Director General of Police (DGP) Abhayanand said that a composite move by the Police is needed to check Maoist violence in the State on September 2, reports The Times of India. He said that the problems related to Naxal [Left Wing Extremism (LWE)] terror are multi-dimensional and for this an effective strategy would be chalked out. Talking to the TOI, the DGP said that the strategy to tackle the LWE terror would gradually unfold with Police operations and the Police operations would be improvised accordingly. He said that the Police have learnt from its experience while combating the Maoists. Experiments were made to improvise the anti-Naxal operations, the DGP said.

The Gadchiroli Police received five new mine-proof vehicles (MPVs) with improved features for effective anti-Naxalite [Left Wing Extremism (LWE)] operations, reports Indian Express. The new MPVs have five major upgrades. A better air-conditioning system to ensure that the Policemen seated in the backroom behind the cabin will not feel smothered as used to happen in the earlier vehicle. It has transparent glass windows now instead of opaque like in the earlier versions that will eliminate the need to look through the holes in the panes to take an aim at the enemy. The new vehicles have broad and puncture-proof tyres. The biggest improvement, however, is in terms of the strength of the vehicle to withstand blasts. Earlier version of MPVs had a capacity to withstand up to 5 kilogram blasts whereas the strength has been increased manifold.

Concerned over the loss of lives of Security Force personnel in anti-Naxal (Left-Wing Extremist) operations due to delays in evacuation, the Government has now ordered the air support fleet in such areas to ensure that there is at least one helicopter for casualty extraction duty always, reports Deccan Herald. At present, nine helicopters of Indian Air Force (IAF) and Border Security Force (BSF) are deployed for duties like troop dispatch, rushing reinforcements, transporting senior officers, VIPs and taking troops on leave to and from their outposts apart from undertaking casualty evacuation sorties. "The air wing deployed for anti-naxal operations will ensure that at least one helicopter is essentially available for casualty evacuation duties and responding to SOS from injured troops will be their topmost priority," BSF Special Director General Arvind Ranjan told PTI.

The Centre on September 8 set a January 2012 deadline for the State Government to utilise a whopping INR 7.7 billion which was allocated for building infrastructure in the 14 Naxal [Left Wing Extremism (LWE)] affected Districts of Jharkhand under the Integrated Action Plan (IAP). The 14 Districts, under IAP, were allocated INR 250 million each in 2010-11 and INR 300 million each in the current fiscal (2011-12). The Planning Commission directly monitors the progress of the centrally sponsored IAP scheme, under which the Deputy Commissioners (DC) of the 14 Districts received INR 550 million in total for the projects.

Two months after the Supreme Court held that the deployment of Special Police Officers (SPOs) in the fight against Naxalites [Left-Wing Extremists (LWEs)] was illegal, the Chhattisgarh Assembly on September 8 passed an Act authorising an “auxiliary armed force” to “assist security forces in dealing with Maoist/Naxal violence” and legalising existing SPOs by inducting them as members, reports Indian Express. The Chhattisgarh Auxiliary Armed Police Force Act came into force with retrospective effect from July 5, the day the apex court passed its order.

Minister of State in the Ministry of Home Affairs (MHA), Jitendra Singh, in a written reply to a question in the Lok Sabha (Lower House of Parliament) informed on September 6 that a total of 816 Naxalites [Left-Wing Extremists (LWEs)] have surrendered from 2008 to 2010, reports a MHA press Release on September 6. While 400 LWEs surrendered in 2008, 150 and 266 LWEs surrendered in 2009 and 2010 respectively. He also informed that in order to bring LWEs into the mainstream, the States have formulated their own surrender and rehabilitation policies. Government of India has approved revised guidelines for surrender-cum-rehabilitation of LWEs in the naxal-affected States which, inter alia, provides for an immediate grant of INR 150,000, a stipend of INR 2000 for three years, vocational training and incentives for surrender of weapons.

