Unified Communist Party of Nepal-Maoist (UCPN-M) Chairman Pushpa Kamal Dahal floated a proposal to form a broad alliance comprising representations from the like-minded parties to ensure a democratic and timely constitution in the country, reports Republica. He further added that there is no alternative to working together until the new constitution is delivered. According to him the party is heading toward socialism making use of capitalism. While, senor leader Baburam Bhattarai said the past leadership and the modus operandi of the party do not work in the present context, calling for change. The ongoing conference will also amend the paper on construction, production and management endorsed by the party’s Hetauda Convention. The political dossier will be presented in the first phase of the session while the second phase will elect a central working body of the party, a party source said.

The party will downsize the current 300-member jumbo CC to 99-member to make it functional and effective. The remaining 24 CC members will be nominated by party’s office bearers after the convention concludes.

The national convention of the Unified Communist Party of Nepal-Maoist (UCPN-M) called to strengthen the party organisations witnessed tensions and divisions among rival factions of the party, reports Ekantipur. There were disputes over the selection of representatives of more than a dozen Districts due to the formation of parallel committees by rival factions. Parallel committees, which were formed due to altercation between Party Chairman Pushpa Kamal Dahal, and senior leaders Baburam Bhattarai and Narayan Kaji Shrestha, claimed legitimacy during the convention.

The national convention of the Unified Communist Party of Nepal-Maoist (UCPN-M) to be held in Biratnagar in Morang District has been put off until May 5, reports Ekantipur. UCPN-M leaders are sharply divided over the procedure for selecting a 99-member Central Committee (CC). Chairman Pushpa Kamal Dahal aka Prachanda is in favour of selecting CC members through direct election while senior leaders Baburam Bhattarai and Narayan Kaji Shrestha say they should be chosen in consensus reasoning that a vote will split the party further.

The closed session of the Unified Communist Party of Nepal-Maoist (UCPN-M)’s national convention in Biratnagar in Morang District could not resume even on May 5, as the party’s prominent leaders continued differing on major political issues, reports Nepal News on May 6. UCPN-M chairperson Pushpa Kamal Dahal agreed for an election, but he said it has to take place by raising hands, instead of casting secret ballots. However, senior leader Baburam Bhattarai was not happy with the view of Dahal and was preparing to come back to Kathmandu without completing his participation in the convention. Amid uncertainty, the postponed closed session of the convention is likely to take place in the morning of May 6.

The Mohan Baidya-led Communist Party Nepal-Maoist (CPN-Maoist) politburo meeting on May 6 decided to boycott the by-election of the Constituent Assembly scheduled for June 22, reports The Himalayan Times. Revealing the decisions of the politburo meeting, party Chairman Mohan Baidhya said the party had decided to hold its national conference from June 24 to 29 in Kathmandu. The party is also organising programmes raising issues of national interest and people’s livelihood. The party will celebrate students’ day on May 15, hand over a joint memorandum to the government demanding all-sector political conference and a demonstration will be held on May 28 protesting the dissolution of the CA. Baidya said his party was ready to unify with Unified Communist Party of Nepal (UCPN-M) if they were ready to correct the party line adopted by Hetauda convention.

The Unified Communist Party of Nepal-Maoist (UCPN-M)’s national convention that was aimed at strengthening the party concluded in Biratnagar in Morang District on May 6, reports Ekantipur.com. The UCPN-M re-elected party chairperson Pushpa Kamal Dahal to the same post again. Leaders from both Chairman Dahal and senior leader Baburam Bhattarai factions rule out an immediate split in the party. They say the party will possibly remain one until the promulgation of a new constitution but are not sure of its fate thereafter. Leaders say the dispute is ideological as well as organisational and is difficult to settle. “We haven’t yet taken extreme measures such as splitting the party. We are ready to join the CC if Dahal meets our demands,” said Devendra Poudel, a leader close to Bhattarai. With Bhattarai’s revolt, the convention failed to elect the office bearers—vice-chairman, general secretary, secretary, treasurer—except the party chairman, Dahal.

