Gadchiroli Police, in a joint operation with paramilitary forces, arrested two Naxals [Left Wing Extremists] who were produced before the court on August 5, reports Times of India. The arrested duo have been identified as Naxal militia ‘commander’ Chamru Naitam and his aide Mansaram Naorte from village Bhatamnar village in Dhanora tehsil (revenue unit). They were allegedly involved in hijacking a tanker carrying chemicals while it was passing through dense forest area in Dhanora tehsil on March 10, 2010. By the time the tanker was recovered during combing operations conducted later, the chemical from the vehicle was already removed by the Naxals. A week back, six suspected rebels were arrested from village Munjalgondi which led to the arrest of Naitam and Naorte recently. Naitam and Naorte were sent to MCR after they were produced before the court on Friday.

Underlining rural development as the key to tackle Left wing extremism [LWE], Union Rural Development Minister Jairam Ramesh on August 6 said “a modern face of naxalism” is reflected in the projects that violate the environmental and forest norms, reports The Hindu. “The modern face of naxalism is reflected in projects that flout environment and forest norms... projects like Posco, Vedanta, bauxite mining in Araku and [thermal project] in Sompeta. These are serious issues that could acquire naxal overtones if not handled well,” the Union Minister told a press conference after a review meeting on LWE-affected Districts in Andhra Pradesh. “In the long run, naxalism can be countered successfully through proper, transparent and accountable rural development programmes,” he added.

Terming Naxalism (Left-Wing Extremism) as the biggest challenge to democracy, Chief Minister Raman Singh suggested sealing of the inter-state borders in the affected areas and deployment of Special Forces which are properly armed there, reports IBN Live. Speaking at a discussion on Naxalism at the Constitution Club in New Delhi, Singh, however, stressed that the problem could only be solved through dialogue and continuous development of the affected areas. Stating that naxalism has to end and there was "no way backwards" on this, the chief minister cautioned that one had to be prepared for a long-drawn battle to end the menace.

Seeking concrete steps to properly implement various welfare schemes in villages, Union Rural Development Minister Jairam Ramesh said the Maoist menace can be fought with rural development, reports Economic Times. "Rural development is the answer to fight Naxalism [Left Wing Extremism (LWE)]. It will improve the living standard of the people living in villages," Ramesh told reporters during a visit to the tribal-dominated and Maoist-hit Kandhamal District. IBN Live adds earlier Ramesh said the problem of LWE in Odisha is not as bad as in Chhattisgarh. Odisha is at the borderline, Ramesh said, adding that the situation can be salvaged if there is sensitive and effective administration in the State.

In a major bid to overhaul governance in areas vulnerable to Naxalism (Left Wing Extremism), the Central Government is all set to launch a Centrally-sponsored scheme for nearly 300 blocks across seven States, reports The Indian Express. The scheme, christened as Central India Tribal Plan, would be implemented from the next year and executed by hand-picked officers with an impeccable career profile under the direct monitoring of the Independent Evaluation Office (IEO) to be set up by the Planning Commission. The Commission which is firming up the blueprint has suggested re-casting the focus from the Districts to the tribal-dominated blocks where the scheme would be implemented and its execution intensively monitored. “In the 12th Plan we are going to cover the entire central Indian tribal belts of Madhya Pradesh, Gujarat, Chhattisgarh, Andhra Pradesh, Jharkhand, Bihar and West Bengal. We need to allocate money in a more focused way by ascertaining which area needs how much money,” Commission member Mihir Shah told The Indian Express.

The Police and Naxalites (Left-Wing Extremist) of the Communist Party of India-Marxist-Leninist –New Democracy (CPI-ML-New Democracy) exchanged fire near Rayagudem village under Gundala mandal (administrative division) in Khammam District on August 19, reports The Hindu. According to sources, a team of Police personnel came across members of the New Democracy, Ganesh dalam (squad), during combing operation in the forest area near Rayagudem village. The Police and the Naxalites exchanged fire for a few minutes after which the outlawed members escaped from the spot, leaving behind a few kit bags. “The police team recovered three kit bags and a cellphone from the place,” said Yellendu Deputy Superintendent of Police V. Tirupathi. There was no causality in the exchange of fire, he added.

Chhattisgarh Government has informed the Supreme Court that it has disbanded and disarmed the tribals who were deployed as Special Police Officers (SPOs) in anti-Naxal (Left-Wing Extremist) operations in the State and assured that all of them would be incorporated in the Police force, reports Hindustan Times. In an affidavit, the Raman Singh Government said it has fully complied with the verdict of the apex court in which it had directed to disband the SPOs. The Central Reserve Police Force (CRPF), has trained and deployed an elite squad of snipers for the first time, reports Times of India on August 22. The Force, which has deployed almost 60,000 personnel for counter-Naxal [Left Wing Extremism (LWE)] operations, has trained handpicked commandos to be deployed in the special tasks units of the Commando Battalion for Resolute Action (CoBRA). "The snipers will act as the main assault weapon and cover for a raid unit which is on foot. Some of the best forces in the world undertaking jungle warfare tasks deploy snipers for operational success," a top security officer said, deployed in the Naxal grid of Chhattisgarh and Odisha. The marksmen have been trained on the SSG-69 sniper weapon and have been deployed alongside the CoBRA, which undertake specific and special operations in Naxal terrain. The snipers take the hide of a suitable geographical feature in the jungles and can aim for more than the usual range covered by the standard weapons of the personnel. This is the first time that a security force has deployed snipers for anti-naxal operations.

The Union Government on August 23 said that it has permitted some Naxal [Left-Wing Extremism (LWE)]-affected States to hire helicopters for supporting Security Forces involved in anti-Naxal operations, reports Hindustan Times. "To meet the shortfall, the Left Wing Extremism (LWE) affected states have been permitted to hire helicopters under the security related expenditure scheme on need basis," Minister of State for Home Jitendra Singh told Lok Sabha (lower house of the Parliament) in a written reply. As per inputs, the State Governments of Maharashtra and Odisha have hired one helicopter each from Pawan Hans to support the Security Forces deployed in LWE affected areas, he said. "At present, a total of 9 helicopters of the Indian Air Force (IAF) and Border Security Force (BSF) have been provided to support the security forces deployed in Naxal-affected states. Out of these, four Mi-17 helicopters of IAF are located in Chhattisgarh and out of five 'Dhruv' helicopters of BSF, three are placed at Raipur in Chhattisgarh and two at Ranchi in Jharkhand," the minister said.

If the claims of the Police are to be believed, then for the first time, Security Forces (SFs) have reined in the Communist Party of India-Maoist (CPI-Maoist) who had gained control of the near 700 hills in the dense forests of Saranda, in the longest ever anti-Naxal [Left Wing Extremism (LWE)] operation called ‘Operation Monsoon’. SFs claimed that they have virtually pushed the Maoists out of their area of dominance, which in the parlance of the rebels is referred to as liberated zone. Saranda is spread over 85,500 hectares along the border of Jharkhand and Odisha where neither the Police nor any Government machinery ventured in the past one decade. This gave the Maoists the liberty to run the area from over a dozen camps, including their Eastern Regional Bureau headquarters.
