A Pakistani news channel was abruptly stopped from airing an interview of jailed former president Asif Ali Zardari, triggering widespread condemnation by journalists who accused the Imran Khan government of suppressing the press freedom, reports The Indian Express on July 2. Zardari, 63, who is in the custody of the anti-corruption body National Accountability Bureau (NAB) for corruption cases, gave the interview to senior journalist Hamid Mir of Geo News while being allowed to attend Parliament session by the National Assembly Secretariat. On July 1, Mir was hosting his daily eight o’clock Capital Talk show and the channel started airing Zardari’s interview. However, the interview was abruptly pulled off air within five minutes and the channel started showing other news. Later, the channel announced that the interview was not being shown.

Pakistan and Afghanistan on July 1 decided not to use public forums to blame each other or give ‘hostile’ statements against each other in order to build trust considered vital to address some of the pressing issues facing the two neighbours, reports The Express Tribune. The decision was taken during the recent visit of Afghan President Ashraf Ghani to Islamabad, where he held wide-ranging discussions with Prime Minister Imran Khan and the top military leadership of the country. This was Ghani’s first visit since 2015 and was part of latest efforts by Pakistan to improve troubled ties with Afghanistan.

Pakistani Diplomats in London in United Kingdom (UK) are efforts to prevent the extradition of D-Company's top lieutenant Jabir Motiwala to the United States (US), reports The New Indian Express on July 2. Hearing the extradition plea of the US Federal Bureau of Investigation (FBI) on July 1 at the Westminster Magistrates' Court, the D-Company's defense lawyer, backed by Pakistani Diplomats, said that Motiwala was suffering from acute depression and cannot be flown to the US to face money laundering, drug trafficking and underworld crime charges. Pakistan High Commission in London had earlier tried to thwart the extradition move by submitting a letter on behalf of the accused's lawyer in the court, saying Motiwala was a "well-known and respected businessman in Pakistan". Pakistan fears that once Motiwala is extradited to the US, the close aide of D-Company can reveal the entire nexus between Dawood Ibrahim's underworld network (being operated from Karachi) and the don's connection with Pakistan's spy agency, the Inter-Services Intelligence (ISI). US has already declared Dawood Ibrahim a global terrorist running an international drug syndicate and sharing the gang's routes with Pakistan-based terror outfits.

The Counter Terrorism Department (CTD) killed three militants during an intelligence-based operation conducted on Jalalpur Jattan Road in Gujrat town of (Gujrat District) Punjab on July 1, reports The News. The CTD raided the place and challenged the terrorists to surrender. The terrorists instead started firing on the CTD officers. The CTD officers took precautionary measures and a shootout ensued. After the firing stopped, three terrorists were found dead. Other three terrorists escaped taking benefit of darkness. The dead terrorists were identified as Tayyab Jamil alias Baba Ji, Bilal alias Abdul Rahim and Nadir alias Abdullah. They were most wanted terrorists of Red Book. They had committed multiple acts of terrorism, including attack on PAF bus in Sargodha, Police Training School Sargodha, Police Post Qudratabad, Patrolling Post Darra Tang, Police Post Kundian killing dozens of citizens. Recoveries from them include explosives to make IEDs, rocket, arms, ammunition, maps and funds for terrorism financing.

Top 13 leaders of the Jama’at-ud-Dawa (JuD), including its chief Hafiz Saeed and Naib Emir (deputy chief) Abdul Rehman Makki, were booked in nearly 23 cases for terror financing and money laundering under the Anti-Terrorism Act, 1997, Dawn reported on July 4. The Counter-Terrorism Department (CTD), which registered the cases in five cities of Punjab, declared that the JuD was financing terrorism from the massive funds collected through non-profit organisations and trusts including Al-Anfaal Trust, Dawatul Irshad Trust, Muaz Bin Jabal Trust, etc. These non-profit organisations were banned in April as the CTD during detailed investigations found that they had links with the JuD and its top leadership, accused of financing terrorism by building huge assets/properties from the collected funds in Pakistan. Finally, 23 FIRs were registered against JuD leaders at the CTD Police Stations of Lahore, Gujranwala, Multan, Faisalabad and Sargodha on July 1 and 2. Besides the top two JuD leaders, Malik Zafar Iqbal, Ameer Hamza, Mohammad Yahya Aziz, Mohammad Naeem, Mohsin Bilal, Abdul Raqeeb, Dr Ahmad Daud, Dr Muhammad Ayub, Abdullah Ubaid, Mohammad Ali and Abdul Ghaffar were also booked in the cases. “Formal investigations on a large scale have been launched against the top leadership of the JuD for terror financing after the registration of FIRs against them during the last two days,” said a spokesperson for the CTD, Punjab.

