Indian Express reports that the Jharkhand Government proposes to set up a new force called State Industrial Security Force (SISF) to provide security to industry and banks in the Communist Party of India-Maoist (CPI-Maoist)-infested areas, in the State Budget presented in the Assembly by Deputy Chief Minister Hemant Soren on March 7. The battalion of SISF, comprising ex-servicemen, planned to be raised will be recruited and their training will be completed by the end of fiscal year 2011-12. To deal with the Maoists, the Budget proposes to open 92 Police Stations and strengthen the Special Branch of the Police by setting up Cyber Security and Surveillance System and Intelligence Training School for its staff. Soren, presented a deficit budget of INR 38.6577 billion, said 18,000 Police posts were vacant. Of these, 11,000 posts of constables and 850 posts of Sub-Inspectors would be filled up in the coming financial year. "In order to overcome the problem of the Naxalites [Left Wing Extremism], the administrative officers were sensitised. The effort was also being made to help improve institutional system," Soren added.

Times of India reports on March 8, that over 2,600 civilians and Security Force (SF) personnel were killed between 2008 and 2010 in several incidents of Left Wing Extremist (LWE) violence across the country, says Minister of State (Home Affairs) Gurudas Kamat. According to the information given by Kamat in Lok Sabha, out of the total of 2,632 casualties, including 1,799 civilians and 833 SF personnel, a highest of 1,003 was in 2010, followed by 908 in 2009 and 721 in 2008. Incidentally, there has been an increase in the number of incidents of economic targets by Communist Party of India-Maoist (CPI-Maoist). Out of the 909 such attempts, a highest of 325 were on forest road, culvert; 158 on telephone exchanges; 135 on school buildings; 127 on railways properties; 61 on panchayat (village level local self-Government institution) bhawans; 33 to disturb electric supply by targeting poles and 18 on mining related projects among others in the last three years. About 6,061 incidents of violence by LWE were reported during the period, the Minister said.

in a high-level meeting held in Bhubaneswar on March 10 under the chairmanship of Chief Minister Naveen Patnaik, the State Government has decided to construct 614.82 kilometres of road under State Road Project during the 2011-12 financial years in 15 CPI-Maoist-affected Districts of the State, reports Orissadiary.com. As many 13 new road and one bridge project would be constructed in the tribal dominated areas, according to an official spokesperson. He said that for the development of road connectivity in the CPI-Maoist-affected Districts of the State, project proposals were submitted with Centre for Improvement of 490 kilometres of State roads and sanction of Government of India has been received for 205 kilometres of roads. He said that by 2011 January, 362 road projects have been approved under Rural Infrastructure Development Fund (RIDF) under National Bank for Agriculture and Rural Development (NABARD) assistance. In addition, in its bid to encourage youths to join mainstream, the State Government has planned a mega job fair in CPI-Maoist-affected Districts, reports Indian Express. "A Mega Job Fair has been planned in Left-Wing Extremism affected Districts like Malkangiri, Koraput and Nabarangpur on March 12 and 13," said Director of State Employment Mission A K Padhee in Bhubaneswar.

Outlook India reports that the Indian Air Force (IAF) on March 10 said it has deployed Garud Special Forces commandos and four choppers for anti-Naxal [Left Wing Extremism] operations but withdrawn the Unmanned Aerial Vehicles (UAVs) operating in Communist Party of India-Maoist (CPI-Maoist)-affected areas in Chhattisgarh. To protect its choppers from the Maoists attacks, the IAF chief said Garud Commandos have been deployed on these helicopters to retaliate whenever such a situation arises. "Four IAF choppers are operating in Raipur, Dantewada, and Jagdalpur areas. We also used to operate UAVs in these areas to track the LWE but they have been withdrawn," IAF chief P V Naik told reporters in New Delhi. The IAF chief said the choppers "carry a Garud Special Force member on board who mans the gun, which is not the integrated part of the helicopter." On the withdrawal of UAVs from anti-Naxal operations, Naik said, "beyond a certain season, it loses its surprise element... And these UAVs were not meant for what they were being used for." He said the IAF withdrew the UAVs after it found that it was not able to meet the requirements. On the Rules of Engagement (RoE) in LWE-affected areas, the IAF chief said very "stringent" rules have been provided to the IAF for firing back when its choppers come under attack from the LWE.

Times of India reports that Jharkhand Director General of Police (DGP) Gauri Shanker Rath expressed concern over poor utilization of Paramilitary Forces in East Singhbhum, West Singhbhum and Ranchi Districts on March 12. He was reviewing the law and order in the State after assuming his office early this month. The DGP asked Senior Superintendent of Police (SSP) of Ranchi, Praveen Kumar Singh to speed up anti-Naxalite [Left Wing Extremism (LWE)] operation and reduce the pending cases. Rath said East Singhbhum and West Singhbhum Districts have 12 companies of Paramilitary Forces compared to Palamu and Chatra having six companies but still the first two Districts had not made much progress in anti-Maoist operations. He asked the SPs to use Security Forces effectively and launch input-based operations in curtailing Naxalite activities in East and West Singhbhum. He even asked the SPs for people-friendly Police Force and to take up the matter on priority basis, which have larger impact on the society.

"These STFs will be set up in 2011/12 while the IRB this year. In the beginning it was said that extremists had been dominating the Police but now the Police have been dominating the CPI-Maoists and other Left Wing Extremist (LWE) outfits," State Human Resource Development (HRD) Minister Baijnath Ram said in reply to the Home Departments budgetary demand for grant. Jharkhand has already 22 STF and five IRBs, he added. Informing the house that in all 547 extremists had been killed and 4,084 Maoists were arrested since the States creation on November 15, 2000, Ram said Maoist presence was felt in hitherto untouched Santhal Pargana region where six Districts are located. Stating that 18 of the 24 Districts were affected by Left-Wing extremists, Ram said Security Forces personnel were doubled in 118 Police Stations in LWE-hit areas. To reduce dependence on central forces, he added, the State had created 14 additional companies of Jharkhand Armed Police.

Hindustan Times reports that Konapuri Ilaiah alias Sambashivudu, a former top ranking Naxalite (Left Wing Extremist) and presently a politburo member of Telangana Rashtra Samiti (TRS) was killed by unidentified persons in Nalgonda District while he was returning to Hyderabad from Nalgonda District along with his supporters in car after attending programme in support of a separate Telangana State in the night of March 26. He along with his supporters was waylaid and attacked near Gokaram village in Velgonda mandal (administrative unit). Sambashivudu, suspected to be involved in the Naxalite attacks on former Chief Ministers N Chandrababu Naidu at Alipiri, the foothills of Tirumala Tirupati in 2003, and N Janardhana Reddy in 2007 at Nellore, surrendered in 2009. He was reportedly involved in a large number of other incidents like killing of Member of Legislative Assembly (MLA) Chittem Narsi Reddy of Maktal and attacks on Police Stations.

Maoist Hari Pad Mahto surrendered before the Police in the District on March 27. Mahto was active during the formative years of Naxalism [Left Wing Extremism] in Ranchi and its surrounding areas and had left the outfit for the past two years. He had worked extensively to spread Naxalism in the Bundu, Tamar and Arki areas since 2003-04. He was wanted in over a dozen of cases of murder, extortion, abduction, arson and Police encounters. "He had joined the Maoist ranks before the notorious rebel commander Kundan Pahan and had several warrant of arrests pending against him," said SSP. "He is a resident of Bucha Dih village in Tamar and his surrender has been implemented under the surrender and rehabilitation policy of the State."
