Ironically, his statement comes just a day after a Communist Party of India-Maoist (CPI-Maoist) cadre, Vasanth alias Ananda, was killed while two others escaped in Udupi District.

The Central Government has set up combined Special Operation Groups (SOGs) of State Police Forces and Central Reserve Police Force (CRPF) in Left Wing Extremism-affected States, which will coordinate among themselves for joint operations, reports Times of India on March 4. The SOGs will commence operations in seven most LWE infested States -- Jharkhand, Bihar, Chhattisgarh, West Bengal, Orissa, Maharashtra and Andhra Pradesh. The SOG teams would comprise of 40-50 selected personnel from the paramilitary and concerned State Police force.

Economic Times on March 12 reported that the Security Forces (SFs) neutralised two major Communist Party of India-Maoist (CPI-Maoist) training camps in Jharkhand and arrested a top ‘area commander’ and 20 cadres during the joint operations that were launched on March 7 against Left Wing Extremist (LWE) hideouts along the Jharkhand-Orissa-West Bengal tri-junction. The two neutralised Naxalite training camps were in Chaibasa area of West Singbhum District. Around 10 Improvised Explosive Devices (IEDs) and Naxal (LWE) literature were seized. At the camps, cooking stove and utensils enough to prepare food for 200 people, tents, medicines and water supply lines complete with Sintex tanks were found. The Central Reserve Police Force (CRPF) and Jharkhand Police arrested a ‘sub-zonal commander’ of the CPI-Maoist, Bhubaneswar Mahato, along the Bokaro-Hazaribagh border. His aide and suspected arms supplier, Quttubudin, is also in Police custody. Earlier, another Maoist ‘area commander’, Pandu Majhi, was arrested near Bokaro. Around 1,250 kilograms of explosives, 50 detonators, 235 kilograms wire, two rifles, a large number of bullets, two grenades, a water storage tank, a bike, INR 400,000 and Maoist literature were seized during the joint raid.

Altogether 160 civilians and 77 Police personnel were killed in 338 Naxal (left wing extremist) strikes during the past four years in Bihar, the State Government informed the Assembly on March 8, reports The Hindu. Replying to a query, Minister in charge of Home Affairs Brijendra Prasad Yadav said out of the 40 Districts in the State, 33 are Naxal-affected and a total of 160 civilians and 77 Policemen were killed in 338 Maoist attacks during the past four years. While 49 civilians and eight Policemen were killed in 63 Naxal attacks in 2006, 39 people and 23 Policemen were killed in 73 attacks by the Naxals in 2007, the Minister told the House. The Naxals stepped up their activities and killed 43 civilians and 21 Policemen in 79 attacks during 2008 and in 2009 the insurgents killed 29 people and 25 Police personnel in 123 attacks. Giving details of the Naxal-hit Districts, he said of the 38 Maoist-hit Districts, 20 fall under ‘A' category (worst affected). These include Gaya, Aurangabad, Rohtas, Jamui, Munger, Kaimur, Bhojpur, Nawada, Jehanabad, Arwal, Motihari, Patna, Sitamarhi, Bagaha, Bettiah, Banka, Sheohar, Lakhisarai, Vaishali and Begusarai. Five Districts-Buxar, Khagaria, Muzaffarpur, Saharsa, and Nalanda-fall under ‘B' category (moderately hit), while Siwan, Saran, Samastipur, Katihar, Purnia, Bhagalpur, Sheikhpura and Darbhanga Districts are less affected and fall under ‘C' category.

