According to reports, the Maoist-affiliated Madhesi National Liberation Front (MNLF) has decided to launch a month-long agitation in Terai. The central meeting of the MNLF held on June 3 in the presence of Maoist chairman Prachanda, eastern command in charge Ram Bahadur Thapa a.k.a. Badal and deputy commander Baldev decided to launch the agitation beginning from June 7. The MNLF is led by Forest and Soil Conservation Minister Matrika Yadav. The MNLF is launching the agitation demanding an autonomous Madhes region, revocation of Electoral Constituency Delineation Commission report, federal system, declaration of republic and right to self determination. According to a statement issued by Yadav, the Front has also formed a five-member struggle committee to steer the agitation. The committee is led by Maoist parliamentarian Mahendra Paswan.

Nepal News reports that three cadres of the Maoist-affiliated Young Communist League (YCL) abducted a businessman, identified as Sitaram Prasai, who had been evading arrest despite an warrant against him, from his office of the Cottage and Small Industry Development Bank in Kamaladi on June 3. Reports quote YCL sources as revealing that Prasai had been abducted to inquire him about financial irregularities. Nine months ago, Nepal Rastra Bank had asked police to arrest Prasai for wrongfully giving loans worth NR 280 million, sources said, adding, Police, however, had not arrested him.

The first phase of the formal talks between the government and the Madhesi Janadhikar Forum (MJF) with agreement reached on one half of the 26-point demands put forth by the Forum. The demands that have been met by the government team include forming State Restructuring Commission; declaring those killed during Madhes agitation as martyrs; providing compensation to families of the dead; and providing relief and treatment to those injured during the agitation. Likewise, the government side also agreed to carry on dialogue to seek help of UN technical team in their further talks; drop charges against MJF leaders; ensure access of Madhesis, Dalits, women, Janjatis and backward people to all organs and levels of the state; and proportionate distribution of resources. They also agreed on demands like returning seized properties by the Maoists; ensuring industrial security and declaring date for Constituent Assembly elections soon.

A meeting of the Joint Monitoring and Coordination Committee (JMCC) failed to take any decision on the second-phase verification of the Maoist combatants after the Maoist side insisted that the government should first of all implement its decision to provide a monthly salary of NR 3000 to each combatant and other facilities. Maoist deputy commanders present at the meeting held at Summit Hotel in Lalitpur said the second stage of verification, earlier scheduled to start from June 10, should be done only after government releases the money to the People’s Liberation Army (PLA) members. This is the second time in a row that the JMCC meet failed to break the deadlock that has hindered its progress, chief among which is the fate of the child combatants. As reported earlier, the Maoist side had refused to go with the second phase of verification of PLA members citing government’s failure to resolve the political deadlock.

The YCL's Kathmandu bureau chief, Sagar, warned of further protests if the Prime Minister did not apologise for his remark. "We are preparing for the third version of Peoples’ Movement in which all the corrupt people would be taken to task, along with their supporters," Sagar said, according to The Himalayan Times. Defending the ‘arrest’ of a fraud-accused banker, Sitaram Prasai, by the YCL, Maoist chairman Prachanda said that Prime Minister Girija Prasad Koirala’s remarks that the YCL had degenerated into being young criminal league only signaled that Koirala himself is giving protection to criminals. He accused that Koirala is the leader of criminals. Reports quoting Prachanda said the YCL simply helped the government’s law enforcement agency by nabbing Prasai, the former chairman of Cottage and Small Industry Development Bank who had been sought by the police on charges of a multi-million rupees scam. Prachanda also announced his plan to expand the YCL’s organizational base two fold, by adding 250,000 members in the next four months. "Our party’s clear position is that the struggle of various organisations in India is their internal matter. We have no direct or indirect link with any of them," senior Maoist leader Baburam Bhattarai told Radio Nepal, on June 6, stressing, "We have never been in contact with this organisation called ULFA." He was reacting to media reports that quoted surrendered ULFA leader Ghanakanta Bora as saying that the ULFA had established some bases in Nepal with the help of Maoists and that the outfit was preparing to shift a large number of cadres and leaders to Nepal. The constitution promulgated on January 15 has a provision which states that the government will hold the CA elections by mid- June. Unless this clause is amended within mid-June, the country will face constitutional crisis. The draft second amendment also includes provisions such as allowing the Electoral Constituency Delineation Commission to review its report; abolishing monarchy by two-third votes of the parliament if it is found conspiring to derail CA elections; and introduction of no trust motion against Prime Minister and its approval by two-third majority, among others.