On May 11, the President Ram Baran Yadav approved the transitional justice bill, paving the way for the formation of the Commission on Investigation of Enforced Disappearances (CED), and the Truth and Reconciliation Commission (TRC), reports Ekantipur.com. The Comprehensive Peace Agreement had envisaged the commissions within six months of its signing in 2006. After two earlier attempts by the Unified Communist Party of Nepal-Maoist (UCPN-M)-led government, the present coalition of the Nepali Congress (NC) and the Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) finally drafted the bill that was passed by a majority in Parliament. The bill has now become an Act, but the provisions of amnesty and reconciliation remain controversial. While the government is adamant on reconciliation, victims’ groups object to amnesty for perpetrators of grave human rights violation. “If we look at the bill from the rights perspective, there might be room for reform, but it’s up to the government,” said President’s legal advisor Surya Dhungel.

The Baburam Bhattarai faction of the Unified Communist Party of Nepal-Maoist (UCPN-M) said it is ready to join the party’s Central Committee (CC) if Chairman Pushpa Kamal Dahal agrees to fulfill a number of conditions including coming clean on the issues of peace and constitution, reports Ekantipur.com. Leaders close to Bhattarai said that Dahal should ensure “a democratic culture” within the party, and expressed concern over threats issued by the Dahal faction to the leaders and cadres who took Bhattarai’s side in the grass roots of the party. “We are not splitting up the party, but party Chairman should ensure that the dissenters are allowed to express their views and opinions freely in all matters concerning the party,” said leader Devendra Poudel. A meeting of CC has been called for May 15 to discuss ways to bring the Bhattarai faction on board.

The current CC consisted of 84-members and it does not have Bhattarai supporters as members. Leader Baburam Bhattarai, Top Bahadur Rayamajhi, Devendra Poudel, Hisila Yami, Nawaraj Subedi, Prabhu Sah, Ganga Narayan Shrestha, who were among the 15 leaders who had refused to join the CC at the party’s national convention held in Biratnagar, have been included in the list, adds Republica. CA members from all the parties underlined the need to make judiciary more accountable and transparent but they were divided over whether to have a mechanism to ensure it. Unified Communist Party of Nepal-Maoist (UCPN-M) lawmakers lobbied for adopting a system in which a special parliamentary committee controls overall judiciary, adds Republica. While lawmakers from the former rebel party advocated for bringing the judiciary under the purview of the special parliamentary committee, members from Nepali Congress (NC) strongly opposed it. Lawmakers from Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) while advocating for finding a middle-way solution supported NC´s position. Party chairman Pushpa Kamal Dahal aka Prachanda informed the party Central Committee (CC) meeting that party leaders decided to hold election after efforts to settle the leadership row at the CC meeting failed to make any headway. “We have decided to hold vote for the vital posts as several leaders are contending for the same posts. Party chairman informed the CC meeting that the election to these vital posts would be held on Saturday (May 24),” party leader Lokendra Bista said. The party has not yet finalized the number of office bearers. Party statute will be endorsed by the CC meeting prior to holding the election. Leaders are divided over the size of the office bearers´ body. Election will be held for a 17-member standing committee and 51-member politburo.

Unified Communist Party of Nepal-Maoist (UCPN-M) Chairman Pushpa Kamal Dahal aka Prachanda claimed that it would be very unfortunate for the country if the Nepali Congress (NC) and other ruling parties insisted on deciding the contentious issues in the new constitution through voting in the Constituent Assembly (CA), reports Republica. Prachanda said that these contentious issues in constitution-making should be settled through consensus among the political forces and the new statute should be produced mainly on the basis of the historic 12-point agreement signed between the then Seven-Party Alliance and the erstwhile Communist Party Nepal-Maoist (CPN-Maoist), the Comprehensive Peace Agreement-2006 and the Interim Constitution-2007. "If the spirit of these historic political accords, including the 12-point agreement, the CPA and the Interim Constitution, is trampled upon and the contentious issues decided through voting on the ground that this is mandated by CA procedures, it will be a biggest blunder for the country," Prachanda said while addressing the CA meeting on May 29. Prachanda said that the NC and Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) leaders started insisting on deciding the major disputes through voting only after they emerged as the two largest parties through the second CA election. "I had proposed in the previous CA to decide such disputes through voting. But at the time it was rejected, arguing that there would be blood on the floor if this was done," said Prachanda. "But now the leaders of the same parties have been pushing for voting. Such an approach will push the country into crisis."