Pakistan on July 2 accepted an Indian proposal for a second bilateral meeting on the modalities for the functioning of visa-free passage for the Kartarpur Corridor in the second week of July, reports Dawn. The Foreign Office said that the Indian side was asked to share the composition of its delegation visiting Wagah on July 14. To work out modalities for the opening of Kartarpur opening, a Pakistani delegation visited Attari where a meeting was held with Indian officials on March 14. While the next round of talks was scheduled for April 2 at Wagah, India pulled out of it over reservations that pro-Khalistan activists such as Gopal Chawla and Bisan Singh had been included in Pakistan Sikh Gurdwara Prabandhak Committee, a body that works for facilitating Sikh pilgrims.

India and Pakistan will have a second round of meeting to finalise the Kartarpur corridor modalities at Wagah, on the Pakistan side of the border, on July 14, reports The Times of India. India had last week proposed that the meeting be held between July 11 and 14. Confirming the date, Pakistan on July 2 asked the Indian side to convey the composition of its delegation. Pakistan also said it remained committed to expediting progress on the matter to ensure that the corridor is operationalised in time for the 550th birth anniversary celebrations of Baba Guru Nanak in November 2019.

Five Balochistan Republican Army (BRA) militants were arrested by the Counter Terrorism Department (CTD) after a failed bid to carry out a bomb attack on a train in Giamal area of Rajanpur District in Punjab on July 4, reports Dawn. A bomb disposal squad (BDS) had earlier in the day expertly defused explosives affixed to railway tracks. According to BDS official Ghulam Abbas, "the bomb weighed 5kg and was attached to the railway tracks along with a remote-controlled device." The target appeared to be the Karachi-bound Khushal Khan Khattak Express, which had left from Peshawar and was due to pass by in a few hours. It was temporarily halted at the Dera Ghazi Khan station after Police sealed off the area and began a search operation. All the arrested militants belong to the Baggi Commander Group of BRA. Even the working and assets of registered NPOs would also be scrutinised to single out those indulging in activities detrimental to national interest and disallowed by the UN, officials told Dawn. The decisions were taken during a high-level meeting held at the provincial home department during which Ministry of Foreign Affairs’ Director General Counter Terrorism Ahmad Farooq gave a briefing on restrictions imposed on proscribed outfits and their members under UN Security Council’s Resolution 1267. The Punjab Government has already seized 599 properties, mainly of the Jamaat-ud-Dawa (JuD) and Jaish-e-Mohammad (JeM). The properties include schools, seminaries and health facilities and their ambulances.

However, we must realise that not every person missing is attributable to the state,” the ISPR DG said in his meeting with Defence of Human Rights Chairperson Amina Janjua. Discussing the issue of missing persons, he said that individuals under State custody were being treated according to the law whereas many had joined militant organisations such as the Tehreek-e-Taliban Pakistan (TTP) in Afghanistan and other conflict zones, according to the ISPR. “Moreover, there are many who got killed fighting as part of TTP against the state of Pakistan,” he said. “Such individuals are also to be accounted somewhere while listing the missing persons.” “The ISPR DG apprised her about the efforts that government and security forces are doing to facilitate them and address the issue for which judicial commission is working day and night,” the statement added.

Two other militants managed to escape. According to Police officials, a Kalashnikov, four hand grenades along with a suicide jacked and 15 kilogrammes of explosive material was recovered from the possession of the militants, adds Geo TV. Shukrullah was the facilitator and mastermind of several suicide attacks. He also remained associated with Sipah-e-Sahaba Pakistan (SSP). He was involved in suicide attacks on Chilgari and Fatehpur shrines in Jhal Magsi District (October 5, 2017) along with the abduction of eight labourers from the Kech District on July 5. Earlier on July 5, eight labourers have gone missing after they resisted extortion by unidentified militants in Kech District, reports Pakistan Today. According to Levies, the militants were asking for money; however, when refused, they started shooting and injured a labourer as well. According to an intelligence report, SFJ had started new propaganda warfare against India through social media to instigate the Khalistan issue. "Gurpatwant Singh Pannun, attorney of law, New York, legal adviser, SFJ, wrote a letter to Yao Jing, ambassador of China to Pakistan informing them about the role of an Indian intelligence agency in attack on Chinese consulate in Karachi, Pakistan, on November 23, 2018," according to intelligence report. He further eulogized that India has not only been involved in trans-border activities against its neighbours but also violently suppressing the indigenous people’s democratic movements for right of self-determination from Punjab, Assam, Manipur and Nagaland to Kashmir,” according to a recently-prepared note by intelligence agencies about the role of Pannun in revival of militancy in Punjab. Earlier this month, Counter-Terrorism Department (CTD) had said that Jamaat-ud-Dawa (JuD) and Falah-e-Insaniat Foundation (FIF), the Saeed-led charities that act as fronts for the banned Lashkar-e-Taiba (LeT), were involved in raising money for terrorism. The CTD claim prompted Pakistani authorities to book Saeed and more than a dozen of his close aides in 23 cases related to terrorism-financing. Hafiz Saeed, his associates Amir Hamza, Abdur Rehman Makki and Yahya Aziz, and four others filed an appeal in the Lahore HC challenging the terror financing cases against them and named the Federal Government, Punjab Government and the CTD as respondents. The plea requested the court to declare the FIR registered against the petitioners null and void. It stated that Saeed has no relation with the banned Lashkar-e-Toiba (LeT), al Qaeda or any other similar organisation. “The accused are not involved in any activities against the state. The court granted interim bail to the accused – Hafiz Saeed, Hafiz Masood, Ameer Hamza, and Malik Zafar – until August 3 against surety bonds of PKR 50,000 each. During the hearing, the legal counsel of the accused insisted that JuD is not using any piece of the land illegally and urged the court to accept the bail petitions. Meanwhile, the Lahore High Court (LHC) issued notices to the Federal Government, the Punjab Government and the Counter-Terrorism Department (CTD) over a petition filed by Hafiz Saeed and his seven aides, challenging a case carrying charge of terror financing lodged by the CTD. A two-member bench of the LHC comprising Justice Shehram Sarwar Chaudhry and Justice Waheed Khan asked the parties to submit their replies within two weeks. A lawyer for the Federal Government objected to the notices, arguing that the petition was non-maintainable. The bench, however, dismissed the objection and adjourned proceedings until July 30.

