The Centre on February 1 said the situation in Communist Party of India-Maoist (CPI-Maoist) -affected states continues to be "a cause of grave concern" and feared that the trend of rising violence — witnessed in 2009 — would continue in 2010, reported Times of India. Union Home Minister P. Chidambaram said: "I expect this trend to continue in 2010, but I am also confident that state governments would be able to gradually reclaim control over areas that are now dominated by Naxalites." Currently, 33 Districts are seriously affected by the Left Wing Extremist violence. In addition, there are 50 Districts where the CPI-Maoist has some presence. The number of civilians’ deaths in the affected States was 591 in 2009. As many as 317 Security Force personnel — the highest in the past five years — were also killed last year as against 217 casualties among the Maoists. The Hindu quoted Chidambaram as saying the ‘Central forces are not engaged in battle in Naxal-hit States’. “The Centre, at the request of the State governments, sends paramilitary forces, which remain under the control of the State governments,” he said at a press conference in New Delhi. The report said further that the National Counter Terrorism Centre would be formed by this year-end.

The programmes taken up under the National Rural Employment Guarantee Act, which increase agriculture productivity in the rural areas, are not being "blocked" by the Communist Party of India-Maoist (CPI-Maoist), a study has claimed, reported PTI on February 1. Council for Social Development (CSD) noted in its draft report that “contractors are paying higher wages to the manual workers (in the areas hit by left-wing extremism) as a combined result of NREGA and Naxalites' (Left Wing Extremists) pressure." The CSD, a study group of social workers and social scientists, conducted the study in tribal-dominated and Maoists-affected areas in Chhattisgarh, Orissa, Jharkhand and Andhra Pradesh on implementation of NREGA and its impact there.

DNA reports on February 4 that senior officers in the Central Para-military Forces said violence levels had gone down in Chhattisgarh and Maharashtra primarily because of the increased deployment of Security Forces (SFs). An officer said there were over 45,000 SFs in Chhattisgarh and Maharashtra, while the figure in Jharkhand stood at 35,000 (350 companies). Starting April 2009, at least 65 people, including the Communist Party of India-Maoist (CPI-Maoist) cadres, SF personnel and civilians, were killed every month in Maoist violence. In October 2009, over 100 persons were killed. There is significant improvement in the situation. From October 2009 to January 26, 2010, only 57 casualties were registered. In January 2010, there was just one death due to the Maoist violence in Maharashtra, whereas there were 87 deaths in Left-Wing Extremism in January 2009. The report quoted an unnamed senior official who is part of the anti-Maoist operations saying, “We want to first dominate these areas and then operate on the basis of specific information.” The officer added that the SFs killed 68 Maoists, arrested 1,858, and uncovered 234 landmines and bombs, 1,778 kilograms of explosives, over 33,000 rounds of ammunition and over 300 weapons from the Maoists in 2009.

As Security Forces (SFs) intensified their efforts to push into the Communist Party of India-Maoist (CPI-Maoist) controlled Abuz Maad area in the Bastar forests of southern Chhattisgarh, the Maoist leadership moved the People’s Liberation Guerrilla Army (PLGA) fighters into neighbouring Orissa, Jharkhand, Madhya Pradesh and Maharashtra, reported The Hindu on February 6. Intelligence officers monitoring the Left Wing Extremist (LWE) activity believe that there are five companies (each with strength of 100) of the PLGA, which has a strong presence in Chhattisgarh, Orissa, Bihar, Jharkhand and West Bengal. Informed sources said two companies were moved to Orissa, one to Balaghat in Madhya Pradesh, one to Gadchiroli in Maharashtra and another to Jharkhand.

Prime Minister Manmohan Singh inaugurating the Chief Ministers conference on Internal Security in New Delhi on February 7 said that hostile groups and elements were operating “from across the border to perpetrate terrorist acts in our country, and Jammu and Kashmir bears the brunt of the acts of these groups”, according to The Hindu. There was a marked decline in the number of terrorist incidents in Jammu and Kashmir from 2008 to 2009, he said, but expressed concern at the increase in the number of infiltration bids. Among the other major threats to the country’s security were insurgency and violence in the Northeast and Left-Wing Extremism, he said.

