Addressing a function in Kathmandu on July 2, the Maoist central committee member, Gopal Kirat, warned that they would be forced to revolt again if an election to a constituent assembly is delayed. "Some reactionary elements are hatching conspiracy to delay the election to a constituent assembly. If it is delayed, the people will revolt again," Kirat said. He also accused the United States Ambassador to Nepal, James F Moriarty, of trying to derail the ongoing peace process and demanded an immediate dissolution of the House of Representatives (HoR), as it was revived by the King and not by the people.

Kantipur reports that Maoists have obstructed the process of awarding contracts worth 12.5 million rupees by District Development Committee (DDC), Siraha. The DDC had issued a notice asking prospective contractors to submit tenders for 32 contracts by July 16. According to DDC staffers, some dozen Maoists returned the interested parties from the DDC premises telling them not to submit tenders. Before this, Maoists had forcibly taken away tender files of 32 parties from the office, according to Local Development Officer Gopi Krishna Khanal. Due to the obstruction, collection of internal revenue for supporting expenses in the new fiscal year starting July 17 has become uncertain. If this persists, DDC will have problems giving salary to its 30 staffers, Khanal said.

The Prime Minister Koirala expressed surprise over this during his meeting with the Speaker of the House of Representatives Subash Chandra Nemwang on July 16 morning, according to reports. “I was surprised after hearing the news. How can two political parties (and the Maoists) make such decision without finding consensus among all,” reports quoted Nemwang as saying. Koirala further said that the interim parliament would not be the alternative for the parliament.

The Maoist affiliated All Nepal Federation of Trade Unions (ANFTU) have categorized all the industries in three groups and have fixed minimum monthly wage of laborers according to the company they are employed in. "We have classified entire industries as A, B and C, based on their level of investment, net profit, taxes paid to the government, type of industry and number of employees," Shalik Ram Jamarkattel, president of All Nepal Federation of Trade Unions (ANFTU) said. Shalik announced that companies falling in category 'A' - that include all multinational companies - should fix minimum wage at Rs 10,000 per month. Companies falling under category 'B', which mainly represent industries established with domestic investment, should provide minimum monthly wage of Rs 7,000. Likewise, companies of category 'C' should give at least Rs 5,000 per month to its employees. According to the Maoist classification, financially sick industries fall in category 'C'.

In its suggestions to ICDC submitted on July 27, the Maoists, also proposed fundamental rights and freedoms such as press freedom, right to publication and expression, right to free movement, right against untouchability and discrimination. They have also proposed an interim parliament, an interim government, an interim judiciary and an interim security in the new constitution. Further, they have proposed to divide the country into nine states namely Kirat, Madhesi, Tharuwan, Newar, Tamang, Tamuwang, Seti, Mahakali, Bheri and Magarat.

They have set up a bamboo-made barrier at Ranigunj Chowk of Lalbandi-Phuljor road section, 45 km from the district headquarters Malangawa, Himalayan Times reports. Maoist cadres in combat dress collect Rs 10 from every vehicle, including passenger buses and cargo trucks, using a donation pad receipt with "security patrol help" written on it. They claim that the donation collected is meant for meeting the fuel expenses of vehicles used by Maoist patrolling teams deployed to check incidents of loot on the highway.
