VDC secretaries complained that Maoist cadres had extorted amounts ranging from Rs 5,000 to 10,000 from them. Maoist cadres have also been extorting the hefty donations from offices related to development work. A secretary said “They have demanded donation over phone. Expressing dissatisfaction over the CPN-UML’s leadership, the Maoist party had recently intensified internal and external talks to form a new government in its leadership. Nepali Congress (NC) during its Central Working Committee meeting held at the Nuptse Hall in the Parliament building on July 13 decided to lend support to Pushpa Kamal Dahal as the new Prime Minister, reports The Himalayan Times. The meeting also endorsed a seven-point agreement that the party president, Sher Bahadur Deuba, forged with Communist Party of Nepal-Maoist Centre (CPN-Maoist Center) Chairman Pushpa Kamal to build a new coalition Government. It is said that as per an understanding between the two leaders Maoist Chairman Dahal would lead the coalition Government for now and Deuba would succeed to him after some months.

Alliance coordinator Upendra Yadav said his party and other constituents will not join the new Government. “The base for working together with the new government will depend upon the way the Nepali Congress and Maoists will handle our demands,” said Yadav. Speaking to reporters on the premises of the Parliament, the Speaker said the constitution and the parliamentary regulations were silent on allowing other House businesses to be debated after a no-confidence motion was moved in the House or not allowing any House business until the House debated a no-trust motion. “Had there been consensus among the political parties on allowing other House businesses even before discussing the no-trust motion, I could have followed that practice but since there is no consensus among the parties about this, I followed the call of my wisdom to postpone other House proceedings until the no-trust motion is debated in the House,” she added.

At a meeting held at the PM's residence in Baluwatar on July 18, the senior leaders reached an understanding to resolve the bitterness seen over the issue of power sharing through discussion and consensus. Positive deliberations were held on matters relating to the contemporary political situation, the bill related to the budget and the noconfidence motion registered at the parliament. The PM had invited leader of the main opposition Nepali Congress (NC) President Sher Bahadur Deuba and Communist Party of NepalMaoist Centre (CPNMaoist Center) Chairman Pushpa Kamal Dahal for a meeting to discuss the latest political situation. Talking to reporters following the meeting held between heads of the three parties, CPNMaoist Center Chairman Dahal shared that they urged the Prime Minister to facilitate the atmosphere for a political outlet to the current situation. "We said that the circumstance now is new, and since the government has fallen into a minority, the Prime Minister should ease the atmosphere by resigning", Dahal said, while adding that the PM however said that he would not resign without facing the noconfidence motion registered at the parliament.

Nepali Congress (NC) leader Bimalendra Nidhi seconded the no-confidence motion tabled by Dahal, saying that the Oli Government failed to take steps to make the new Constitution acceptable to all forces, including Madhesis and Janajatis. He said the opposition parties had the support of 341 lawmakers, enough to pass the no-confidence motion and form a new Government under Dahal’s leadership with the support of the NC. Parliament on July 26 passed the President Bidhya Devi Bhandari’s order to remove the constitutional difficulties in electing a new Government, despite criticism from opposition lawmakers, reports The Himalayan Times. Lawmakers of opposition parties, including the Nepali Congress (NC) and the Communist Party of Nepal-Maoist Centre (CPN-Maoist Centre), had opposed the government’s recommendation to the President to give the order although they voted to endorse it. They blamed the Government for making the recommendation although there was no constitutional difficulty to form a new government under Article 298 of the constitution. The President’s order states that the Prime Minister, who was elected as per Article 298, has resigned, but since there is no clear provision for electing a new Prime Minister in the same article, the President has removed the difficulty under Article 305 to elect a new Prime Minister under Article 298 as per the recommendation of the Council of Ministers on July 24.

Phuyal said CPN Maoist Centre Chairman Pushpa Kamal Dahal was appreciative of the work carried out by the Office of the Attorney General and Ministry of Law, Justice and Parliamentary Affairs. Phuyal said during the conflict 225 cases were filed against Maoist leaders, 17 cases were filed against Dahal, and 11 cases were filed against top leaders of the party, including former Maoist leader Baburam Bhattarai, who is now the Chairman of Naya Shakti Nepal.
