The main opposition party, Communist Party of Nepal-Unified Marxist Leninist (CPN-UML), obstructed parliament proceedings on December 1, to protest against the Constitution amendment bill that proposed changes in provincial boundaries and other provisions, reports My Republica. The Government registered a bill that proposes shifting some Districts from Province 5 to Province 4 and making changes to the provisions relating to citizenship, language of official business and representation in the National Assembly. The Government however is yet to table the bill in the House meeting for deliberations. Speaker Onsari Gharti couldn't introduce any agenda items in the House meeting as no sooner she announced the commencement of the meeting than CPN-UML lawmakers stood up from their seats. CPN-UML leader Bamdev Gautam addressed the parliament to obstruct the House proceedings to stop the bill from getting endorsed. "The government has flouted the constitution while bringing this amendment bill in parliament. This bill shouldn't have been brought here because this transitional parliament has no right to make changes to provincial boundaries," said Gautam. "The prime minister either doesn't understand the constitution or has deliberately flouted it." Gautam claimed that the proposal to change the provincial boundaries was brought against the wish of the people from that province and to "please someone else". "We decided to adopt federalism in a model under which people from the Tarai, hills and the mountains stay together," he said. "But the bill has come as a plot to separate the three regions and create conflict between them." Three small parties -- CPN (ML), Nepal Workers and Peasants Party and Rastriya Janamorcha - have also stood against the bill.Meanwhile, the CPN-UML Central Secretariat meeting on December 1, concluded that the Constitution amendment bill that the Government had moved in the Parliament was anti-national, reports The Himalayan Times. According to the party’s press release, the meeting demanded that the Government immediately withdraw the bill, which had been registered in violation of the Constitution and had created division among the people. The party expressed support for the agitation launched by the people of Province 5 and urged all to expand and intensify the current agitation to the entire nation. The CPN-UML also urged agitators to protect private and public property and maintain communal harmony.

Ruling coalition partner Rastriya Prajatantra Party (RPP) has stated that some of the provisions in the Constitution amendment bill are against the national interest and urged the Government to put the bill on hold, reports My Republica. A meeting of the party's central executive committee, on December 5, concluded that some of the provisions of the bill are against national interest. "The changes made in the provincial delineation are mostly against national interest. Likewise, the proposed provision on language of official business is also equally objectionable," said Rajaram Shrestha, a member of the party's central executive committee.Along with the argument, RPP, whose partnership is crucial for the ruling coalition to garner two-thirds majority in favor of the bill, asked the Government to put the bill on hold for now saying that the people from Province 5 are protesting against it and even the Madhes-based political parties are dissatisfied with the bill.The party has asked the Government to initiate fresh discussions within the parties in parliament and create an environment for developing new understanding and consensus among the political forces.Meanwhile, the Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) has decided to intensify the ongoing agitation against the Constitution amendment bill registered by the Government at the Legislature-Parliament, reports My Republica. The standing committee meeting of the party held at Chairman KP Sharma Oli's residence, Balkot, reiterated the importance of taking the agitation nationwide, said party Vice-Chairman Bam Dev Gautam. Informing media about the meeting, CPN-UML Spokesperson Yogesh Bhattarai said the protest against Government's plan to amend the Constitution would be widened across the country, taking the agitations to all seven provinces.According to him, the date for the massive demonstrations in the provinces would be fixed later. Government's atrocity against protest would be debunked, he added, condemning the vandalism at party offices and at leaders' residence and interference in the programmes in different Districts.

As many as 250 rounds of INSAS (Indian Small Arms System) bullet were seized from four cadres of the Netra Bikram Chand-led Communist Party of Nepal-Maoist (CPN-Maoist) party in Chhedachaur of Jajarkot District on December 6. The Himalayan Times reported. A Police team deployed from a local Police post arrested the cadres travelling on a jeep. The arrested cadres have been identified as Milan Shahi from Khagenkot-3, Nain Singh Bista from Dandagaun-7, Dirgha Bahadur Nepali from Pajaru-7 and Dharma Raj Devkota from Tatopani-9. The vehicle belongs to the District Education Office (DEO). The driver, Lal Bahadur Khadka, told Police that he had let the cadres travel on the vehicle after chief of the DEO allowed him for the same. The jeep was travelling to Nepalgunj for an official purpose.

Advocate Tika Dhwoj Khadka had filed the case against the speaker, the Prime Minister, the Office of the Prime Minister and Council of Ministers, Parliament Secretariat and minister for law, justice and parliamentary affairs arguing that revision of provincial boundaries was not allowed by the constitution without the consent of the provincial assembly concerned.Meanwhile, Communist Party of Nepal-Unified Marxist Leninist (CPN-UML)Chairman KP Sharma Oli on December 8 said that House obstruction to continue till bill to amend Constitution not withdrawn, reports The Himalayan Times. Talking to media persons outside the meeting venue in Singha Durbar, Oli said the speaker wanted to see an end to House obstruction and wished that important issues be debated in the House. As soon as the House met, lawmakers representing the CPN-UML, CPN-ML, Rastriya Janamorcha, Nepal Workers’ and Peasants’ Party (NWPP), Rastriya Janamukti Party, Nepal Parivar Dal and Nepal Rastriya Party rose from their chairs to protest the bill. Following the obstruction, Speaker Onsari Gharti Magar adjourned the House meeting for next six days and called the next meeting on December 15.

