On June 2, India’s Ministry of External Affairs (MEA) Spokesperson Anurag Srivastava stated that the United Nations’ 25th report of the Analytical Support and Sanctions Monitoring Team concerning ISIL (Da'esh), al Qaida and associated individuals and entities clearly vindicated India’s stance of Pakistan remaining the epicenter of international terrorism, reports Times Now. The UN report which states Pakistan-based terror outfits Jaish-e-Mohammad (JeM) and Lashkar-e-Toiba (LeT) being engaged in trafficking fighters into Afghanistan has further augmented India’s stance of Pakistan fostering terrorism in its land. Srivastava further urged the international community to pressurise Pakistan to take sustained, verifiable and irreversible action against terrorism which the later have failed to fulfill till date despite international obligations.

Five militants of Hizb-ul-Mujahideen (HM) and Lashkar-e-Toiba (LeT) including a ‘district commander’ were killed in an encounter with a joint team of Police, Army’s 44 Rashtriya Rifles (RR) and Central Reserve Police Force (CRPF) at Sugoo Handamah village in Shopian District of Jammu and Kashmir (J&K) on June 10, reports Daily Excelsior. Police said that the identification and affiliation of the killed militants is being ascertained. However, as per credible sources the killed militants belonged to HM and LeT. Incriminating material including arms and ammunition were recovered from the site of encounter.

Two Lashkar-e-Toiba (LeT) militants identified as, Aamir Hussain Wani (26) and Wasim Hassan Wani (27) were arrested along with ten hand grenades, one AK-47 rifle with 2 magazines and 60 live cartridges, from Pathankot District of Punjab on June 11, reports The Tribune. As per the report, both the militants are residents of Shopian District of Jammu & Kashmir (J&K). The duo, actively involved in transporting automatic weapons and hand grenades from Punjab to the Kashmir Valley, were arrested by the Pathankot Police, who intercepted a truck (JK-03-C-7383) at a Naka (barricade) on the Amritsar-Jammu highway. The Director General of Police (DGP), Dinkar Gupta said the search of the truck led to the recovery of the arms and ammunition, and the accused, during the preliminary investigation, revealed that they had been directed to collect this weapons consignment from Punjab by one Ishfaq Ahmed Dar alias Bashir Ahmed Khan, a former J&K Constable, currently an active militant of LeT in the Kashmir valley.

Police neutralised a Pakistan-sponsored narco-terror module by arresting three Lashkar-e-Toiba (LeT) militants’ Over Ground Workers (OGWs) and confiscating INR 13.4 million in cash from their possession in the Handwara area in Kupwara District of Jammu and Kashmir (J&K) on June 11, reports Daily Excelsior. The arrested OGWs were identified as Abdul Moomin Peer, Islam Ul Haq Peer and Syed Iftikhar Indrabi, all residents of Handwara. The incriminating recoveries from the trio included 21 kilograms of high-quality heroin, valued at around INR 1 billion in the international market, INR 13.4 million in cash and a cash-counting machine.

The National Investigation Agency (NIA) said that the 22-year-old woman, Tania Parvin, who was arrested from Malayapur village of Basirhat District in West Bengal on March 19, 2020, for suspected links with Lashkar-e-Taiba (LeT), used WhatsApp number of Pakistan, Hindustan Times reports on June 13. Tania Parvin, who was taken into custody by the NIA on June 12, in the state capital of Kolkata for questioning, had been a part of several groups on the social messaging site. “Her direct connection with LeT operatives based in Pakistan has been established. She was using the dark web to interact with them. We expect her interrogation to provide us with further leads in busting the whole network,” Ajay Kumar Nand, Inspector General of Special Task Force (STF), said.

A Lashkar-e-Toiba (LeT) militant identified as, Javed Ahmed Bhat (29), resident of Shirmal village in Shopian District of Jammu & Kashmir (J&K) was arrested from Pathankot District of Punjab on June 13, reports The Tribune. As per the report, Javed is said to be the third accomplice of the two LeT militants – Aamir Hussain Wani and Wasim Hassan Wani, who were arrested earlier on June 11 from the District while trying to smuggle weapons into the Valley to carry out terror attacks. According to the press release by the State Government, Javed was intercepted and arrested along with his truck from Dhobra Bridge, Pathankot, on the Amritsar-Jammu Highway by Pathankot Police when he was trying to escape to the Valley on learning about the arrest of his accomplices. Initial questioning of Javed has revealed that he had come with Aamir and Wasim from Kashmir Valley to Amritsar District to collect the weapons consignment in the guise of bringing fruits and vegetables.

