Satyam Rao (47), a suspected Naxal (Left Wing Extremist), active in Gujarat was arrested by Special Investigation Team (SIT) from Tangutur taluka in Nalgonda District of Andhra Pradesh, reported Indian Express on April 1. He was produced before Kathor court on March 31 and was remanded for nine days. Rao was given the task to develop the Communist Party of India- Marxist-Leninist- Janshakti (CPI-ML-Janshakti) network in Gujarat. He was the secretary of the Gujarat Shramik Sangathan.

Chidambaram made a fresh offer of talks with the Communist Party of India-Maoist (CPI-Maoist) if they abjured violence, reports The Hindu. He ruled out military action against them. “The Naxals are cowards. Why are they hiding in the forests? We had invited them for talks…If they really want development…, they are welcome to talk about anything in the world. Just give up violence,” he said after his two-and-half-hour visit.

The 2009-10 annual report of the Union Ministry of the Home Affairs (MHA) has indicated that the terror infrastructure in Pakistan continues to remain intact and infiltration in Jammu and Kashmir remains unabated with a substantial increase in 2009, reports Times of India. "There are reports to indicate that the infrastructure for training terrorist elements across the border continues to remain intact," the 2009-10 annual report of the MHA said. It also mentioned that the Government was firmly committed to thwarting the challenge posed by terrorists and violence sponsored from across the border. "The available information reveals that the infiltration that consistently decreased since 2005 has reversed in 2009 and increased substantially when compared to 2008," the report said. There were 485 attempts of infiltration in 2009 in comparison to 342 in 2008. Giving an overview of the internal security scenario, the MHA annual report said, the situation in the country remains largely under control, though violence has increased in terms of number of incidents and casualties of civilians and security personnel, as compared to the corresponding period of 2008. "In the recent years, the concentration of Left Wing Extremist (LWE) violence has been mainly in the States of Jharkhand, Chhattisgarh, Orissa, Bihar, West Bengal and Maharashtra," the report said. Left wing extremists operate in the vacuum created by functional inadequacies of field level governance structures, espouse local demands and take advantage of prevalent dissatisfaction and feelings of perceived neglect and injustice among the under-privileged segments of population. "CPI (Maoist) [Communist Party of India-Maoist] philosophy of armed struggle to overthrow the Indian State is not acceptable in our Parliamentary democracy and will have to be curbed at any cost. Government has given a call to the Maoist to abjure violence and come for talks. This has not been accepted by them so far," it said. While the overall counter action by the affected States in terms of LWEs killed, arrested and surrendered has shown much better results in 2009, there is an urgent need to strengthen Police response particularly by Bihar, Jharkhand, Orissa, Maharashtra and Chhattisgarh by improving actionable intelligence collection and sharing mechanisms and strengthening their Police Force, the report said.

Earlier in the day, Union Home Minister P. Chidambaram, who visited Jagdalpur in Chhattisgarh to review the security situation in the wake of the Maoist attack and pay tributes to martyred CRPF personnel, said the Naxalites have answered the call for talks after giving up violence by a “savage and brutal act of violence.'' “It is the Naxalites who have described the State as the ‘enemy' and the conflict as a ‘war.' If this is a war – and I wish to say that we have never used that word – it is a war that has been thrust upon the State by those who do not have a legitimate right to carry weapons or to kill. The State – the Central government and the affected State governments – are discharging their legal and constitutional duty to protect the people,'' he said in a statement. He further said that the goal of the Naxalites was to overthrow the established authority of the government through armed liberation struggle. “We cannot – and we shall not – allow them to succeed in that goal.'' Chidambaram also said while the Government had refrained from using air power against Maoists, the situation could change. "At present there is no mandate to use the air force or any aircraft. But, if necessary, we will have to revisit the mandate to make some changes." Meanwhile, Chidambaram insisted that there was no "Operation Green Hunt" against Maoists as has been widely reported. Chhattisgarh Police officials say they had coined the term for one successful drive against the Maoists in the State.

The exercise had begun two months ago with 10 battalions of CRPF being separated for general law and order duties. The arrested were identified as Naluvala Devender, Sunil Kumar and Ajay Kumar. In addition, INR 27,000 cash was also seized from them. According to Superintendent of Police V.C. He said, "We will not wait indefinitely for Paresh Baruah to come. We are ready to initiate dialogue with other leaders on all issues, except sovereignty." Gogoi said that Government wanted to involve all leaders of ULFA in the negotiations but everything will depend on the willingness and sincerity of the insurgent leaders. Regarding the ULFA’s links with the Communist Party of India-Maoist (CPI-Maoist) in Assam, the Chief Minister said that all extremists groups like Maoists and ULFA are "in the same boat" as all of them believe in armed struggle, which is not acceptable for a democratic country like India. "Naxals, ULFA are in the same boat. Their objective is to achieve their goals through armed revolution. They just want to create problem for the country," he said. The Chief Minister also advised the Maoists to follow the footsteps of the erstwhile Bodo Liberation Tigers (BLT), a militant group which after surrendering arms joined the democratic process and is now in power of the Bodoland Territorial Council (BTC), if they really care about the development of poor people.

Inaugurating the Civil Services Day function in New Delhi he singled out Left Wing Extremism as the gravest internal security threat faced by the nation and said, "Recent events have underscored the need for urgent and considered action to root out this problem". "No quarter can be given to those who have taken upon themselves to challenge the authority of the Indian state and the fabric of our democratic polity," he added. Singh was reportedly involved in many Naxal activities in Taryani area of Sheohar District of Bihar including the incident of setting ablaze a Police jeep on March 23 when the Maoists had given a call for a Bihar Bandh (shut down). "He has been involved in similar other incidents of arson and Naxal activities. He is associated with the Naxal movement in association with 10 members of Maoist Communist Council which is very active in Taryani," Dhaliwal said. Six persons, including two Central Reserve Police Force (CRPF) troopers and a retired sub-inspector (armourer) of the State Police, were arrested by the Special Task Force (STF) and the Uttar Pradesh Police for supplying arms to the Left Wing Extremists (LWEs) following raids in Rampur, Moradabad, Kanpur and Jhansi on April 29 and 30, reported The Hindu. The Police seized 5,000 live cartridges, 16 magazines of Indian Small Arms System (INSAS) rifles and about 245 kilograms of used cartridge shells, a cellular phone and INR 176 000 in cash from them. They were identified as Yashodanand Singh, Vinod Paswan, Vinesh Singh, Nathi Ram Saini, Bansh Lal and Akhilesh Pandey. The arms and ammunition were allegedly siphoned off from the armoury of the CRPF's 62 battalion Group Centre in Rampur and Police Training College-I in Moradabad.
