Nepali Congress (NC) and Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) on March 2 disputed over whether the President or the Constituent Assembly (CA) Chair should authenticate the bill of the new constitution after the provisions are endorsed by two-thirds majority of the CA, reports Republica. NC and some other political parties are for amending the provision of the CA regulations to pave the way for the head of the state to authenticate the bill of the new constitution. But CPN-UML and Unified Communist Party of Nepal-Maoist (UCPN-M) are against making any changes in the existing provision of the regulation that says the CA Chair will authenticate the bill of the new constitution and the President will make the new statute public amidst a ceremony.

The CA regulations drafting committee deferred the meeting as the dispute between Nepali Congress (NC) and Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) over the issue persist. Chief of the committee Laxman Lal Karna sought 10 days more to finalize the new regulations.

Home Minister Bam Dev Gautam said that the local elections would be held within six months, reports The Himalayan Times on March 4. Gautam, who is also the Deputy Prime Minister, said that the lack of local representatives in the Districts has raised the issues related to corruption and irregularities in the budget allocated by the Government. He also said that the country would get a new constitution within one year. He further clarified that the Government is working out to bring the Unified Communist Party of Nepal-Maoist (UCPN-M) in the Government by allocating lucrative portfolios including Deputy Prime Minister.

The Central Committee meeting of the Communist Party of Nepal-Unified Marxist Leninist (CPN-UML), which concluded on March 5, stressed that the Chairman of the Constituent Assembly (CA) should be given the right to authenticate the new constitution and that there was no need to amend the existing provision as mentioned in the CA Rules, reports The Himalayan Times. “As it is the responsibility of the CA to draft and deliver the new constitution, the responsibility of authentication rests with the CA Chairman,” states a press release issued by the CPN-UML Central Committee. The statement adds that there was no need for any debate on the issue.

The Nepali Congress (NC) on March 5 decided to hold talks with the senior leaders of its coalition partner Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) to iron out differences on who (the President or the Constituent Assembly (CA) Chairman) should authenticate the new constitution, reports The Himalayan Times. The CA Rules Drafting Committee has been mired in dispute over the issue, which has stoked fears that the entire constitution-writing process could be delayed. The 49-member committee, which is struggling to find a way out, has not been able to finalise the draft of the CA rules even after three weeks since it was formed.

The Unified Communist Party of Nepal-Maoist (UCPN-M) on March 6 opposed the Government´s issuing of a diffusion notice against a suspect in the Krishna Prasad Adhikari murder case, reports Republica. Agni Sapkota, leader of the UCPN-M, responding to Deputy Prime Minister and Home Minister Bamdev Gautam´s remarks to the House on the Government´s moves to punish those involved urged the Government to form a Truth and Reconciliation Commission (TRC) at the earliest to investigate all cases from the insurgency period. Nepal Police, on March 5, issued a diffusion notice to Interpol against Kudra Acharya, a cadre of the UCPN-M who is living in Northern Ireland. Police investigations indicate that Maoist cadre Acharya had opened fire at Adhikari in June 2004, leading to his death.

Prime Minister (PM) Sushil Koirala intensified political parleys on March 9 by holding separate meetings with President Ram Baran Yadav and chief of his main coalition partner Communist Party of Nepal-Unified Marxist Leninist (CPN-UML), reports Nepal News. Prior to his meeting with the President, PM Koirala had reached the residence of CPN-UML chair Jhala Nath Khanal in Dallu to discuss a host of pressing political issues. During the meeting, the two leaders discussed the issue of holding the elections for the local bodies at the earliest. They also talked about the emerging dispute on the issue of whether the President or the Constituent Assembly chairman should authenticate the new constitution first.

He further said "Our plan was to launch street protests from April but we don´t have a proper agenda to take to the streets." The committee decided to drop the ‘authentication’ provision altogether to insert a new provision as per which both the President and the CA Chairman will have their fair share of roles while the new constitution is promulgated.