Six militants were killed in two overnight encounters taking the number of militants killed in these two encounters since June 18 to eight, in Shopian and Pulwama Districts of Jammu and Kashmir (J&K) of India on June 19, reports Daily Excelsior. Four militants were killed at Bandpawa area in Chitragam Tehsil (revenue unit) in Shopian District encounter on June 19, while one was killed June 18, taking the number of militants killed in the encounter to five. The killed militants have been identified as Shakir Shafi of Nazneenpora Shopian who had joined militancy last month, Nadeem Zaman of Hefkhuri Shopian and he had also joined militancy last month, Jawhar Ahmad Malik of Achan in district Pulwama who was active since December 2017, Adil Hussain Pal of Maldar Shopian active since May 2018 and Mohsin Ahmad Wani of Ahind Shopian who was active since February this year. In the other encounter, two militants who had taken refuge in a mosque in Meej in Pampore area in Awantipora city in Pulwama District were killed on June 19, while one militant was killed June 18, taking the number of militants killed in the encounter to three. The three militants who were killed at Meej in Pampore have been identified as Shahnawaz of Muran in Pulwama, Arshad Ahmad of Marwal Kakapora in Pulwama and Faisal Ahmad of Below Rajpora in Pulwama. In a statement issued on June 19, United States (US) prosecutors stated that Tahawwur Rana who was serving a 14-year sentence for providing support for the Pakistani terror group, Lashkar-e-Taiba (LeT), which planned the Mumbai attack, and for supporting a never-carried-out plot to attack a Danish newspaper that printed cartoons of the Prophet Muhammad in 2005, was released early from a Los Angeles federal prison last week because of poor health and a bout of coronavirus. However, two days later he was taken into custody following extradition to India on murder conspiracy charges. Rana was accused of allowing David Coleman Headley, a terror accused to open a branch of his Chicago-based immigration law business in Mumbai as a cover story and travel as a representative of the company in Denmark in lieu of carrying out the deadly Mumbai attacks.

The US Department of State Bureau of Counterterrorism in its report on terrorism said, "Pakistan continued to serve as a safe haven for certain regionally-focused terrorist groups. It allowed groups targeting Afghanistan, including the Afghan Taliban and affiliated HQN, as well as groups targeting India, including LeT [Lashkar-e-Toiba] and its affiliated front organizations, and JeM, to operate from its territory." Citing the 2015 National Action Plan (NAP) to counter-terrorism, the US asserted that Pakistan’s progress on this aspect "remains unfulfilled". "Pakistan’s progress on the most difficult aspects of its 2015 National Action Plan to counter terrorism remains unfulfilled – specifically its pledge to dismantle all terrorist organizations without delay and discrimination." The report further stated that Pakistan has made no effort to prosecute terrorist leaders such as Jaish-e-Mohammad (JeM) ‘founder’ Masood Azhar and the mastermind of LeT’s 2008 Mumbai (26/11) attacks Sajid Mir. Two militants of Lashkar-e-Toiba (LeT) were killed in an encounter by Sopore Police, 22 Rashtriya Rifles (RR) of Army and Central Reserve Police Force (CRPF) in Reshipora village in Hardu Shiva area of Baramulla District of Jammu and Kashmir (J&K) of India on June 25, reports Daily Excelsior. The slain militants have been identified as Bilal Ahmad Parray son of Ghulam Mohammad Parray of Yamarzawari and Waleed Bashir Mir son of Bashir Ahmad Mir of Sheikh Mohalla in Behrampora in Rafiabad. Parray who was doing Masters in History had joined militancy in March, 2020 and was allegedly involved in the killing of a Special Police Officer (SPO). After the encounter, incriminating materials including two AK rifles, four magazines, 49 rounds of ammunition, two pouches, one knife and one cutter were recovered from the encounter site.

Mumbai terrorist attack (26/11) convict David Coleman Headley cannot be extradited to India, but Pakistani-origin Canadian businessman and co-conspirator Tahawwur Rana faces extradition, Assistant US Attorney John J Lulejian has told the Federal Court while opposing his bail plea on June 26, reports Outlook. Rana was recently rearrested on June 10, 2020, in Los Angeles on an extradition request by India for his involvement in the 26/11 terror attacks. According to the federal prosecutors, between 2006 and November 2008, Rana conspired with Headley, also known as Daood Gilani, and others in Pakistan to assist Lashkar-e-Toiba (LeT) and Harakat ul-Jihad-e-Islami, both US-designated terrorist organisations, to plan and carry out the Mumbai terrorist attacks. India seeks Rana’s arrest on a number of offences, including the conspiracy to commit murder, conspiracy to commit forgery for the purpose of cheating, and murder under relevant sections of the Indian Penal Code (IPC). He is sought for his role in 26/11 attacks.

India is seeking the extradition of a Pakistani militant, Sajid Mir, suspected to have planned the 2008 Mumbai attacks (26/11) after the United States (US) said last week he was living freely in Pakistan, Indian Government officials said on June 28, reports Business Today. India and US have both indicted Sajid Mir of Lashkar-e-Toiba (LeT) group for the attacks. While Pakistan took action against LeT ‘founder’ Hafiz Saeed last year (2019), it continued to provide safe harbour to other top militant leaders, the US State Department's 2019 country report on terrorism said. One of them was Sajid, the "project manager" of the Mumbai attack, believed to remain free in Pakistan, the US report said. An Indian official said the government has repeatedly asked Pakistan to hand over Sajid who is charged with serving as chief planner of the attacks, directing preparations and reconnaissance and was also named as one of the Pakistan-based controllers during the attacks. "We have asked before, and are demanding again, he needs to be handed over", the official dealing with regional security issues said.

A bomb threat was made to the Taj Mahal Palace Hotel in Colaba and the Taj Lands End hotel in Bandra in Mumbai, Maharashtra from Pakistan on the intervening night of June 29-30, reports India Today. The caller, who identified himself as a member of the Lashkar-e-Taiba (LeT) terror outfit, threatened to blow up the two hotels in Mumbai. Security has been increased at and around the hotels following the threatening calls. The cyber cell has been roped in to further investigate the call and the help of telecom departments is being sought to investigate the location of the call.
