He said that terrorists who committed heinous crimes in Punjab during the height of militancy and are now hiding in Pakistan can return to India to surrender before the authorities, adds Outlook. Terrorists like Ranjit Singh Neeta, Paramjit Singh Panjwar, Wadhawa Singh Babbar and others, hiding in Pakistan and other countries, could return to India and surrender, he told reporters in Amritsar. But, this should be in accordance with the existing policies of the Union and the State Government, the DGP said. The surrender of militants had happened many times in the past and the same process could be followed now, he said. In reply to a question, the DGP said he did not foresee revival of terrorism in Punjab, adding no Naxal (Left Wing Extremist) elements or terrorists are present in Punjab now. There are some "sleeping Naxal elements" in Punjab but these are harmless, he said adding the police are keeping a vigil on them. Gill said in 1969, Naxals were crushed by the Punjab Police and "they can't dare to raise their heads again in the State".

Goa Police arrested Sambu Beck (25), a top Naxal (Left Wing Extremist) leader of Maowadi Trishul Manch (MTM) wanted by Orissa Police in several cases of abduction, dacoity and armed robberies on May 6, reported PTI. Beck was found staying in a rented place at Mapusa town, about 10 kilometers away from the State capital Panaji. Teams of crime branch and anti narcotic cell raided several places in Old Goa and Bhoma villages and arrested 17 more people from Orissa who had given shelter to Beck.

The report also points out that most national highways despite being metalled have been heavily mined by the Naxals and the bombs can be triggered even after several months depending on the target or opportunity. Contractors have reportedly been coerced into planting the mines on the national highway passing though the areas dominated by the Naxals.

Pillai on May 11 said in an interview to CNN-IBN television channel that “The country will have to be prepared for casualties.” He added, “Naxalism [Left Wing Extremism] is a problem. As the Home Minister said, we had underestimated the Maoists. Had we not acted against them, there would have been a low level of violence…because we are acting, we are bound to take casualties. As we move into Maoist-dominated areas, it's inevitable.” Pillai said the Naxals had still not felt the pressure of the joint operations started by the Central and State Police forces. “Maoists will come for dialogue only when they are under severe pressure... That pressure has not hit them,” Union Home Secretary said.

Chidambaram on May 12 said it was not possible to solve the Naxalite (Left Wing Extremist) problem without regaining the confidence of people and this job had to be done by various sections, report The Hindu. Speaking at a national conference of the Confederation of Indian Industry, he said that even officially only 66 per cent of the funds meant for rural areas had been spent in the Naxal-affected States. Wondering whether development should precede Police action, Chidambaram underscored the difficulties of delivery in areas where the Government could not even enter. Vahanvati has given a clear opinion suggesting that the Fifth Scheduled areas identified by the Constitution, which in six out of nine States are Naxal (Left Wing Extremist) hotbeds, could be administered directly through governors and in doing so they were not bound by the advice of the State Governments, reported Times of India. With this opinion, the Centre can formulate strategies without falling foul of the generally perceived notion that governors act only on the advice of the state government to fight Naxalism as well as bring meaningful development in areas which have been neglected for years. President had asked the Centre to seek an authoritative legal opinion as to whether governors could play a pro-active role in exercising constitutionally mandated discretionary powers in the administration of the Fifth Schedule areas without being bound by the advice of state Governments.

Gadchiroli got INR 3.03 billion for 32 major road works (313 kilometres). Six major roads in Gondia got the rest. Patil also said that the Police recruitment drive in Gadchiroli and Gondia had received a tremendous response, with around 30,000 applying for 8,000 vacancies advertised. The Union Ministry for Information Technology (IT) and Communications has decided to install 10,000 new mobile phone towers to strengthen the Bharat Sanchar Nigam Limited’s (BSNL) communication system in the country, including Jammu and Kashmir, mainly in the areas affected by militancy and Naxalism (Left Wing Extremism), reports Daily Excelsior. Union Minister of State for IT & Communication Sachin Pilot said, "We are strengthening mobile network in all States hit by militancy and Naxalism as this will equip the security personnel with better communication system. They will be well prepared to take on the threat of militancy and Naxalites.’’ He added that the BSNL proposed to install 10,000 new mobile towers in specific areas affected by militancy and Naxalism. The areas are being identified by the BSNL authorities and work on installation of new towers would start soon, he said and asserted that new towers would strengthen Security Forces network and will prepare them better to take on the threat of militants and Naxalites.
