unwilling to make "donations." Kantipuronline adds that the Maoists have made similar demands from the farmers in the Banke district. They have demanded over one quintal of harvested rice per farmer in the name of 'seasonal donations' from the local farmers.
