The Hindu reports that the Madhya Pradesh Government demanded before the Union Government to declare five more Districts of the State as Naxal [Left Wing Extremism]-affected in view of increased Communist Party of India-Maoist (CPI-Maoist) activities witnessed in these areas. “At present Balaghat, Mandla and Dindori are treated as Naxal-affected Districts by the Centre. But in view of the recent Naxal activities noticed in various other Districts of the State, we have demanded that the Centre declare Sidhi, Singrauli, Shahdol, Umaria and Anuppur too as Naxal-affected,” Madhya Pradesh State Home Minister Uma Shankar Gupta said on November 7. He said he recently raised the issue of Naxal movement being noticed in these Districts in the Zonal Council Meeting in New Delhi, however, the Centre had not yet accepted the demand.

Separately, a group of around 40 armed Maoists blew up a Residential High School building managed by the Tribal Welfare department at Gompakunda under Kalimela Police Station limits in Malkangiri District. They asked around 60 students present in the hostel to stand back and not interfere in their violent act. Through posters left at the spot the Maoists claimed that it was their mark of protest against the visit of US president Barack Obama to India. It may be noted that Maoists had given call for nationwide bandh (general shut down) on November 8 to protest against US president's visit. The Maoists also claimed that they had blasted the school building as it was to be used as camping site for security forces during anti-naxal operations.

The Hindu reports that the Cabinet Committee on Economic Affairs (CCEA) on November 26 approved the commencement of an Integrated Action Plan (IAP) in 60 selected Districts affected by Naxal [Left Wing Extremism] violence with the aim of giving a fillip to development schemes in tribal and backward regions. The IAP would be an additional central assistance scheme on a 100 per cent grant basis. It is aimed at quick resolution of problems concerning healthcare, drinking water, education and roads. In 2010-11 alone, each of the 60 Districts will be given a block grant of INR 250 million, with the total coming to a INR 15, 000 million. In 2011-12, the grant will go up to INR 300 million each. “This is in pursuance of the Finance Minister's announcement in his budget speech of 2010-11 and the Prime Minister's address to the National Development Council on July 24. The scheme, to begin with, will be implemented over two years – 2010-11 to 2011-12,” Home Minister P. Chidambaram told journalists. Schemes would be decided by a committee, headed by the District Collector. The Superintendent of Police and the District Forest Officer would be its members. The IAP would be reviewed for implementation in the 12th Plan at a later stage, Chidambaram said.Meanwhile, the existing Kalahandi-Bolangir-Koraput (KBK) plan would continue, with an annual allocation of INR 1,300 million for all the eight Districts (Kalahandi, Naupada, Bolangir, Subarnapur, Koraput, Malkangiri, Rayagada and Nabarangpur) in Odisha put together. The eight KBK Districts have been included in the IAP. They would get an additional block grant of INR 250 million each in the current year, 2010, and a suitable additional amount under both State and District components of the IAP in the subsequent years. The IAP would focus on improvements in governance and the States would have to comply with specific preconditions before availing themselves of the second tranche of the additional financial assistance in 2011-12 under the State component of the IAP. However, these conditionalities would not apply to the District component of the IAP, according to the CCEA decision.