Chief Minister DV Sadananda Gowda urged Prime Minister Manmohan Singh to extend Central assistance - similar to the assistance provided to Andhra Pradesh to tackle the Naxal [Left Wing Extremism (LWE)] menace, reports Daily Bhaskar. Naxal activity in Karnataka was witnessed in the bordering Districts of Andhra Pradesh such as Gulbarga, Raichur, Bidar and Tumkur during the 1980s and 1990s, which spread to Malnad in the Western Ghats recently. It is feared that this menace will spread to the tri-junction of Karnataka, Kerala and Tamil Nadu, said Gowda in his address to the National Integration Council meeting in New Delhi on September 10. Since Karnataka does not receive central funds to fight Naxals, the State is using its own resources by adopting a two-pronged strategy through consistent Police action and increased developmental initiatives, Gowda said. Karnataka has also formulated and implemented a Surrender and Rehabilitation Policy for Naxals and this has proved to be very useful in bringing some of them back into the mainstream, Gowda added.

The Times of India reports that the Central Reserve Police Force (CRPF) has earmarked 70 exclusive battalions for counter insurgency and Naxal (Left-Wing Extremist) operations which will be insulated from regular law and order duties performed by the force. Creation of two distinct units, one for undertaking operations and the other for performing duties like conduct of polls, etc, was recommended in the aftermath of the Naxal attack in Chhattisgarh's Dantewada District where 75 armed CRPF personnel and a State policeman were killed on April 6, 2010. "We have earmarked and created 70 battalions for counter-insurgency tasks. These battalions will never be used for other law and order duties and will follow a strict regime of training, deployment and performing their specific job," CRPF Director General K Vijay Kumar said.

Calling Naxalism (Left-Wing Extremism) a bigger challenge than terrorism or insurgency, Union Home Minister P Chidambaram on September 13 said that the burden of governance in the Communist Party of India-Maoist (CPI-Maoist)-affected Districts must rest with the States as the Central Government "does not have that much human resources" and can only provide help, reports The Times of India. He said the battle in the affected Districts was not for maintaining law and order but winning the "minds and hearts" of the people there. "The most violent movement in India is not terrorism or insurgency but Left-wing extremism. While 26 people were killed in terrorist violence and 46 in insurgency (27 in Jammu & Kashmir), 297 people were killed in Naxal violence. That is ten times of those killed in terror incidents," Chidambaram said. He was speaking at a national workshop attended by collectors of 60-Maoist-hit Districts in New Delhi. Prime Minister Manmohan Singh, who concluded the day-long session, stressed on integrated development while urging the collectors to have zero tolerance for corruption.

Addressing a national workshop attended by the collectors of Naxal affected Districts in New Delhi, both Union Home Minister P Chidambaram and Rural Development Minister Jairam Ramesh said there was a "definite view" that the IAP being implemented in 60 selected tribal and backward districts, should continue. "We are trying to add another 20 districts. Planning Commission has given approval for 18 districts. This brings the total districts under IAP to 78 districts," Chidambaram told the workshop.

A total of 2,012 retired Junior Commissioned Officers, Non-Commissioned Officers and others are being hired by the force to enhance its capabilities to undertake counter-IED operations in Maoist-hit zones where the force has deployed over 70,000 troops. Initially, 348 JCOs and 1,754 NCOs will be recruited on a minimum contract of three years. While the JCOs would be paid INR 55,000 a month, NCOs would draw INR 34,000, Sudedar Majors INR 34,000, Subedars INR 33,000 and Naib Subedars INR 32,000.

Special Director General of Police (Crime, Law and Order) Brij Lal said that the arrest was made in a joint operation of the District Police and the Central Reserve Police Force (CRPF) contingent engaged in anti-Naxal [Left wing Extremism (LWE)] operations from the Silthari Canal area in Robertsganj Police Station of Sonebhadra. During interrogation, Chandrabanshi reportedly confessed to his involvement in blowing up a school building in Yadunathpur village under Chutiya Police Station in Rohtas District of Bihar in 2010. A native of Yadunathpur village, Chandrabanshi has at least three criminal cases pending against him with the Bihar Police and one at Sonebhadra Police Station.

