A team of five Maoist trade union activists forced all employees out of the Bharatpur press of the Kantipur Publications on October 1 and threatened to kill them if they published the newspapers - Kantipur and Kathmandu Post, according to Kantipuronline. The workers also threatened to bomb the Bharatpur office and press of the publications. Similarly, the Young Communist League (YCL) cadres stopped a vehicle heading to Dharan with the October 2 edition of both the newspapers published in Biratnagar at Tankesinwari and torched the copies. They said they were expressing solidarity with the protest launched by the trade union. In Biratnagar, a group of YCL cadres entered the press of the Kantipur Publications and threatened the staff not to publish the newspapers. They also seized all the copies of both the newspapers from the regional office of the Publications in Pokhara on October 1.

Kantipuronline reports that the Maoists have threatened to stop the voter education programmes in Panchthar district run by the District Election Office for the Constituent Assembly elections. Maoists have claimed that they were not consulted while appointing the teachers who were selected for the voter education programmes. Issuing a press release on October 2, the secretary of Maoist district committee, Harka Nemwang, asked all the teachers involved in the campaign to return immediately and warned that the party would foil all the programmes if they are not stopped.

They picketed the residences of former Home Minister Kamal Thapa and former Foreign Minister Ramesh Nath Pandey on October 2 and chanted slogans against them. The YCL has given a deadline of October 6 for the government to take action against those named guilty by the Rayamajhi Commission. They have warned that they will take action themselves afterwards.

Kantipuronline reports that the Maoists are still using the vehicles belonging to commoners and government offices which they looted during the armed insurgency. According to records at the District Administration Office in Kailali, the Maoists had stolen six jeeps, 15 motorcycles, 24 tractors and over 100 bicycles from various government and non-government offices. They now possess more than double that number as many vehicles were brought illegally from India during the period. All the regional, zonal, district in-charges and division commanders of the Maoists have now four wheelers, while other district level leaders have motorcycles here. Although the police claim that they would seize the looted vehicles, it has been a failure as many top Maoist leaders still come to various meetings in stolen vehicles. Maoists and the Federal Limbuban State Council (FLSC) are collecting taxes forcibly from local businessmen in Panchthar and Ilam districts since the last two weeks, claiming it was a decision of their district leadership. Maoists and the FLSC cadres have set up tax collection posts at Ranke and Kiteni along the Mechi Highway. FLSC collects up to NR 3,000 for a loaded truck and NR 500 from each foreigner national. Similarly, each road vehicle has to pay NR 600 to the Maoists while entering these districts.

People's Liberation Army (PLA) cadres from the third division at Shaktikhor in Chitwan district staged a blockade of the East-West Mahendra Highway on October 3 when police prevented them from carting timber into their camp at Shaktikhor, Himalayan Times reports. PLA division secretary Abiral said the timber was being taken to the camp for camp-building purposes and threatened that the highway blockade would not be lifted until they were allowed to take the timber. Chitwan Deputy Superintendent of Police Keshav Raj Rathaur said the PLA cadres were taking the timber without permission and that the police stopped them after the forest office informed the police.
