Chairman KP Oli of the ruling Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) formally proposed the Madhesh-based parties affiliated to the ‘Samyukta Loktantrik Madhesi Morcha’ to join the government during a meeting at the CPN-UML Parliamentary Party Office in Kathmandu on December 1, reports Ekantipur.com. On December 1, organising a press conference in Kathmandu, Netra Bikram Chand formally announced formation of the Communist Party of Nepal-Maoist (CPN-M), reports The Himalayan Times. Chand also announced to organise first national convention of the new party from January 7-10, 2015. The new party includes former leaders of Communist Party of Nepal-Maoist (CPN-Maoist), including Khadga Bahadur Bishwokarma, Ishwari Dahal, Dharmendra Banstola, Tilak Pariyar and Santosh Budha. Further, Chand said the party has no plans to launch an armed revolt, adds Myrepublica. Chand, however, clarified that his party is ready to retaliate if the government tries to suppress their struggle. “We are ready to wage war, sit for talks or even shake hands to institutionalize the achievements of the decade long people´s war,” Chand said. The new party has also asked the government to recognize it as a parallel force. “The major theme of the peace process was coexistence and cooperation. Thus the state should be ready to revamp the army, judiciary and administration,” reads the statement. Chand threatened to revive insurgency-era parallel government if their demands are not met.

Addressing the Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) Central Committee (CC) meeting on December 8, CPN-UML Chairman KP Sharma Oli has said that new constitution can be promulgated by January 22, 2015, by just making some updates to the present interim statute, reports Myrepublica. Oli argued that issuance of an updated version of the Interim Constitution-2007 can be better for the country than further prolonging deadlock in the constitution making process. "When it comes to constitution writing, we are not in a void. We have a functioning interim constitution. We can issue new constitution by making necessary updates to the interim statute," CPN-UML leader Shankar Pokharel quoted Oli as saying at the meeting. While briefing the meeting on the progress made in interparty negotiations, Oli said that the party´s first priority is to resolve the key contentious issues in consensus with other major political parties. "If consensus becomes difficult then the disputes should be decided even through majority votes in the CA´s full House," said Oli.

At an interaction programme at Reporters' Club in Kathmandu on December 9, leaders of different political parties are still vacillating between consensus and voting to deliver a new constitution within the ruling party's self-imposed deadline to craft a constitution by January 22, reports The Himalayan Times. Nepali Congress (NC) spokesperson Dilendra Badu said the parties would decide the process for settling the disputed and contentious issues by this December 11. Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) Secretary Pradip Gyawali, also present at the programme, said the parties would try to craft the new constitution through consensus. However, if consensus proved elusive then voting was the only alternative. He said that the constitution was a document of agreement and therefore it could be amended even after the promulgation. Unified Communist Party of Nepal-Maoist (UCPN-M) leader Agni Sapkota, said the seven-province model submitted by NC and CPN-UML was marginalized and oppressed groups. Adding his party was against the voting process he contended the new constitution could be crafted on the slated time if these issues could be finalized through consensus among various parties.

Meanwhile, senior leaders of the NC, Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) and some other political parties lobbied strongly against sending the disputes back to the CPDCC, which is headed by Baburam Bhattarai, reports Myrepublica on December 16. The leaders from the ruling parties said the contentious issues should either be decided through voting in the full CA or else the plenary can form a special mechanism to resolve the issues. However, senior Unified Communist Party of Nepal-Maoist (UCPN-M) leader Krishna Bahadur Mahara proposed to send the disputes back to the CPDCC for consensus efforts, saying that it would be too early to decide the major disputes through voting in the full CA.

As lawmakers from ruling and opposition parties have been continuously disputing over whether the Constitutional Political Dialogue and Consensus Committee (CPDCC) of the Constituent Assembly (CA) should be given some more days to settle the disputes of constitution making, some of the lawmakers have exerted pressure on the CA chairman Subas Nembang to take initiative to end the deadlock from the CA plenary, reports Myrepublica on December 17. Leaders from Nepali Congress (NC) and Communist Party of Nepal-Unified Marxist Leninist (CPN-UML), among some other political parties, have fervently opposed the proposal to send the disputes back to the CPDCC. They have proposed to seek any solution from within the CA´s full House or decide the disputes through majority votes if consensus eludes. But Unified Communist Party of Nepal-Maoist (UCPN-M) and Madhes-based parties have been insisting that the CPDCC is the only body that is entrusted with the task of settling the disputes and that the disputes should be sent back to the committee for one more time. The opposition parties have opposed the ruling parties´ proposal of forming a mechanism from the CA´s full House saying that the CA regulations didn´t even envision any alternative to the CPDCC. NC lawmaker Tarini Dutta Chataut while airing his views at the CA meeting on December 16, argued that CA Chairman Nembang can take initiatives to end the deadlock by invoking a clause of CA regulations that allows him to remove legal difficulties.

Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) Chairman KP Sharma Oli at a press meet held at the party head office in Kathmandu on December 17 said that his party would strongly lobby for producing a new constitution by January 22 and that the disputes would be decided through voting in the Constituent Assembly (CA) if consensus still eluded, reports Republica. Oli, flanked by other senior most leaders of the party, said that the disputes should be decided as per the rules of the Interim Constitution and the CA regulations. The promulgation of the constitution could not be deferred under any pretext. Oli further said that the political parties should strive for consensus among a maximum possible number of CA members and not for 100 percent unanimity.

The Unified Communist Party of Nepal-Maoist (UCPN-M) and Madheshi parties have started preparation to launch decisive agitation after talks between major parties and leaders have been withheld, reports Nepal News. A meeting of the UCPN-M led Federal Republican Front (FRF) held at Singha Durbar on December 19, issued a warning that the front would try to hold discussion with other parties for a few days, failing which they would start the protest, reports Nepal News. The Friday meeting called for a meeting of 19-parties affiliated to the front on December 20, and a meeting of 22-parties on December 21. According to Sadbhawana party co-chair Laxmanlal Karna, it was also decided that parties representing indigenous people and Madheshi people would hold separate protests and UCPN-M would eventually lead the 'movement' incorporating both the sides. The meeting decided in favour of an agitation stating that coalition-parties Nepali Congress (NC) and Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) are looking to issue the new constitution based on majority.
