According to Sify.com report, Karnataka Chief Minister B.S. Yeddyurappa was quoted as saying in his speech at the Chief Ministers' conference on Internal Security in New Delhi on February 1, that it has 'almost eliminated' the Communist Party of India-Maoist (CPI-Maoist) menace from the State though 'a handful of Maoists' are still active. “These few members are not going to be a potential threat,” Yeddyurappa said in the speech read out by State Home Minister R. Ashok. It also gave details of the socio-economic measures 'to bring the handful of youth who might be influenced by the Naxal [Left Wing Extremism] philosophy to the mainstream society'. The State Government has 'a Naxal Surrender Policy to award monetary compensation' to help surrendered Maoists to be gainfully employed. Ashok called for 'integrated and coordinated effort' to face the threats of enemies from within and outside the country. “These divisive forces mainly draw their strengths and sustenance from outside the country as well as from some anti-national elements within the country. We need to set aside narrow political considerations and tackle these threats to our national unity,” Ashok said.

India Express reports that Chief Minister (CM) Naveen Patnaik speaking at the CM’s conference on internal security on February 1 sought the inclusion of four more Naxal [Left Wing Extremism]-affected Districts, Kalahandi, Nuapada, Bargarh and Bolangir under the Centre's Security-related Expenditure Scheme (SRE) in addition to the existing 15 Districts. He also demanded dedicated military choppers in Bhubaneswar and Koraput to assist the State Forces. “State police require dedicated helicopters to respond to any exigency. Besides, forward posts in highly inaccessible areas need to be maintained only by air support,” Patnaik said. He also said the plan to modernise Police forces should be spread over 10 years and demanded double allocation for the same during 2011-12.

Kiran Kumar Reddy while addressing the conference of Chief Ministers on Internal Security in New Delhi on February 1, urged the Central Government to include six Districts (Visakhapatnam, East Godavari, Srikakulam, Vizianagaram, Warangal and Karimnagar), located on the Andhra-Odisha and Andhra-Chhattisgarh borders, under the Special Development Plan (SDP) unlike the two Districts of Khammam and Adilabad in Left Wing Extremist (LWE) areas and take other steps to prevent regrouping of the Communist Party of India-Maoist (CPI-Maoist). He also urged the Central Government to approve the proposal for development of a corridor of road network on the State's borders with Odisha, Chhattisgarh and Maharashtra. CM Reddy also called for stationing a helicopter with a capacity to carry 35 personnel at Visakhapatnam for facilitating swift airborne operations in the hostile terrain on the Andhra Pradesh-Odisha border. Stressing on the necessity for developing infrastructure, particularly a network of roads that can buttress operations along inter-state borders of Andhra Pradesh, Chhattisgarh, Odisha and Maharashtra States, considering that Maoists have been using these places as shelter zones, Reddy, suggested that the expenditure on counter-terrorism measures in the States be brought under SRE funds, like in the case of LWE. Reddy claimed that a judicious combination of law and order and socio-economic measures has helped address the problem of LWE. The number of armed underground cadre has come down from about 1,100 in 2004 to below 150 in 2011 in Andhra Pradesh.

The Central Government should meet the massive expenditure incurred on para-military troopers deployed in Chhattisgarh, which is reeling under Communist Party of India-Maoist (CPI-Maoist) militancy for about three decades, Chief Minister Raman Singh said on February 1, while addressing the Chief Ministers' conference on Internal Security in New Delhi, reports Sify.com. Chhattisgarh Home Department officials said the Central Government has asked the State Government recently to meet about INR 8 billion expenditure incurred by it on para-military troopers deployed in the State. He highlighted in details how the State was grappling with rising Maoist militancy and informed the participants that about 50,000 Maoists of all ranks have been involved in the State in a war against democracy. He added that 10 of State's total 18 Districts were hit by Maoist militancy and the State viewed the Left Wing Extremism (LWE) Insurgency as a form of terrorism.