The Union Home Minister P. Chidambaram on February 9 reiterated his call to Communist Party of India-Maoist (CPI-Maoist) to shun violence after a meeting in Kolkata to discuss Left Wing Extremism (LWE) problem being faced by four eastern States, according to The Hindu. “I tell the Maoists to abjure violence... Once you halt violence, we are ready to talk to you. We are not asking you to do anything more. If you halt violence we are prepared to talk to you on any matter that is of concern. But the condition is that you must halt violence. Unfortunately, our past appeals have been spurned,” he said. ”The operation against Naxals would be a careful, calibrated and controlled one whose progress could not be measured like the score board of a cricket match — progress would be slow and steady. Our purpose is not to kill anyone. These [are] our own people and we care for them. Contrary to fears expressed in a section of the media and by some NGOs, there was no carnage and both the Central and State forces were acting with great restraint. The operations against Maoists were making slow but steady progress, and areas under Naxalite domination would soon be reclaimed and civil administration established,” the Minister added. Expressing confidence that further progress would be made in six months, he said that he was satisfied with what was happening all over the country. Also, the Union Home Minister defended his Cabinet colleague and Railway Minister Mamata Banerjee who is being accused by the West Bengal Chief Minister Buddhadeb Bhattacharjee of colluding with Maoists. He gave a clean chit to Banerjee by virtually refuting the West Bengal Chief Minister’s allegation about her links with Maoists. “No political party in India which believes in parliamentary democracy can collude with Maoists,” Chidambaram said when asked to react on Bhattacharjee’s allegation about Mamata-Maoist nexus. Bhattacharjee, however, did not make any effort to justify his claim that Mamata and Maoists were hand in glove.

A leader of the Communist Party of India (Marxist Leninist) Praja Pratighatana Group (CPI-ML-PPG) Mohananna fraction, Maddi Venkat Reddy, was among five Left Wing Extremists (LWEs) arrested by the Police in Yellandu in Khammam District on February 10, reported The Hindu. Three weapons, a spring field rifle with 10 rounds, 8 mm rifle with 300 rounds, a country made revolver with three rounds and other ammunition with 50 live rounds were seized from them. The weapons procured from Maharashtra were meant for supply to Mohan and Suresh dalam (units) of the group operating in the region. The arrested LWEs were identified as Pillalamarri Narsaiah, a resident of Hyderabad, Ratna Ravi alias Ganesh from Warangal, Kallapalli Ravi of Mandamarri and Syed Akbar from Maharashtra.

Chidambaram has called a meeting of Bihar, Jharkhand and West Bengal Chief Ministers in New Delhi to make sure that all States are on the “same page” in the fight against Left Wing Extremism (LWE), reported Indian Express on February 21. The Chief Ministers of Bihar and Jharkhand had skipped the meeting in West Bengal State capital Kolkata on February 9, to discuss the inter-State operations against Left Wing Extremists. The report added that in his letter, Chidambaram has said that the Centre has reached some “tentative conclusions” on tackling the menace and “you will kindly appreciate that before the tentative conclusions are translated into decisions and implemented, it is necessary to be assured that the Governments of both West Bengal and Jharkhand fully endorse the plan”.

ANI reports that Union Minister of State for Home Affairs Ajay Maken disclosed on February 24 that the Naxals (Left wing Extremists) is running arms manufacturing units in the interior areas of Chhattisgarh, Jharkhand and Bihar. In a written reply in the Rajya Sabha (Upper House of the Parliament) Maken said the Maoists arms factories manufacture country-made weapons. Maken added, "Most of the foreign made arms with Naxalites have been looted from security forces. There are no inputs to indicate that Maoists are procuring arms from any foreign country." The Security Forces have recovered 1511arms in 2008 and 572 in 2009 from the Naxalites. In 2010 till February 16, Security Forces recovered 78 arms from the Naxalites.

In the Union Budget for the year 2010-11 presented on February 26, Finance Minister Pranab Mukherjee put the focus on countering Left Wing Extremism through an "integrated action plan" besides carrying forward ongoing internal security measures including recruitment, training and modernisation of Police Forces, reported Times of India. He said the Planning Commission would prepare an integrated action plan for the affected areas. Adequate funds will be made available to support it, he added. Surprisingly, the Government reduced allocation for Central Police Forces from INR 309,000 million in 2009-10 to INR 299,400 million in the 2010-11. However, assistance to States for modernisation of Police Forces — which has been pegged at INR 19,750 million — saw a modest increase of INR 1,300 million.
