Officers attached to the Crime Branch said the interrogation of some people from Kondhwa was on in connection with their suspected Naxal [Left Wing Extremism] links, but refused to divulge any more information. An officer, who spoke on the condition of anonymity, said the Police were yet to come to a conclusion on the matter of Naxal links.

The Hindu reports that the cadres of the Communist Party of India-Maoist (CPI-Maoist) killed one person, identified as Mahendra Bawankar (35), in Kothi village of Gadchiroli District on October 3 suspecting him to be a Police informer. Nearly 10-15 Maoist cadres entered Kothi village under Bhamragarh tehsil (revenue unit) in the night of October 2 and took away Mahendra. “We found his body today [October 3] morning. He was not a Police informer. But may be the Naxals [Left Wing Extremists] suspected he was one,” Bhamragad Sub-Divisional Police Officer Vijay Sagar said.

The Union Home Ministry has asked the West Bengal Government to relieve more than 1,000 Central Armed Police Force personnel in an apparent message that the authorities were not making proper use of them for anti-Naxal [Left Wing Extremism] operations. In a letter, the Union Home Ministry asked West Bengal to relieve one of the six battalions sent to the State to conduct anti-Naxal operations in Maoist-hit West Midnapore, Purulia and Bankura Districts, official sources said. "Most of the central forces are sitting idle and so there is no point keeping them in West Bengal. The main purpose of sending the forces to the state was to conduct anti-Naxal operations. Since they are not deployed for the job, we want to move them to Chhattisgarh," a source said.

The bandh was called in wake of alleged atrocities of Police on residents of Saranda forest in West Singhbhum District, reports The Pioneer. The notification regarding the same was issued by the Maoists from Latehar District. The CPI-Maoist and its frontal organisations have been blaming that the Security Forces’ (SFs’) inflicted atrocities on the common masses during Operation Anaconda that was run in the ‘claimed’ Naxal headquarters of Saranda forest and Operation Hills that was run in Latehar and its neighbouring Districts.

Telegraph reports that Security Forces (SFs) comprising Central Reserve Police Force (CRPF) and elite anti-Naxal [Left Wing Extremism] Special Operation Group (SOG) personnel neutralised a Communist Party of India-Maoist (CPI-Maoist) camp near Gaigot-Kuleijharan hills, under Kisinda Police limits, in Sambalpur District on October 9, following a fierce gun battle with the Maoists. There were no casualties in the encounter but SFs recovered three tiffin bombs, some other explosives, food, uniforms and medicines from the camp. Police said the exchange of fire that began early in the morning continued for half an hour. “We have had information about Maoist activity in the area for the past one-and-a-half months. The rebels are trying hard to revive their base in Sambalpur and Deogarh districts under the leadership of Guirish Mahto and Kunu Dehuri,” said Sambalpur Superintendent of Police Nikhil Kanodia.

The communist Party of India-Maoist (CPI-Maoist) can be defeated ideologically if programmes meant for rural development are successfully implemented, Union Minister Jairam Ramesh said on October 9 in Ranchi, reports The Hindu. “The police and the CRPF [Central Reserve Police Force] have their special places [in dealing with Naxalism]. But I believe the ideological battle can be won through rural development, which has got a special importance,” the Rural Development minister told reporters. “If the rural works are taken up properly, we will be successful in dealing with naxalism in the next five or six years,” Ramesh said. Commenting on Jharkhand, he said “But the fact is tardy pace of road works in Jharkhand is attributed to threats to contractors for levy (extortion). Lohardaga, Simdega, Latehar and Gumla are some of the districts where work under Prime Minister’s Rural Road Scheme is a cause for concern,” he said.

DNA India reports that the Anti-Naxal Force (ANF) in the State is planning to set up 15 camps to keep a tab on the Communist Party of India-Maoist (CPI-Maoist) affected areas of the State. According to Additional Director-General of Police (Internal Security), Bipin Gopalakrishna, the department has requested the Government to release INR five million for the purpose. The camp will provide the ANF quick access to the areas affected by such activities. Further, reacting to the killing of State ANF constable, Mahadev Mane in an encounter in Beltangadi, State Home Minister, R. Ashoka said outside elements were involved in the incident. “The Naxalites involved in the encounter in Beltangadi are suspected to be from Tamil Nadu. The combing operations in the area have been intensified and the Maoists responsible for the death of the constable will be arrested soon,” he said.