According to Sify.com report, addressing the 55th Senior Police Officers' conference at Cuttack on February 3, Chief Minister Naveen Patnaik saidtheLeftWing Extremist (LWE) violence in the Statehas declined in 2010 compared to the previous year, 2009. 'The Police have done well, not only in maintaining law and order but also in containing the LWE problem that has posed a threat to the internal security of the country,' Patnaik said. Giving the statistics, he said that during the last three months alone, the Security Forces have conducted as many as 214 special operations and have achieved 'considerable success'. As many as 91 Communist Party of India-Maoist (CPI-Maoist) cadreshave been arrested, 24 Maoists have been killed in Police Action and 54 weapons have been recovered, he added. 'I understand that the coordination between State Police and Central Forces deployed in the State has improved, which will further strengthen anti-Naxalite (Maoist) operations,' Patnaik added. Further, asked the Senior Police Officers of the State to honour Human Rights and uphold the dignity of the general public while performing their official duties."OdishaPolice has a track record of tolerant and inclusive Policing to handle conflicts and law and order situations. I would like to re-emphasize that all possible care should be taken to honour Human Rights and more importantly uphold the dignity of general public," Patnaik said in his speech.

PTI reports that two live hand-grenades, 23 used cartridges, fatigues and other materials used to trigger explosions along with three bags of Naxal (Left-Wing Extremist) literature, were seized in the Lanji tehsil (revenue division) in Balaghat District on February 3, Police said. The Naxals had buried the materials in some places at the villages of Chouriya, Pithkona, Chilkona and Bhaya in Lanji tehsil. Lanji is close to Rajnandgaon District of Chhattisgarh.

The Staff Selection Commission (SSC) will recruit 53,200 constables for Central para-militaryforces through a common recruitment examination, SSC ChairmanN K Raghupathy said in Mumbai on February 4, reports IBNLive. Altogether 3294 vacancies have been reserved for those domiciled in Maharashtra and 1741 for those domiciled in Gujarat, Raghupathy said. The vacancies in the two states could go up to 8,000 before the written examination, when a final decision would be taken on the overall vacancies to be filled up, he said. Of these, 324 vacancies are reserved for three Naxal [Left Wing Extremism]-affected Districts in Maharashtra: Gondia, Gadchiroli and Chandrapur.

Times of India reports that an alleged Communist Party of India-Maoist (CPI-Maoist) cadre Bhimrao Bhowate alias Bhanu was taken into Police custody on February 9 for his reported involvement in Left-Wing Extremist activities in Nagpur. Bhowate was arrested along with his wife Sunanda alias Megha and three others by the Gondia Police in December 2010. Maoist literature and other pro-revolutionary material had been recovered from them.

Three Left Wing Extremists (LWE) of Jharkhand Sangharsh Janmukti Morcha (JSJM), a splinter group of CPI-Maoist were arrested from Mandru village under Oremanjhi Police Station in Ranchi District on February 10, reports Times of India. The arrestees were, identified as Naresh Mahato, Naresh Karmali and Basant Karmali. The Police also recovered two country made rifles, two country made pistols and 10 live bullets from their possession. All the three hail from Basal village under Ramgarh Police Station and had demanded extortion money from a contractor engaged in building of ring road near Pithoria and a firm MG Construction. Police also recovered some Maoist literature and hand written pamphlets of extortion and threats to contractors. On the basis of recent extortion threats given by the outfits to the contractors and firms engaged in road construction, Police tracked down the extremists.

According to PTI report, Union Home Minister P Chidambaram, on February 18, interacted with collectors of nearly 60 Naxal [Left Wing Extremism]-affected Districts and asked them to contact him if they face any problem in executing development plans. During his one-and-half hour interactions with the collectors through video conferencing, Chidambaram took stock of the implementation of Integrated Action Plan (IAP), specially designed by the Centre for the Communist Party of India-Maoist (CPI-Maoist)-hit districts. Sources said Chidambaram asked the collectors to carry out as much development projects as possible and spend the first instalment of INR 250 million given to each District within current fiscal. The Home Minister told the collectors that spending of the funds should be reflected on the ground and the projects could be anything like construction of roads, bridges, school buildings, community halls or Anganwadi works but the fund should not spill over to the next financial year as the second instalment of the plan would come then. Chidambaram told the collectors to involve themselves in works of the IAP for their speedy and diligent implementation and asked them to contact him directly if they face any kind of problem, sources said.

