The United Nations Mission in Nepal (UNMIN) chief Ian Martin revealed that the delay in the second-phase registration of the Maoist army, which was to begin on May 1, is because of the Maoists’ condition that the process should start only after improvement of living conditions in the cantonments, government remuneration to registered combatants and formation of a committee to take responsibility for the future of the Maoist army, reports Nepal News. He said, "The obligation on the Maoist to allow verification to proceed is unconditional, and I have made clear to the Maoist leadership that UNMIN cannot accept its linkage to any pre-conditions."

26 persons were injured when protesters led by the Maoist-affiliated Young Communist League (YCL) clashed with personnel of the Armed Police Force (APF) at Sanosree in the Bardiya district on May 2, Himalayan Times reports. According to police sources, 16 civilians, seven APF personnel and three YCL cadres were wounded. YCL cadres along with freed Kamaiyas (bonded labourers) and landless squatters have demanded that the APF should vacate the building of the Cotton Development Farm at Sanoshree as they are not required there. The clash erupted after the police tried to open a road blocked by the protesters.

The US Country Reports on Terrorism 2006 states that the US is the only country to maintain its designation of the Maoists as a terrorist organisation at the end of 2006. The report states, from January to November 2006, Maoists were responsible for the deaths of 165 security force personnel and 46 civilians. During the same period, the government killed 182 suspected Maoists, the report added.

Chief of the United Nations Mission in Nepal (UNMIN) Ian Martin has said that the peace process with the Maoists is firmly on track despite the postponement of constituent assembly elections planned for mid-June. Briefing the Security Council on May 4 he said, “Fundamentally I'm optimistic, because it was the people of Nepal who took their future in their hands in a very dramatic way in the people's movement of a year ago.” He further said, "Their determination and demand that Nepal must not slip into armed conflict is very strong." Martin expressed hope that the Nepalis, with the assistance of UNMIN, would be able to improve security conditions for the elections and work for the full inclusion of marginalised ethic groups.

20 people were injured in a clash between the Maoist-affiliated Young Communist League (YCL) and students belonging to All Nepal National Free Students Union (ANNFSU) affiliated with the Rastriya Janamorcha (RJM) at Barmeli Tole in Bhairahawa district on May 28, Kantipuronline reports. Seventeen students from the ANNFSU including central committee chairman of the student wing Rajendra Dhungana and three YCL cadres were reportedly injured in the clash. The clash started after the YCL cadres attacked the Mechi-Mahakali Students' Bicycle Trip (MMSBT) organised by the ANNFSU. The YCL cadres were irked by the slogan "stop YCL terror" which was written by the members of the ANNFSU. The YCL cadres damaged the bicycles and seized posters, pamphlets and other materials of the ANNFSU. Himalayan Times adds that one MMSBT member Pushkar Sapkota alleged that YCL cadres looted NR 19,000, 25 mobile phone sets and 73 bicycles from the students.

The seized lands belong to a retired doctor of the then Royal Nepali Army, Bal Bahadur Swar, and seven other locals. The Maoists also looted a huge amount of fruits from a 6-bigha orchard, which has been preserved by the local Gyanjyoti Youth Club. The clash started when members of the club prevented the Maoists from picking fruits from the orchard. Himalayan Times reports that 14 persons, including office-bearers of the club, were injured in the incident.
