Intelligence agencies have said the Pakistan-based Lashkar-e-Toiba (LeT) and the Inter-Services Intelligence (ISI), Pakistan’s external intelligence agency, are trying to revive militancy in the Indian State of Punjab through sympathisers of the Sikh militant groups like the Babbar Khalsa International (BKI), the International Sikh Youth Federation (ISYF), Khalistan Zindabad Force (KZF) and Khalistan Commando Force (KCF). Statesman reports that information has been sent to the Punjab Police about the plans to target towns of Jalandhar, Ludhiana and Pathankot region. Instructions have also been given to monitor the activities of sympathisers of BKI-Hawara, ISYF-Rode, KZF- Neeta and KCF, who are sending funds through hawala (illegal money transfer) to "re-launch their separatist movement".

Pakistan-based terrorist groups, particularly the Lashkar-e-Toiba (LeT) and Jaish-e-Mohammed (JeM), are increasingly depending on "surrogate bases" in Bangladesh, Nepal and the Middle East for movement of trained cadres and finances for their operations, indicated the Union Home Ministry, Kashmir Times reported. A home ministry document, based on intelligence inputs, said the Bangladesh-based Harkat-ul-Jihad-al-Islami (HuJI), linked to the JeM and LeT, is recruiting Indian youths, sending them to Pakistan for training and re-inducting them via Bangladesh to carry out terrorist attacks. "This is evident from the Mumbai local train serial bomb blasts in which 11 Pakistanis infiltrated through the Indo-Nepal border in Bihar, Indo-Bangladesh border in West Bengal and Indo-Pakistan border in Gujarat," the report said. Noting that cross-border terrorism was no longer Jammu and Kashmir-centric, the document said it has spread its tentacles to the hinterland. "The terrorist outfits are well-organised, inter-linked and have the latest hardware and work under the directions of Pakistan's ISI," it said. The report said terrorist groups carry out their activities in the hinterland beyond the known theatres of violence to make "greater impact" and get wider publicity. The essential components of the strategy of jehadi groups include well-calibrated violence against soft targets to create terror, undermining the economic and scientific prowess of the country, subverting Indian Muslim youths and provoking communal tensions with the help of local elements. Supplying hardware through land and sea routes and maintaining a continuous flow of finances to sustain the jehadi network are some other components. Sleeper cells and modules exist in certain parts of the country and were activated when required, the report said. During 2004-06, as many as 669 terrorist modules were neutralized and plans to target vital installations like the Bhabha Atomic Research Centre and IT companies were foiled, the report said.

The Centre said on May 8 that Pakistan-based Lashkar-e-Toiba (LeT) has been building up a women cadre by imparting arms training to them at its camps in Pakistan, according to Daily Excelsior. Available reports suggest that LeT is running training camps in Pakistan and Pakistan occupied Kashmir (PoK) for imparting arms training to its women cadre, Union Minister of State for Home, Sriprakash Jaiswal, told the Lok Sabha (Lower House of Parliament). In a written answer, he said there was continued involvement of Pakistan and Pakistan-based terrorist outfits like the LeT, Jaish-e-Mohammed (JeM), Hizb-ul-Mujahideen (HM) in terrorist violence in Jammu and Kashmir and other parts of India. "They were using and leveraging the existing infrastructure of terror in Pakistan occupied Kashmir and other parts of Pakistan," he said. The minister informed that besides continuing infiltration across the India-Pakistan border, there had been incidents where Pakistan and PoK based terrorist outfits had also infiltrated into India through the India-Bangladesh and India-Nepal borders for subversive activities. In this context, Jaiswal cited the twin bomb blasts in Varanasi in March 2006 in which terrorists entered India via the India-Bangladesh border and Mumbai local train serial bomb blasts in July 2006 in which terrorists —two from India-Nepal, four from India-Pakistan and five from India-Bangladesh border — infiltrated into India.

Two Lashkar-e-Toiba (LeT) terrorists and one soldier was killed at Chowgal in the Handwara area of Kupwara district. Official sources said that security force (SF) personnel raided a shopping line at after receiving information that two militants had prepared themselves for a Fidayeen (suicide squad) attack in Srinagar and they were waiting for a vehicle at Chowgal. As the troops conducted a raid, both the militants opened fire and triggered off a five-hour gun-battle in which one soldier, M. A. Ajeesh, and both the terrorists were killed. Two AK-47 rifles were recovered from the incident site.

Three terrorists affiliated to the Lashkar-e-Toiba (LeT) group are reported to have died during an encounter with the security forces (SFs) at Dardharey village in the Kupwara district on May 9, according to Daily Excelsior. SFs had raided the houses of Bashir Ahmed Lone and Mohammad Munnawar Lone after securing information regarding the presence of the terrorists there. One Kashmiri militant, namely Bilal Ahmed Mir, and a guide, identified as Abdul Khaliq, were arrested from the incident site. Officials said that the slain militants were Pakistani cadres of the LeT.

He said that it was a Fidayeen (suicide squad) attack and was executed by two cadres of his groups. Police, however, maintained that only one terrorist was involved in the attack, adding that it was not a suicide attack as the terrorist committed action for few seconds and fled.

Foiling another infiltration attempt, SFs shot dead three terrorists during an encounter at Sabra Gali on the Line of Control in the Balakote sector of Poonch district. Their identity has not been established thus far but they were believed to be foreign mercenaries of the Lashkar-e-Toiba (LeT) outfit. Two AK-56 rifles, one AK-47 rifle, 20 magazines, 200 rounds, 11 hand grenades, one Under Barrel Grenade Launcher, one wire cutter, one GPS, one map of district Poonch, one solar charger, three wireless sets, five wireless antenna, three oversacks, two first aid boxes and some eatables were recovered from the encounter site. This was the third intrusion bid foiled by troops by heavily armed groups of terrorists from the twin border districts of Poonch and Rajouri during the last 10 days. First two attempts were foiled in the Sunderbani sector of Rajouri district and Mankote sector of Poonch district.

On May 30, terrorists shot dead a Deputy Superintendent of Police (DySP), Shailey Singh, at Udrana in the Doda district and escaped, according to Daily Excelsior. Posted as DySP Operations in Jammu, Shailey Singh, whose father Inspector Udhey Vir Singh was also killed by the terrorists in 1993, was shot dead inside the house of a State Forest Corporation employee at Udrana. There was no other casualty on either side but a Lashkar-e-Toiba (LeT) ‘divisional commander’, Abu Umar, was reportedly trapped by police in a house. Three more terrorists escaped after exchange of firing with security force (SF) personnel, who rushed to the spot immediately after the DySP’s killing. Sources said the terrorists had sheltered in the house of a State Forest Corporation employee, Shabir Ahmed alias Billa alias Sabba, and his brother Shakoor Ahmed alias Shanku at Udrana. Both Sabba and Shanku were later arrested.

Two Lashkar-e-Toiba (LeT) cadres, Shahid alias Latta and Saleem Bhat, who was involved in several killings and other subversive activities, were shot dead by police on May 31-evening at Asthanmarg in the Gool area of Ramban district, according to Daily Excelsior. The duo were wanted in a number of terrorism-related incidents, including killings, abduction, lobbying grenades, planting improvised explosive devices (IED) and attacks on security forces especially on the Jammu-Srinagar national highway. Two AK rifles, three magazines, four grenades, one radio set and some incriminating documents were recovered from their possession.