Business Standard reports that a Home Ministry official, who did not want to be quoted, said, “Huge vacancies in the administrative set-up and large-scale absenteeism have been reported from the Naxal [Left Wing Extremism]-affected areas. There are over 94,800 vacancies to be filled up as on December 31, 2010, by these states. These are indicative of poor presence of government machinery in the affected areas. Such trends would further alienate the people and render the entire exercise of countering Naxalism futile.” Of the 94,800 vacancies, as many as 33,000 alone are from Andhra Pradesh, 18,000 in Jharkhand, 14,000 in Maharashtra, 12,300 in West Bengal, 5,000 in Orissa, 4,500 in Bihar and 3,500 in Chhattisgarh. States have communicated to the Home Ministry that most of these posts would be filled up during the calendar year 2011. However, these States, at a recent meeting addressed by the Prime Minister, were told to expedite the recruitment and training of Police personnel, the official said. Moreover, 10 battalions of specialised force trained and equipped for counter insurgency and jungle warfare operations named Commando Battalion for Resolute Action are being raised as a part of the Central Reserve Police Force during 2008-09 to 2010-11. In 2008-09, two battalions were raised, one each at Jagadlpur (Chhattisgarh) and Koraput (Orissa). The next year, four battalions were raised comprising one each at Hazaribagh (Jharkhand), Jagdalpur (Chhattisgarh), Gaya (Bihar) and Bhandara (Maharashtra).

Hindustan Times report that 300 personnel of the Combat Battalion for Resolute Action (CoBRA), a special anti-Naxal [Left Wing Extremism] force, have been deployed in Balaghat District to combat the growing presence of the Communist Party of India-Maoist (CPI-Maoist) cadres. The deployment is part of a strategy to surround Naxal-hit areas in Maharashtra, Chhattisgarh, Jharkhand, Bihar and Odisha, said an intelligence officer, requesting anonymity. The Centre will decide standard operating procedures for them. In the first phase, these battalions were trained at the army’s insurgency and jungle warfare training centre in Mizoram and the CRPF’s anti-terror training centre at Silchar. Of the 10 COBRA battalions trained in guerrilla warfare, nine have already been deployed in Maoist-hit States. The deployment of three companies of COBRA in Balaghat follows a recent spurt in Maoist activity in the area. “We have fresh intelligence inputs that Naxalites are coercing tribal youths to join the movement,” Inspector General (IG) V Muniraju said. “We have already started sending them in search operation along with the state’s anti-Naxal squads,” Muniraju said. He, however, refused to comment on when and how CoBRA will begin its operation.

Times of India reports that Chief Minister Naveen Patnaik ignored the advice of Union Home Minister P. Chidambaram that release of Naxals [Left Wing Extremism] in exchange of Malkangiri collector will set a bad precedent. Sources said that after R Vineel Krishna's release, the Central Government had to send out fresh security precautions to States whose officials could be vulnerable to such abductions. The Centre was not in favour of Odisha Government striking a deal with Communist Party of India-Maoist (CPI-Maoist) for the release of its two officials in exchange for the freedom of some top Maoists from its jails, adds Outlook. Chidambaram had conveyed the Centre's views- negotiate but don't give in too much- to Patnaik soon after Krishna’s abduction, reports Hindustan Times. Chidambaram is understood to have spoken to Patnaik and urged him not to set a precedent by striking a deal with the Maoists that would put pressure on other Governments in future in any similar situation, sources said. Patnaik is believed to have agreed with the Home Minister's suggestion but later went ahead with his Government's strategy of releasing Maoist leaders to ensure the safe release of Krishna and Pabitra Majhi, sources said, adds Outlook.
