Fidayeen attacks (suicide attacks) in the Kashmir valley started only after Rahman, a resident of Bahawalpur in the Pakistani province of Punjab, was made in charge of Bandipora and during his 10 years long activities in the country he planned several terror plots, sources said, and added that it was only after he was made country coordinator of LeT that for the first time terrorists sneaked into India through sea routes. Senior police officials in Delhi said Rahman was wanted in connection with several failed terrorist plots in the capital and his name last came up after the arrest of three militants from Dilli Haat in April. It is believed that he was the architect of plans to set up new Lashkar networks in Maharashtra, Gujarat and Madhya Pradesh. He also served as ‘divisional commander’ of the Lashkar’s operations in the Doda district and was involved in near-successful attempt on the life of Chief Minister Ghulam Nabi Azad and the killing of Deputy Superintendent of Police Shaily Singh near Bhaderwah in May 2006. He also commanded the Lashkar units operating in Srinagar, Anantnag and Baramulla.