A joint meeting of eight political parties including the main opposition Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) those are against the Constitution amendment bill decided to continue the House obstruction and intensify their protests until the bill is withdrawn, reported My Republica on December 13. The meeting that took place at the Singha Durbar-based CPN-UML's Parliamentary Party office reached to this decision, according to CPN-UML Chief Whip Bhanubhakta Dhakal. Talking to media following the meeting, he said the meeting agreed to go with the House obstruction and other programs of protests until the bill is taken back. We are ready to extend all possible support to the Government for holding the election if it is ready to withdraw the amendment bill, he added. The meeting, stating that not only the opposition parties but also leaders from the ruling parties are dissatisfied with the amendment bill, demanded the Government pull it back from the Legislature-Parliament. At a press conference organized by the Press Chautari, Banke Chapter at Nepalgunj on December 12, leader Oli commented that the country was misled by the politicians who he blamed were confusing the people in the name of identity. The former Prime Minister said, "The political crisis is caused by those politicians who register a party in the name of class and do ethnicity-based politics." Leaders belonging to the student unions affiliated to the Communist Party of Nepal-Unified Marxist Leninist (CPN-UML), Communist Party of Nepal-Marxist Leninist (CPN-ML), Rastriya Janamorcha and Nepal Workers and Peasants Party (NWPP) organized the assembly, stating that the amendment bill was not in favour of the country and the countrymen. Youth Association Nepal (YAN) President Rajiv Pahari underscored the need for delineation of provincial boundaries that would unify people living in hill, mountain and Terai rather than causing an emotional separation among them. Youth Organization affiliated to the Rastriya Janamorcha Chairperson Tika Thapa pressed for revoking the amendment bill, claiming that it was brought forth to extend foreign influence and interference. Of the injured, the condition of four is said to be critical. According to locals, they feel terrorized after the attack. They saved themselves by hiding in the forest. According to a report, YCL cadres attacked CPN-UML leader Khadga Bahadur Moktan at his home in Gokule. Moktan is a former ward chairperson. “After they thrashed me to the point of death with sticks and other domestic weapons, they headed for the houses of other leaders and cadres and vandalized their property and thrashed them as well,” said Moktan, who is being treated at Dhulikhel Hospital.

Major three political parties [Communist Party of Nepal-Maoist Centre (CPN-Maoist Center) and Nepali Congress (NC); and the main opposition Communist Party of Nepal-Unified Marxist Leninist (CPN-UML)], have agreed to hold local elections under the existing structures, reports My Republica. During the meeting of the chiefs of the three major parties at the Prime Minister (PM)’s official residence in Baluwatar in Kathmandu on December 13, NC President Sher Bahadur Deuba had floated the proposal. CPN-UML Chairman KP Sharma Oli and PM and CPN-Maoist Center Chairman Pushpa Kamal Dahal agreed to the proposal, according to a source. “If possible, let’s opt for the local elections under new structures. UML (CPN-UML) is ready for the polls even under the existing structures,” said the source quoting Oli. The source added that PM Dahal also agreed to the proposal as he is under pressure from the main opposition party to hold the polls at the soonest and disputes on the local-level restructuring. “Local unit restructuring is yet to complete in different districts. In such a condition, we should opt for the polls under the existing structures,” said Deuba at the meeting. The Government is mulling over conducting polls between mid-April and early May, according to sources.In addition, according to the PM’s Secretariat, the agreement to settle major issues of the national politics in their consensus was forged during the meeting, adds The Himalayan Times. By the “national issues”, the leaders meant Constitution amendment, impeachment motion against the Commission for the Investigation of Abuse of Authority Chief Lok Man Singh Karki, elections at three levels, endorsement of election-related laws and delineation of constituencies, according to a statement issued by the Secretariat.Meanwhile, the United Democratic Madhesi Front (UDMF), an alliance of agitating Madhes-based parties, will not accept civic polls without constitution amendment, said Sadbhawana Party Chairman Rajendra Mahato, reports The Himalayan Times on December 14. “We want elections to be held at all three levels local, provincial and parliamentary. However, we will not allow polls to be held before our concerns are addressed by amending the constitution,” Mahato said. The agitating Madhes-based parties have been demanding that federal boundaries be redrawn by amending the Constitution.

The main opposition is planning to hold the demonstration on January 6. To manage the programme, a committee has been formed under the coordination of party’s General Secretary Ishwor Pokharel. The committee held its first meeting on December 22 has directed the party’s sister organisations and liaison forums in Kathmandu to come up with a work plan within two days.