The Central Reserve Police Force (CRPF), which is undertaking anti-Naxal [Left Wing Extremism (LWE)] operations in central India, has offered accommodation and protection to local Government functionaries in its camps so that they can carry out development activities "without fear or lack of facility", reports Hindustan Times. The CRPF Director General K Vijay Kumar said the force can accommodate ground-level officers in States like Chattisgarh, particularly in Bastar region, which is one of the most backward Naxal-hit areas. "Many places in Maoist-affected regions don't have facilities for village functionaries like doctors, teachers, health workers and panchayat officials. We are willing to offer space and security to them in our camps, where they can stay and carry out work," Kumar told HT on the sidelines of a conference on improvement of development activities in Naxal-hit areas last week. There are 55 CRPF battalions operating in Naxal-hit states, based in 275 camps, apart from Indo-Tibetan Border Police (ITBP) and Border Security Force (BSF), Kumar said.

A recent concept paper on Naxalite (Left-Wing Extremist) movement prepared by the Union Rural Development Ministry says Naxalites are dead against construction of roads and empowering women self-help groups (SHGs) while they rarely derail other flagship development schemes of the Government, reports India Today. Construction of good roads means making the affected zones accessible to Police and that is why the rebels are "resolutely opposed to it". "They have also prohibited formation of SHGs under the National Rural Livelihood Mission (NRLM) for the possible reason that they (Maoists) are unable to act against women groups and their own organisation gets undermined," the paper said. In case of the roads, however, contractors in some places have managed to get their way by payment of a "percentage" of the cost as levy. "There are also instances where the Naxalites have buried explosives below the roads to be used for detonation at the time of police movement," the paper points out. In particular, the rebels have displayed an attitude of "tolerance" towards Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), Indira Awaas Yojana (IAY), National Rural Health Mission (NRHM), Integrated Child Development Services (ICDS) and extension of social security benefits.

He died on the spot. Posters claiming that Mahato was killed by the Maoists to avenge his attempt to build resistance against left-wing extremists were found at the spot,” said Gaurav Sharma, Superintendent of Police of Jhargram Police District. You don’t have to surrender. You don’t have to disband your outfits. You don’t have to give up your ideology either. You just suspend violence and come forward for talks. The chief minister of West Bengal has invited you for talks. So have other chief ministers of states affected by Naxalism. I, on behalf of the government of India, have also made this offer,’’ the Home Minister said at a special session organised by the Bharat Chamber of Commerce in Kolkata. At the same time, Chidambaram said there was no substitute to the use of force when development took a battering because of violence. “For development you will have to send a doctor, a nurse, a contractor or some other officials. But if the law and order situation is not conducive for sending such people, the security forces will have to be sent to regain control. There is no other alternative to such strategy,’’ he said. The Home Minister said Naxalism (Left-Wing Extremism) was a bigger threat than terrorism so far as killings are concerned. “Terrorism is also a big challenge but the killings by Naxalites is 10 times more than terrorist killings,’’ he said. He lamented that the police-people ratio in India was the worst and at places, it was 80 per 100,000 people.

Security forces (SFs) neutralised an intensive training camp of the Communist Party of India-Maoist (CPI-Maoist) in a major operation carried out in the forest of Gyarapati under Kurkheda Police division in Gadchiroli District on September 24, reports The Times of India. The details of operation were revealed to media on September 28. While several Maoists are suspected to be injured in the encounter, SFs recovered a couple of Bharmar guns and hoard of Naxal [Left Wing Extremism (LWE)] material from the camping site. The Police claimed that it was an intensive training camp involving training in firearms, explosives, use of medicine, political agenda and media approach. "We have recovered inflammatory banners, posters, Naxal literature, ration, detonators, wire bundles, two Bharmar guns (manually loading guns) along with 10 tents. There were black boards scribbled with mathematics, extensive supply of medicines, radio kits etc, giving a sense intensive Naxal training in the dense jungle," an unnamed Police officer said. The gun battle began around 9am, when over 50 Maoists belonging to Khobramenda and Tippagarh dalam (squad) fired at approaching SFs. However, they could not face the assault of SFs for long and retreated into the forest.
