Times of India reports that the Union Government has decided to recruit more than 2000 retired Army personnel to help the Central Reserve Police Force (CRPF) troopers to gain expertise in crippling Improvised Explosive Device (IED) and hidden landmines while undertaking anti-Naxal [Left Wing Extremism] operations. The retired Army personnel and officers, including those from the Sappers regiment who specialise in this job, will soon be deputed with each of the 62 battalions of the Security Force (SF) deployed for countering LWE in various States. Each of the 62 battalions of the CRPF, including two of the specialised Commando Battalion for Resolute Action (CoBRA), will have 35 of these officers each, a senior CRPF officer said. As many as 434 retired junior commissioned officers (JCOs) and 1,736 non-commissioned officers will be inducted into the force soon and will in turn train the company commanders of the strike units to detect and defuse these hidden mines, the officer added. According to Home Ministry figures, a total of 10,268 casualties have been reported between 2005 and May 2010 due to LWE violence. Out of these, 2,372 deaths were reported in 2009 as against 1,769 in 2008 and 1,737 in 2007. A total of 1,999 civilians and SFs lost their lives in 2006 and 1,952 others in 2005. As many as 439 persons were killed between January and May this year, the data said.

The Army is awaiting clearance from the Ministry of Defence (MoD) to conduct training in jungle [forest] warfare to a brigade size Force in Chhattisgarh, reports The Hindu. The land for setting up the training area, also called the “manoeuvre range,” has been identified at Narayanpur District in Chhattisgarh and approval is awaited, General Officer Commanding-in-Chief of the Central Command Lt. Gen. V.K. Ahluwalia said, at a press conference at the Command's headquarters on May 5. Lt. Gen. Ahluwalia said the objective of setting up the training range was “only to impart training and not anti-Naxal [Left Wing Extremism] operations.” The area under the Central Command, which encompasses Chhattisgarh, Odisha, Jharkhand, Bihar, and parts of Madhya Pradesh, were affected LWE, but presently the Army was not mandated to operate against such elements. Uttar Pradesh and Uttarakhand were the other two States in the Command. The Army's role in this context was advisory and providing assistance in capacity building to the Union government. Though the Army was not involved in anti-Naxal operations, it had imparted training to about 50,000 Police and Paramilitary Force personnel in such operations.

The Odisha Government has drawn up plans to develop roads with an investment of INR 21 billion during the fiscal 2011-12, reports orissadiary.com. The State Government has decided to develop 800 kilometres stretch of roads along with construction of Road Over Bridges (ROBs) during the current financial year under different schemes under the State Plan and Non-Plan, works secretary SK Ray said after a high level meeting on the State Road Projects held in Bhubaneswar, presided over by Chief Minister Naveen Patnaik at the State Secretariat. As many as 14 major on-going road projects, covering five Left Wing Extremist (LWE) Districts, would be provided more funds to accelerate their early completion. The proposed ROBs to be taken up at the Lingaraj Passenger Halt, VSS Nagar, Saheed Nagar in Bhubaneswar, Balugaon-Banpur and at Soro, he informed.

The Hindu reports that the cadres of the Communist Party of India-Maoist (CPI-Maoist) triggered an improvised explosive device (IED) targeting a Police patrol party in the forests at Alapalli-Etapallu road near Tondel village in Gadchiroli District on May 10. “After the blast, the Naxals [Left Wing Extremists] opened fire at the Police. The operation is going on. Because the operation is on in deep jungles (forest), there is no detailed report as yet,” Viresh Prabhu, Gadchiroli Superintendent of Police, said. He said that the blast occurred at around 6.30pm. “The Police opened fire in retaliation. There are no reports of casualty as yet,” he said.

The explosives, which were hidden in a pit, were recovered during a search operation in the forest, Superintendent of Police (SP) Sachin Atulkar said. “The spot from where this explosive material was recovered is very sensitive, as it is located close to the Maharashtra and Chhattisgarh borders,” “Though no one has been arrested in this regard yet, search is on for those responsible”, Atulkar added.

Communist Party of India-Maoist (CPI-Maoist) has revived all the international Maoist fora to regroup after the massive onslaught from the Indian Security Forces over the past year, reports Times of India. Months ago, the CPI-Maoist revived the South Asian Maoist forum —Co-ordination Committee of Maoist Parties and Organisations of South Asia (CCOMPOSA) after five years. CCOMPOSA, which was formed in 2001 by Naxalites [Left Wing Extremists] and Nepali Maoists for ideological and strategic exchange, turned defunct after Maoists in Nepal stepped into parliamentary democracy. It led to a rift between Maoist parties in Nepal and India. The forum has now gained relevance once again following major damage to Maoists in India. Police sources revealed that they got some detail about the Maoist unification process after the arrest of Maoist central committee member Varanasi Subramanyam alias Shrikant alias Sukant alias Vimal (58), Secretary of the North Regional Bureau, who had been dealing with the international affairs after arrest of another politburo member Kobad Gandhi. Senior intelligence officers feel that if Indian Maoists once again get touch with their Nepal counterpart, then strategically they will be stronger as they will be able to secure safe passage in Nepal as well as will be able to get weapons from Nepal. Maoist sources have also admitted that to confront with the increasing pace of Indian security forces, they are trying to buy weapon from overseas market and for that both Nepal and north eastern states are very important for them. To open a new Maoist corridor through north eastern states of India, the Maoists have already spread their organisation in different parts of Assam. Tarun Gogoi, Chief Minister of Assam has also expressed his worry over Maoist expansion in Assam.

In the other encounter, Sheth said two C60 teams on a search operation from Tadgao post in Gadchiroli were attacked by Naxalites. “At around 9.15 a.m., they discovered an Improvised Explosive Device (IED) on the Tadgao-Bhamragad road. When they proceeded to the Bejur hillock to conduct a search operation, the Naxals sitting in ambush attacked them. We lost two SPOs and one constable in that attack which continued for around two hours,” he said. “Around eight to 10 Naxals were killed. But their colleagues took away their bodies with them,” he added. The Police did not recover any weapon as “the Naxals ran away with all their weapons,” Sheth said.

The Hindu reports that four Police personnel, including two Special Police Officers (SPOs) and over 20 Communist Party of India-Maoist (CPI-Maoist) cadres were killed in two different encounters in Gadchiroli District on May 19. “At around 7.30 a.m. in Nalgonda forest, four C60 commando search parties were ambushed by Naxalites [Left Wing Extremist]. The ambush and exchange of fire went on for more than 1 hour and 15 minutes. One Police constable, Chinna Gilla Venta (30), was killed and two were injured,” Rahul Sheth, Gadchiroli Additional Superintendent of Police, (ASP) Operations said. Sheth said 12-14 Naxals were killed. “When our Police parties chased the Naxals, they ran away and left behind two bodies. An AK-47 magazine was found on one of the bodies, indicating that the deceased was a senior commander.”

Central Paramilitary Forces (CPMFs) forces, including Central Reserve Police Force (CRPF) and Border Security Force (BSF), will undertake intelligence based operations along the borders of States affected by Naxal (Left Wing Extremism) violence in order to break the Maoists' "vital" network running from one state to another, reports DNA. "The central forces are now concentrating at inter-border operations because these are the locations where a huge movement of armed Naxal cadres is noticed. Operational success in terms of breaking the Maoist network and movement, is more here," an unnamed senior CPMF officer deployed in Chhattisgarh said. The officer added that the headquarters of the central forces in Delhi have also approved the step and have asked the combat units to undertake co-ordinated intelligence based operations at these locations.