Bhindranwale, a Sikh separatist killed in 1984 during the anti-Sikh militancy raids in Amritsar, and “Referendum 2020”. Jagroop Singh Rupa, who went with a jatha to Pakistan in 2016, was imparted arms training by two fugitive Sikh militants Lakhbir Singh Rode and Harmeet Singh alias PhD, to “carry out terror attacks in India.” India said the recently banned Sikhs For Justice (SFJ) was given a free hand to promote secessionism during visits of pilgrims. Pakistan has agreed on a plan to overhaul instruction at madrasas or religious schools to bring the institutions closer into line with conventional schools and curb extremist teaching, Education Minister Shafqat Mahmood said on July 19, reports Daily Times. The plan is the latest effort to address longstanding concerns that the roughly 30,000 madrasas in Pakistan provide a haven for extremist teaching with a rigid curriculum based around religious studies that fails to prepare students for employment after they graduate. Under the plan, agreed with the madrasa umbrella organization, Wafaq-ul-madaris, religious schools would be registered and helped to strengthen conventional teaching in subjects like English, science and mathematics. They would remain responsible for religious teaching and in exchange would have to commit to ensuring that extremist teaching was not part of the curriculum. “There will be no preaching of hate speech of any kind against any religion or sect,” Education Minister Shafqat Mahmood said.

The elected members of the PSGPC representing all four provinces of the country "unanimously elected Sardar Satwant Singh its Pardhan (president) and Sardar Ameer Singh the secretary-general, a notification issued by the Evacuee Trust Property Board (ETPB) said. Earlier on July 14, ahead of second round of talks on the Kartarpur Corridor, the Pakistan Government dissolved the PSGPC following protest by India over the presence of a pro-Khalistan activist and PSGPC secretary-general Gopal Singh Chawla. With the dissolution of the Sikh body, PSGPC Pardhan (president) Sardar Tara Singh also lost his position. None of them were included in the new PSGPC board. The other two militants were identified as Hanzala and Sameer. The slain militants are said to be associated with Naeem Bukhari group of LeJ. A cache of arms, ammunition and explosive material were recovered from their possession. According to the information received, Shaikh Muhammad Mumtaz was involved in dozens of targeted killings, attacks on Police, extortion and other acts of terrorism. Eight members of his group had already been arrested from different cities, said the sources. The sources indicated that India was considering making the remarks a part of its submission ahead of the next meeting in October of the international terror financing watchdog. Earlier, speaking at a think-tank in Washington on July 23, Imran Khan said though Pakistan’s Government had launched a “National Action Plan” against terrorism after the Peshawar school attack in December 2015, implementation began only after his Government came to power last year. “Until we came into power, the governments did not have the will to [implement the National Action Plan], because if you talk of militant groups, they still have about 30,000-40,000 people who are armed and who have been trained in some sort of a theatre, who fought either in Afghanistan or maybe in Kashmir,” Imran Khan said at the United States Institute of Peace, in the first clear admission by Pakistan that thousands of terrorists and training camps which have been active in Kashmir, still operate in Pakistan. Later in the day, He also pointed to the existence of at least “40 militant groups” in the period after the 9/11 attacks in 2001. The one-page message in Urdu seen by people in Miranshah, the headquarters of North Waziristan District in Khyber Pakhtunkhwa, cautioned the people: “We remind you [residents] that similar statements issued by Taliban several times in the past had fallen on deaf ears, but this time we are going to take to task those who violate the Taliban order.” The message further said: “There will be no use of DJs, neither inside the house nor in open fields and those ignoring the warning will be responsible for consequences”. Polio workers have been asked to do finger-marking of children during the vaccination campaign, but told not to administer polio drops to children or be ready to face dire consequences for defying the instruction. “Women shouldn’t go out of their homes alone as it is harmful for our society. There is one informer of Mujahideen in every three people and it was misconception on the part of the people to think we will not get information about non-compliance of our order. Follow the order or be ready to face worst consequences,” the message concluded.