Minister of State for Home Affairs Mullappally Ramachandran told Lok Sabha (Lower house of parliament) in a written reply on March 9 that the Lashkar-e-Toiba (LeT) and the Naxalites (Left-Wing Extremist) had undertaken extensive recces in a bid to attack Central Industrial Security Force (CISF) armouries located at power plants in several States, reports Times of India. "Militant and terrorist outfits had planned to target some power plants in Jammu and Kashmir, Punjab, Himachal Pradesh, Uttar Pradesh, Orissa, Maharashtra and Andhra Pradesh. The Jharkhand Police on March 9 launched a joint inter-State operation against the Left Wing Extremists (LWEs) from two strategic locations in the State’s East Singhbhum and West Singhbhum Districts, bordering Purulia and West Midnapore Districts of West Bengal, reported Hindustan Times. They were helped by the Central Reserve Police Force (CRPF) and the West Bengal Police. More than 30 companies of the Jharkhand Police and central para-military forces have been engaged in the operation. Four helicopters are maintaining vigil on movements of the LWEs.

Bihar Chief Minister Nitish Kumar on March 11 urged Union Home Minister P. Chidambaram to stop communicating with the Left Wing Extremists (LWEs) via the media, reported The Hindu. "I appeal to Mr. Chidambaram not to talk to the ultras through newspapers. It is ridiculous to hold talks on such a grave issue via mobile phones and SMS." he said. Nitish added, "We have only 23 Central Reserve Police Force companies stationed in Bihar. The Centre has not responded to our demand for more battalions. On the contrary, it talks of withdrawing even these." He was also quoted saying, "People in backward belts can be brought into the mainstream only if implementation of ground-level schemes is corruption-free."

Chidambaram on March 12 said that the Government had a legitimate right to use as much force as necessary to regain control of areas dominated by the Communist Party of India-Maoists (CPI-Maoist) and expressed confidence that the Government would be able to "get rid of the Maoist menace" before the United Progressive Alliances (UPA) second term ended, reports Times of India. "We are confident that before the term of UPA-2 ends, we will get rid of naxals and will have considerably strengthened our security to face any threat," P Chidambaram said while addressing a media conclave in New Delhi. Referring to the offer of talks made by the Government to Maoists recently, he asked, "Why aren't the Maoists making a simple statement that we abjure violence?" He said in such a situation, it was the legitimate right of the Government to use as much force as necessary to regain areas under their control and hoped that once the Government regained control in two to three years, it would usher in development. Putting the threat from Naxalism higher than jihadi terrorism, Chidambaram said they had a presence in 200 Districts of the country and virtually controlled 34 Districts. "They (Maoists) have declared a war on the Indian State... They are anti-development. They do not want the poor to be emancipated or become economically free," Chidambaram said, adding that civil rights groups naively thought that Naxalites were pro-poor.

He said the Government was taking utmost precaution to ensure that the innocents are not affected by anti-Naxal operations. "Our security forces are observing the greatest restraint. They have been instructed not to fire until they are fired upon. It is a carefully controlled and calibrated operation to establish civil administration in the Naxal affected areas," he said. Chidambaram also said that the Security Forces were fighting with "one hand tied to their backs" and added that no one who was innocent would suffer. "Within two-three years, we will be able to free these areas from Naxals," he said.

As per the Annual Report 2009-10 of the Union Ministry of Home Affairs (MHA), Left Wing Extremist (LWE) violence in Chhattisgarh and Andhra Pradesh have seen a drop in 2009 as compared to the situation in 2008, reported DNA on March 30. There were only 529 incidents of LWE violence in 2009 in Chhattisgarh as against the 620 in 2008. Similarly, in Andhra Pradesh, as against the 92 such incidents in 2008, there were only 66 in 2009, according to the Annual Report 2009-10 of the MHA. Interestingly, 2009 has seen an overall increase in incidents of LWE violence from 1,591 in 2008 to 2,258 in 2009. West Bengal has seen a seven time increase in LWE violence with the State reporting 255 such incidents in 2009 as against a mere 35 in 2008. In Orissa, the incidents have more than doubled as compared to 2008. While there were 103 such incidents in the State in 2008, there were 266 in 2009. Other LWE infested States like Jharkhand, Maharashtra, Bihar and even Uttar Pradesh have seen an increase in LWE violence. Overall, 908 lives were lost to such violence in 2009 as against 721 in 2008.