The Hindu reports that a Communist Party of India-Maoist (CPI-Maoist) cadre was killed in an encounter near Chinari village forests in Narayanpur District on October 11. The encounter started when a group of Maoists opened indiscriminate firing on a joint patrol team of the Central Reserve Police Force (CRPF) and State Police Force, drawing retaliation from the security men, Narayanpur Superintendent of Police, Mayank Shrivastava said. The body of the slain Maoist was recovered and was identified as Negi Rawat. Rawat carried a reward of INR 5, 000 on his head and many cases, including murder and attack on Police teams, were registered against him in the District. Some wlweeapons and Naxal [left Wing Extremism] literature was also recovered from the spot, the Police said.

The Hindu reports that a group of Communist Party of India-Maoist (CPI-Maoist) cadres stormed into the residence of a Bharatiya Janata Party (BJP) Member of Legislative Assembly (MLA) Damrudhar Pujari in Munagapdar village in Gariaband District in the night of October 11 snatched a weapon from his security guard and left the place without causing any harm, a Police officer said. Inspector General of Police (Durg range) R. K. Vij said that about a dozen armed Naxalites came in a private vehicle to the MLA's house at midnight when Pujari and his family members were asleep. “After entering the house, the Naxalites started threatening the MLA and his family members. Later, they asked Mr. Pujari where his security guard was. The guard had gone to sleep in the rear part of the house. The Naxalites went there, threatened him and snatched his service revolver,” Vij said.

Admitting that the growth of Naxalism (Left-Wing Extremism) was as much because of failure of the Union Government as for a variety of other reasons, Union Rural Development Minister Jairam Ramesh underlined the need for a renewed sense of urgency to address problems afflicting the masses through a stratagem hinged on synergy of security forces and implementing agencies, reports The Hindu. Delivering the annual Sardar Patel Memorial Lecture in Delhi on October11 on “Tirupati to Pashupati: Some reflections on the Maoist Issue”, Ramesh called for speedy completion of public welfare projects, primarily rural roads, within three to four years with a sense of urgency and a “get-it-done” attitude. Since roads were the first target of Naxalites who killed contractors frequently to stall road construction, Ramesh said some degree of security cover by para-military agencies like the Central Reserve Police Force (CRPF) would be essential to ensure timely completion of works under the Pradhan Mantri Gram Sadak Yojana. In 25 Naxalite-intense Districts the expenditure was lower than the national average and in 10 of them less than in the 60 Left Wing Extremist-affected Districts of the country, Ramesh said. He also called for greater synergy between security forces and implementing agencies to speed up connectivity.

A gun battle broke out between the Communist Party of India-Maoist (CPI-Maoist) cadres and Security Forces (SFs) near Bandugaon forest under Salekasa tehsil (revenue unit) in Gondia District in the morning of October 14, reports Hindustan Times. The encounter occurred around 8.00 am [local time] when troopers of the C-60, who were patrolling in Bandugaon forest, were suddenly attacked by the hiding Maoists. It is said that armed Maoist cadres, numbering around 50-60 of three dalams (squads) of the region, including Salekasa dalam were involved in the encounter. "No one on the Police side was injured in the encounter," informed Chandrashekhar Meena, the District Police Superintendent. Meena claimed that at least half a dozen Naxalites were injured in the encounter. "Maoists might have carried away their bodies," said Meena, adding that huge arms, ammunition, and few sets of walkie-talkies were seized from the site.

They were released after six hours of questioning and intervention by leading rights workers of Kerala. The Thrissur East Town Police took Vasu, known popularly as Gro Vasu, and his associates into custody at about 6.00 am on October 14 from a rest-house, as they were returning after a visit to the house of Rupesh, said to be an activist with inter-State Maoist connections. The others held with Vasu were identified as Gopal, Balagopal, Sugathan, Haridas and Ajayan.

Six Policemen were killed and five others injured in a landmine blast and ambush by the Communist Party of India-Maoist (CPI-Maoist) cadres in Bastar District on October 21, reports Hindustan Times. The 16-member Police team was on its way to Netanar village, when it came under attack, Additional Director General of Police (ADG, Naxal operation) Ramniwas said. A large group of Maoists set off an Impoverished Explosive Device (IED) blast and opened fire on the Policemen, who were riding on eight motorcycles, as they approached the village. Six Policemen, including a Police Inspector, were killed on the spot and five others were injured in the attack, Bastar Superintendent of Police Ratanlal Dangi said. He added that at least three Maoists were suspected to have been killed in retaliatory firing by the Police.
