Ruling out links between Pakistan based militant groups and Naxalites (Left Wing Extremists), Special Director General of Central Reserve Police Force (CRPF), Jammu and Kashmir zone, N.K. Tripathi on June 2 said that the Force was fully equipped and focusing on new strategies to deal with Naxal problem in the country, reports Daily Excelsior. "There are no links between them (Pakistan-based militant groups) and the Naxalites….we constantly focus on new strategies to deal with such problems….we are fully equipped to deal with the Naxalites," Tripathi said while talking to media persons during passing out parade of 78th batch of CRPF recruits at the Recruit Training Centre Humhama.

Chidambaram on June 2 asked Naxal-hit (Left Wing Extremism affected) States to double the capacity of their Police training institutes as also Police recruitment to fight the menace of Left Wing Extremism, reported PTI. Addressing the inaugural function of the 40th All India Police Science Congress at Chhattisgarh State capital Raipur, Chidambaram pointed out how the existing Police vacancy of over 335,000 personnel and dismal Police-population ratio (160 per 100,000 of population) made the task of securing 1.1 billion people quite difficult. Currently, as against the sanctioned strength of 2,100,000 Police personnel, about 335,000 posts are vacant, added Times of India.

The first batch of the specially formed and trained ‘Alpha Hawks’ anti Naxal (Left Wing Extremists) unit was quietly deployed in Gadchiroli, Gondia, Chandrapur and Bhandara Districts less than a month ago (on an unspecified date), reported Hindustan Times. The team of 500 commandos has been trained at the Unconventional Operations Training Centre (UOTC) in Nagpur. The commandos have been selected from the Special Action Group of the Nagpur police. The unit will be split into two and centrally stationed in Nagpur and Gadchiroli. The force’s main task will be to launch surprise ambush on Naxalite hideouts. For mobility, surveillance and attack, the group has adequate vehicles (armoured personal carriers), communication gadgets and firepower.

The migration-prone households in Chhattisgarh are 1.9 per cent, in Jharkhand 0.8 percent and 1.3 per cent in Orissa. In comparison, the number of such households in tribal-dominated States of Arunachal Pradesh, Meghalaya and Manipur was 4 per cent, 3.8 per cent and 2 per cent, respectively. However, the survey does not give reasons for fall in migration in tribal areas especially.

The disaster management studies centre at the University will impart skills in satellite data reading, interpretation of the Geographic Information System (GIS) for areas and terrains similar to the ones in Maoist-dominated zones. Referring to the recent UN report that deals with 'Children and armed conflicts', India's envoy to UN Hardeep Singh Puri told UN Security Council that operations of the Naxal groups did not fall into the realm of an "armed conflict". "At the outset I should make clear that the violence being perpetrated by these groups though completely abhorrent and condemnable, certainly does not make this a zone of armed conflict as defined by international law," he said. "We, therefore, cannot accept reporting on these incidents as falling within the mandate of the Special Representative of the Secretary-General on Children and Armed Conflict," he said, referring to top UN official Radhika Coomaraswamy. The report, which is produced by the office of Secretary General Ban Ki-moon and submitted to the UN Security Council, highlighted the recruitment and use of children by the Naxals in some Districts of the Chhattisgarh. "The Naxals have admitted that children were used only as messengers and informers but have admitted that children were provided with training to use non-lethal and lethal weapons including landmines," the report said. It also described the incident, in which Naxalites forced villagers to provide five boys and girls for their armed group in October 2009, and stated that the Jharkhand Police had vacated 28 of 43 schools in Naxal-affected areas of the State and was in the process of vacating 13 more.

His ‘sub-zonal commander’ was also arrested a few days ago and now after his arrest the hold of PLFI in the area has weakened to an extent," said Kuldeep Dwivedi, Superintendent of Police (Latehar).
